The Arizona Department of Revenue (ADOR) is seeking an experienced and passionate leader to join our Human Resources Team! Our HR team is comprised of outstanding professionals that embrace both team and individual performance, humble leadership, innovation, and the strength of problem solving that comes from a diverse and inclusive workforce. The Chief Talent Officer (CTO) will lead the HR team responsible to develop and deploy strategies and programs focused on recruiting, staffing and organizational planning, succession planning, classification and compensation, and the tracking and reporting of actions related to these functions.

The CTO will be responsible for not only supervising, but also coaching and developing the skills of each of their team members. The CTO will also be responsible to apply lean/continuous improvement principles to the processes they oversee, their interactions with others, and in their leadership role.

Job Duties:

Essential duties and responsibilities include but are not limited to:
Leading and Developing the HR Talent Team and Representing the Talent Team within and outside of the Agency:
-Coach team members using lean leadership principles that focus on mutual respect, problem solving, and open communication focused on skill development. Actively participate in the use of the lean/continuous improvement principles and tools (e.g., problem solving, visual management, standard work, gemba walks, coaching, etc.)
-Report to the executive leadership team on metrics of designated programs and processes, as requested or when needed
-Represent ADOR when interaction is needed with the Arizona Department of Administration on HRI/Talent issues or needs

Leading & Managing the Recruitment Process:
-Lead both the comprehensive recruiting process and the team members that will be engaging with leadership and other department personnel to ensure the use of the agency's standard recruiting process
-Coordinate the development and deployment of enhancements to the recruitment process, including but not limited to, marketing/branding, partnerships with higher education institutions and professional organizations, and an appropriate social media presence to attract and hire qualified team members representative of the State of Arizona (DEI).
-As needed, assist the HR team in resolving issues related to vendors of temporary or contract workers.

Leading the Staffing & Organizational Planning and Succession Planning Functions:
-Works collaboratively with the Agency’s leadership team and HR team to develop a healthy leadership pipeline for the organization
-Lead and coach team members to ensure an effective, fair, and transparent execution of hires, promotions, transfers, special assignments, and any changes to the organizational structure
-Engage with Budget, Payroll, and ADOR business unit leadership to resolve key issues and personally facilitate promotions at the Administrator level and above
-Coordinate the development and deployment of an ongoing succession planning process that fully aligns with the performance standards of the agency while ensuring we maintain a culture of diversity, equity, and inclusion

Managing Agency Adherence to Classification & Compensation Guidelines:
-Oversee team members that are conducting classification and compensation analysis and determinations
-Periodically review agency data to identify and elevate any compensation discrepancies throughout the organization

Managing HR Data & Tracking:
-Oversee the processes related to tracking, data entry, and reporting for team members and organizational structure (e.g., HRIS, organizational chart management)

Supporting the HR Team and Agency in Overall Development
-Actively contributes to the continuous improvement by leading special projects, conducting research, analyzing programs, and coaching/providing input to solve problems or improve processes and practices

-Familiarity with the State of Arizona Personnel System and Classification & Compensation System, and the Arizona Management System
