The Director, Government Relations serves as a primary contact between the Council and the legislative and executive branch on specific issues. They represent ACE in meetings with members of Congress, congressional staff, Department of Education, White House and other Executive Branch officials. Builds relationships with influential policymakers. Responsible for setting and achieving Council’s legislative and regulatory goals in the area of their portfolio. Leads and orchestrates strategic consensus-building among higher education association colleagues around public policy initiatives.

Essential Job Duties or Tasks:

+ Manages an extensive portfolio of legislative and regulatory issues, with primary emphasis on the reauthorization of the Higher Education Act, especially Title IV programs, and the budget and appropriations process. Other issues within the portfolio include accreditation, college costs, student aid, institutional accountability, oversight, privacy and technology, accessibility, and disability among others.

+ Supervises and coordinates the work of the Senior Government Policy and Data Analyst, including the evaluation of their performance, and encourages staff visibility and recognition.

+ Maintains close working relationships with congressional staff to shape or influence proposed and existing legislation throughout the legislative process. Develops legislative proposals and drafts legislative language as necessary.

+ Actively engages with Administration officials on issues important to higher education. Meets with and communicates frequently with Department of Education and White House staff to address policy matters.

+ In coordination with the Senior Vice President, identifies, commissions, and oversees special initiatives such as studies, white papers, surveys, or task forces.

The Role

The Chief Advancement Officer (CAO) is joining ACE at a key inflection point in its 100-year history. With key projects underway, an energized and ambitious leadership team, this CAO has the opportunity to have a lasting, transformational impact on the higher education landscape. This CAO will work with senior leaders to align the organization’s goals and aspirations with the interests of the philanthropic and corporate communities, building on its strong base of current and past funders while cultivating and securing new and untapped sources of revenue. With the expansion of ACE’s vision, this CAO is joining at an exciting moment with the opportunity to leverage new partners who now see the alignment and chance to make a positive impact with the organization’s new goals. The recent partnership with the Carnegie Foundation for the Advancement of Teaching has brought the stewardship of the Carnegie Classification system to ACE. That work has already generated $20 million in new philanthropic investment. The longstanding learning evaluation team is currently supported by nearly $30 million in contracts from industry and government agencies.

The CAO is a key partner to and direct report of the President, and serves as a member of the leadership team. This CAO will help the advancement function evolve from a largely operational department to a key strategic center for ACE. The Council is well-positioned to generate additional significant investments to help innovate and strengthen colleges and universities and thereby better serve the nation’s students.

Specific duties and responsibilities of the Chief Advancement Officer include:

Advancement Strategy
• Lead strategy development and implementation of ACE’s external fundraising and revenue generating efforts in support of programs, products, and services, and, where appropriate, advocacy.
• Deepen and expand partnerships and strategic relationships with current and prospective donors, which will include a focus on large and mid-sized national foundations, corporations, other philanthropies, and government agencies involved in postsecondary education.
• Partner with ACE leaders in the President’s Office, Education Futures, Carnegie Classifications, and Government & Public Affairs to renew and secure support critical to the success of ACE and its members.
• Devise strategies and tactics designed to maximize relationships with current funders and cultivate new, diverse, untapped sources of support.
• Craft compelling, highly tailored cases for support for unrestricted funding as well as for designated projects and programs, in collaboration with ACE leadership.
• Assign and monitor prospect portfolios for the President and leadership.
• With ACE President and leadership, consistently review the revenue across the entire organization and make recommendations to the President and senior leaders on what changes and adjustments need to be made to continue to strengthen ACE’s overall financial health and sustainability.

Fundraising Execution
• Identify prospective funders and serve as the front-line fundraiser, cultivating new relationships and re-invigorating former ones within the philanthropic and corporate communities.
• Gain in-depth knowledge of current and prospective programs Council-wide and work closely with program staff to assess areas of intersection between ACE’s interests and those of prospective funders.
• Provide leadership for anticipated programs and “over the horizon initiatives.” Collaborate with ACE’s subject matter experts to develop concept papers, letters of intent. and grant and sponsorship proposals.
• Lead the effort to significantly expand the organization’s new donor pipeline.
• Ensure comprehensive, timely and innovative stewardship of all contributions, including Carnegie, through multi-tiered strategic stewardship plans.
• Leverage technology to analyze progress against plans, monitor expenses and cost-per dollar raised and ensure security of all donor records.
• Work with the ACE Advancement team to re-engineer the Annual Meeting sponsorship/exhibits program to help accelerate the evolution of ACE’s strategy for Annual Meeting and meetings more broadly.
• Provide oversight and strategy development for ACE’s individual giving programs (Fellows Funds and Women’s Leadership Legacy Fund).
• Work with the Advancement team to re-examine and revise the ACE Affiliate Membership, Thought Leaders Circle (TLC), and Executive Search Roundtable (ESR) programs.

Team Leadership
• Develop a diverse, inclusive, and high-performing staff that is well-prepared to meet the ongoing challenges of a first-rate organization.
• Act as an inclusive leader, emphasizing inclusivity in team make up, decision-making, and division of responsibilities.
• Establish goals in a collaborative manner to empower the team members to take responsibility and ownership for the successful outcomes in their own specialty areas, the department, and ACE overall.

Candidate Profile

ACE seeks an exceptional, entrepreneurial, creative, curious, results-oriented Chief Advancement Officer to build on the momentum of the organization’s current base of contributed income to take the advancement program to new levels of success.
