What you will be doing

As an Inspector of Historic Buildings and Areas you will be joining the multi-disciplinary Development Advice Team. You will take delegated responsibility for the delivery of our advice on proposals for change in the historic environment acrossYorkshire, providing advice on the sustainable management of the historic environment.

As a key member of the Development Advice Team, you will use... your knowledge to provide planning and sustainable management advice in relation to buildings (both secular and ecclesiastical), historic places, areas and designed landscapes, providing advice in response to pre-application and formal consultations across the fascinating historic environment.

You will assess proposals, obtaining any further information required, and deliver our advice to confirmed timescales and to excellent customer service standards.

You will undertake pre-application discussions with potential applicants where appropriate, to negotiate creative solutions to problems.

You will work collaboratively across teams in a partnership approach, contributing to objectives and key heritage challenges such as rejuvenating the high street and creating better places and spaces for all.

Who We Are Looking For

1. A good understanding of relevant Government policy, guidance and statutory procedures for the historic environment in the planning system, including LBC and Ecclesiastical Exemption

2. A methodical and analytical approach to understanding proposals for change to heritage assets and assessing their impact

3. Excellent negotiating, influencing and stakeholder engagement skills to achieve positive outcomes for the historic environment

4. Constructive and creative problem- solving skills.

5. Excellent team-working, collaboration and project management skills.

6. Working under pressure and the ability to prioritise.

Please note the role requires regular travel to sites not serviced by public transport and you will require a driving licence (unless a specific reasonable adjustment is required for inclusion) and may require visiting/inspecting sites where climbing scaffolding and negotiating confined spaces will be necessary. The role may also require occasional attendance at community meetings, which are usually held at evenings or weekends.

Historic England are seeking a Senior Technical Delivery Manager. In this role you will conduct the overall delivery of ICT infrastructure, Microsoft cloud, end user computing and cyber security projects of varying size and scope within the Change and Service Improvement portfolio for Historic England (HE) and/or English Heritage Trust (EHT) via our shared service agreement. Each project will be implemented to time, quality and budget constraints adhering to HE’s technical and management governance frameworks.

National salary range: £46,000 - £48,000 pro-rata

Greater London + salary range: £49,500 - £51,600 pro-rata

Inner London salary range: £51,200 - £53,400 pro-rata

What you will be doing

You will have day-to-day ownership for delivering technically complex and large scale infrastructure projects including delivery... of networking, end user computing, security and remote working capabilities. The role will involve working with both HE and EHT staff at all levels to ensure that user, business and technical stakeholders are engaged, and that project benefits are articulated. You will be required to work closely with Business Change leads, Operations and the Programme Management Office. This role may require occasional travel to other HE and EHT offices, sites or properties.

Performing as the Senior Technical Delivery Manager working on behalf of IMT for HE and EHT, delivering projects at all scales to successful delivery, within an IT portfolio of Infrastructure Programmes and Projects.

Ensuring that requirements for IT Projects are accurately specified, correctly constructed and that the technologies being used are appropriate for the requirements and comply with agreed IT Strategies.

The evaluation, procurement and management of cloud service and IT infrastructure suppliers and services for the delivery of projects.

Ensure that Projects are delivered to time, budget and quality.

This will include the production of detailed project plans, management and reporting of project budgets and management of project boards. Reporting to Project and Programme Boards will require details of progress, milestones and expenditure, identifying, maintaining and managing all risks and issues in line with corporate standards, escalating as appropriate with recommended solutions.

Forecasting, monitoring and managing commitments and expenditure for each project assigned, to ensure that all financial constraints are maintained, advising the Project Board of any deviations from the plan.

Preparing baseline management products for approval by the Project / Programme Boards (Project Brief, Benefits Review Plan, PID, Stage Plans, Work Packages, Exception Reports, RAID logs and Highlight Reports).

Ensuring high quality solutions definition documentation is produced and procedures to deliver infrastructure services into support are followed as part of project delivery. This includes the development and maintenance of a technical knowledge base for BAU IT operational teams so that new solutions can be transferred into support successfully.

Working closely with the IMT Operations and contractors / sub-contractors to ensure that Projects are passed over into support in an effective manner, which meet requirements for future operational success.

Ensuring all new solutions are designed and deployed with robust security protections fulfilling internal information management policy and national cyber essentials criteria.

Experience and ability to liaise and recognise the requirements of the HE and EHT business sponsor teams and develop strong working relationships to provide effective outcomes. The ability to articulate the benefits or otherwise of specific options in terms of cost, capability and sustainability will be important.

Ensuring that new solutions developed are aligned to HE’s commitment to Net Zero and, where appropriate.

• Experience in rolling out Microsoft Azure and/or Microsoft 365 solutions to deliver tangible business benefits

• Site visits take place before meetings, on dates fixed in advance. Each is attended by a small group of members. Site visits are generally of a day’s duration and are undertaken two weeks prior to the meeting itself.
• Members should expect to attend most meetings, and to join at least one site visits beforehand.
• Sharing expertise with other HEAC members and Historic England staff.
• Participation in occasional day conferences and seminars to assist in Historic England’s strategic development.

Skills, knowledge and experience
• Beyond experience of the areas of expertise and interest outlined above, no formal qualification or professional status is required to fulfill the role. Candidates should, however, be able to demonstrate a willingness to challenge constructively, operate as part of a committee and be able to work alongside a broad range of professionals.
