WORK EXPERIENCE
The successful candidate will have a minimum of ten years experience as a government relations executive, a Congressional staffer, or as a senior public servant in a relevant government agency, department, law firm or business. Previous experience and qualifications should include:
- A thorough understanding of the U.S. legislative process, including the roles and decision-making processes of the Executive Agencies, U.S. Senate, and U.S. House of Representatives.
- Expertise in policy areas of intellectual property, anti-trust, competition policy, exports controls, sanctions, standards, regulatory affairs, ethics and compliance matters is strongly preferred.

SUMMARY

The Electronic Case Reporting (eCR) Lead will participate in local and national efforts to expand and enhance eCR implementation and use within Utah Department of Health and Human Services (UDHHS). The position will perform comprehensive data quality analyses of production eCR feeds and work with healthcare organizations and EHR vendors to resolve data quality issues. Contribute to the development of comprehensive technical documents and SOPs and refine processes and tools used for eCR data processing. Identify improvements to Utah's integrated disease surveillance system (EpiTrax) and other related technologies (EMSA) to improve the consumption and display of eCR data. This work will require close collaboration with staff in UDHHS's Division of Population Health Informatics Program (DPHIP), IT developers, senior health informaticists, epidemiologists and other end users, healthcare organizations, other STLT jurisdictions, and CDC to ensure data collected is available and useful. This is a remote position.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supports Utah’s ability to innovate in the electronic data exchange arena by enhancing processes and key systems needed to implement and improve eCR processing.

Identifies and proposes necessary enhancements for Utah's key surveillance systems' (EpiTrax and EMSA) to better process eCR treatment, visit type, and other disease-specific clinical data relevant to public health investigations.

Develops technical documents and SOPs for the four main phases of eCR implementation: onboarding, validation, data quality monitoring, and maintenance.

Evaluates and enhances processes and tools used for eCR implementation.

Participates in national discussions that center on eCR expansion and data quality improvement.

Works with epidemiologists and end users to better understand eCR data and it's capabilities to improve disease surveillance.

Supports the continuation of collecting and developing a sustainable capacity to collect comprehensive, timely, and good quality clinical information for COVID and all other reportable conditions.

Analyzes and formally document the data quality and reporting issues for external partners.

Finalizes eCR onboarding, validation, data quality monitoring, and maintenance technical documents and SOPs.

Completes proposal for expanded use of eCR data element.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION / EXPERIENCE

Experience working with HL7 C-CDA eICR, XML, and HL7 V2, as well as experience with standard vocabularies (LOINC, SNOMED, ICD, etc.). Experience working with electronic laboratory reporting (ELR) or electronic case reporting (eCR) and analyzing data quality measures within those messages. Ability to adapt communication for different audiences, including epidemiology and healthcare organizations. Experience implementing interfaces from healthcare systems and electronic health record vendors. Intermediate level coding experience in R Shiny and SQL. Knowledge of principles, theories, and practices of epidemiology.
