Holding down Shift-Option-Command-R should allow you to install the version of macOS that came with your Mac. Huh, TIL. If you purchased a Mac with Mojave, it's unlikely that Mac will boot from older versions of macOS like El Capitan. Also not sure how you removed the AppStore without disabling SIP.
