Principal Functions:
• Capacity building and technical support for state and territorial health agencies in the areas of health system partnerships, Medicaid program engagement, health care services access. Public health agency research and business intelligence, and public health data modernization and informatics

Principal Functions:
• Provide technical, capacity-building, strategic support to public health agencies requesting assistance in workforce planning, workforce needs assessment, and retention
• Initiatives will elevate practices in workforce planning, employee retention, support, performance, wellbeing, inclusion, workforce diversity, equity, and accessibility
• Manage and track response to public health agencies
• Develop, manage, and oversee relationships with current and future workforce partners and contractors to develop products such as guides, templates, and toolkits in public health workforce planning and retention (e.g. onboarding guides) areas
• Improve on current tools and information
• Oversee the identification and dissemination of evidence-based and promising practices in public health workforce planning and retention
• Participate in Human Resources/ Workforce Peer Network to inform priorities, needs, and gather feedback
• Collaborate closely with the Workforce Team to promote workforce wellbeing and organizational capacity-building in skill development related to caring for the workforce
• Provide consultation and work in collaboration with ASTHO teams to support workforce events, meetings, trainings, and promotions of information
• Represent ASTHO to groups and stakeholders leading or engaged with national workforce efforts
• Work with the research and evaluation teams to gather relevant data to inform program design and improvement
• Lead project management in work with contractors and manage associated budgets
• Supervise staff as assigned including setting objectives and managing performance, coaching and providing feedback, supporting staff development, and fostering a positive and inclusive work environment

Qualifications:
• Bachelor's Degree in organizational development/leadership, public health, or relevant field of study (Master's Degree preferred)
• At least 3 years of experience in workforce or human resources or similar areas of work contributing or participating in efforts to improve retention, workforce needs assessment, and workforce planning
• Experience in public health or in a governmental agency, preferably in a public health state, tribal, or local health department
• Supervisory experience preferred
• Strong organization skills to support or manage multiple projects and deadlines
• Strong written and oral communications skills
• Determine cross applications and information others should know

• Oversee the organizational calendar ensuring that it remains up to date

Qualifications:
• Bachelor's degree preferred
• 1-2 years of experience in program, project, event or operations support
• Demonstrated experience with excel and working with databases
• Experienced with project management tools or willingness to learn
• Experience supporting virtual events highly preferred
• Must be able to support event activities at the Arlington office 1-3 times a month
• Strong written and oral communications skills
• Strong organization skills to support multiple projects and deadlines
