OVERVIEW OF THE FUNCTIONS OF THE POST

The Biennale of Luanda - Pan-African Forum for the Culture of Peace is a joint initiative of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the African Union (AU) and the Government of Angola, which is part of the implementation of the “Plan of Action for a Culture of Peace in Africa/Let's Move for Peace” adopted in March 2013 in Luanda, Angola, at the Pan-African Forum “Sources and Resources for a Culture of Peace”.

The Biennale was established by Decision 558/XXIV, adopted in 2015 at the 24th Session of the Assembly of Heads of State and Government of the African Union, requesting the African Union Commission (AUC) to work towards its organization, in consultation with UNESCO and the Government of the Republic of Angola.

The initiative strengthens the implementation of Goal 16 and 17 of the United Nations 2030 Agenda for Sustainable Development and of the 7 Aspirations of the African Union’s Agenda 2063, in particular: “The Agenda for Peace” and the flagship project “Silencing the Guns by 2020”, which has been extended until 2030. The Biennale also contributes to the implementation of UNESCO’s Operational Strategy for Priority Africa (2022-2029), intended to provide African responses to the transformations affecting the economies and societies of the continent.
Long Description

The overall objective of the Luanda Biennale is to strengthen the Pan-African Movement for a Culture of Peace and Non-Violence through the creation of:
• A global cooperation platform for the elaboration of strategies for the prevention of violence and conflicts and the dissemination of initiatives and best practices, with a view to building sustainable peace and development in Africa .
• A space for exchange between the cultural identities of Africa and its Diasporas, a privileged meeting place for the arts, cultures and heritage as instruments of dialogue, mutual understanding and tolerance .
• A multi-actor partnership between governments, civil society, the artistic and scientific community, the private sector and international organizations. A major opportunity to support Flagship initiatives for Africa by scaling up projects and initiatives that have proven successful at local, national or sub-regional level.

Under the authority of the Director of UNESCO Yaounde Regional Office for Central Africa and the supervision of the of the International Coordinator of the Luanda Biennale, the Project manager will play a key role in supporting the successful delivery of the Biennale’ programme (3 thematic sessions, opening and closing), ensuring that they progress according to plan and achieve their objectives and outputs. The project manager will work in close collaboration with the international and the deputy coordinator.

Specifically, the project manager will be responsible for:

• Supporting the drafting, updating and managing the Biennale’ programme
• Liaising with the other Biennale’ colleagues to ensure that any changes are reflected in the programme
• Managing the translators and ensuring that the Biennale’ final programme is translated and disseminated timely in the various platforms;
• Providing assistance with developing the 3 thematic sessions of the Biennale by: i) contributing to the brainstorming on the sessions contents and list of invitees; ii) sending the invitations and tracking the responses; iii) collecting any needed contributions from the participants (bios, photos, summaries etc. etc.); iv) preparing and sending the briefings to the keynote speakers and moderators; v) regularly and actively liaising with the participants of the thematic sessions; vi) managing the note takers during the sessions of the Biennale and ensuring they deliver the expected outcomes
• Organising and participating to the various Biennale’ committees: the Organizing Committee, the Scientific Committee and the Steering Committee;
• Following up meetings with efficient and timely communications;
• Liaising with UNESCO colleagues as appropriate
• Supporting the creation of the monitoring and evaluation framework of the Biennale programme, making sure that colleagues successfully contribute to it
• Drafting statutory documents, presentations and communication documents (for internal and external distribution) as required
• Performing any other communication tasks that may be necessary for success of third Biennale

Education:
• Advanced university degree (Master’s degree or equivalent) in Project management, International Relations, Communication, Human and Social Sciences ;
• A first-level university degree in combination with additional 2 years of relevant experience in project management may be accepted in lieu of an advanced university degree.

Work experience:
• A minimum of 2 years working experience in the United Nations System or in an (international) organization working for the Sustainable Developments Goals ;
• Proof record of multi-stakeholders project management ;
• Working experience in Angola and/or Africa.
