The Global Economy and Development program at Brookings is accepting applications for a Fellow/Senior Fellow position within its Center for Universal Education. The Global Economy and Development program at Brookings aims to shape the policy debate on how to improve global economic cooperation and fight global poverty and sources of social stress. Founded in 2002, the Center for Universal Education (CUE) is a leading policy center focused on universal quality education and skills development around the world. The center plays a critical role in accelerating education change so that all learners can thrive in a rapidly changing world. CUE helps inform the development of policy related to global education and promotes actionable strategies for governments, civil society, and private enterprise. This position will be a two-year termed position with extension contingent on funding.
Position Location: This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week.

Responsibilities
This new Fellow/Senior Fellow will focus on Climate and Education. The Fellow will report directly to the Vice President and Director of the Global program and is expected to lead initiatives, conduct research, and work on policy-relevant papers and/or books. While the specific program of work will depend to some extent on the candidate’s interests and background, the position will require the scholar to spend time on three main activities: research and writing, external representation, and internal management. She/he will lead issue-focused meetings, conferences and other events, and interact with other Brookings scholars, donors, foundations, and the wider policy community. The scholar will engage with a wide range of partners on his or her research (e.g. consultations with peers, in-country visits, meetings with policymakers, high-level meetings, conferences, etc.).
This fellow/senior fellow position will lead the execution of a research project aimed at supporting education system transformation that includes effective education strategies focused on supporting students, schools, and systems ability to adapt to the impacts of climate change and contribute to the mitigation of climate change.
The Fellow/Senior Fellow will oversee data collection and undertake qualitative and quantitative data analysis, capture key learnings and insights, develop and manage new partnerships, engage with policymakers and other partners, and represent the project and its work in external venues. The Fellow/Senior Fellow will also be expected to produce regular knowledge products on timely policy issues related to advancing concepts such as sustainable citizenship and climate change education which may include policy-relevant papers, developing indices, blogs, policy briefs, reports and journal articles. The Fellow/Senior Fellow shall competently lead issue-focused meetings, high-level conferences, and other events, and interact with other Brookings scholars, current and potential funders, the wider policy community, and the media. The Fellow/Senior Fellow will be responsible for securing new funding and managing existing donor relationships.

A bachelor’s degree is required; a PhD in a related field such as education, public policy, international development, environmental policy, or a related social science field is strongly preferred. A minimum of six years of relevant research or policy-related experience, ideally in a fast-paced work environment, to be considered for this role. Candidates considered at the senior level will be a recognized and respected leader in their area of expertise, and must have at least three of the following: A PhD or other terminal degree in relevant field Proven record of publishing that demonstrates in-depth research, rigorous analysis, recognized excellence in the field, and policy relevance. Publications can be from professional or academic journals, edited volumes, single-authored books, and/or policy-oriented publications. Significant professional experience from the public, private, academic, or non-profit sectors. For scholars whose work is practitioner-based, candidates must be able to demonstrate an exceptional professional track record with significant leadership, strategy, and policy experience. Track record of academic or policy impact, such as framing issues, setting agendas, or affecting evidence-based changes in policy and practice. Knowledge/Skills Requirements: Candidates should have a particular interest in climate change education, education system transformation, and the intersections between citizenship education and climate change and education. Candidates should have strong oral and written communication skills, as well as expertise in primary and secondary research, policy guidance and advising. She/he must have a proven record of publishing in professional or academic journals, edited volumes, and/or policy-oriented publications and a track record of forging successful partnerships/collaborations within and across institutions, including governments, to communicate complex ideas and achieve impact. Demonstrated ability to fundraise and contribute to the program’s financial sustainability is an advantage. The position requires domestic and international travel. The successful candidate will be capable of providing breakthrough thinking in relevant policy areas and of influencing the intellectual discourse and will be recognized as an authority within a particular area of climate and education scholarship or policymaking.

The Family Engagement in Education project at CUE is seeking a Pre/Post-Doctoral Fellow to conduct research and support in developing practical guidance and tools to improve family engagement in their children’s education. In 2021, CUE released a major report and set of tools titled “Collaborating to Transform and Improve Education Systems: A Playbook for Family-School Engagement”, referred to as the family engagement playbook. Today, CUE is building on this work, including in the U.S. context through new research projects looking at the intersection of student engagement and family and caregiver support as well as through new partnerships with federal, state, and district leaders seeking to improve family-school collaboration.
The position will work closely with the Center's Senior Fellow and Director in addition to other scholars and team members, on research looking at student learning and wellbeing and the role of family engagement in education in the U.S. The role will include a range of research activities, for example:
• Conducting literature reviews on key topics from student engagement to parental/caregiver influence on student engagement, learning, and wellbeing, as well as the link with communities in family, school, and community collaboration;
• Drafting short pieces on key themes to be used by scholars and researchers;
• Analyzing qualitative data as needed (focus group discussions and interviews);
• Reviewing surveys and tools used in the field of family, school, and community engagement, analyzing and categorizing tools according to criteria, and drafting synthesis documents describing findings for practitioner audiences.
• Identifying key education-related issues and evidence-based practices that would be helpful for the popular media to highlight to caregivers and parents.
• Other activities as the needs of the project arise, which could include conducting qualitative research (e.g., key informant interviews) and analyzing focus group discussions.
The role will also require engaging with a range of stakeholders, including CUE’s research team (the main group the consultant will be working with daily), academic experts, practitioners such as family engagement leads in districts and states, non-profit leaders, and USDOE members.

Compensation Strategy and Administration (40%)
• Develop and manage fair, equitable and innovative compensation programs policies, processes, and systems support, evolving as necessary to ensure Brookings is competitive and can attract, retain and reward high performing employees.
• Oversee the design and management of all rewards and recognition programs to include bonus and incentive programs and service awards.
• Monitor the effectiveness of compensation programs in achieving their stated objective; make recommendations and implement changes leveraging best practices that are cost-effective and consistent with institutional objectives.
• Maintain, review, and update formal salary range structures; provide subject matter expertise and guidance for annual market adjustments to salary ranges and merit increase guidelines for the organization. Partner with external consultant on periodic market pricing updates.
• Lead twice-yearly internal salary and position reviews and related activities and communications.
• Participate in and analyze results of salary surveys; research and evaluate market pay practices and make recommendations for salary structure and base pay.
• Collaborate with Staffing team (HR Business Partners and Talent Acquisition) to evaluate new positions and determine appropriate salary grade assignments; direct, review and approve new hire salary recommendations.
• Provide oversight and guidance on position alignment and overall position management activities; provide advice on pay decisions, policy interpretations, and job evaluations.
• Drive an effective partnership between Compensation and Staffing teams, sharing/transfer of knowledge, increase understanding of all aspects and considerations around compensation programs and practices.
• Support the CHRO in the management of executive compensation.
• Ensure plan compliance with relevant regulatory standards and statutes including compliance with Fair Labor Standards Act.
• Partner with colleagues on the oversight, compliance, and administration of the Affirmative Action Plan, 990s and other compliance reporting.
• Lead the effort to build a culture of pay transparency within the institution. Partner with and train leadership and managers to ensure compensation practices are applied consistently and fairly.
• Work in conjunction with colleagues to create content and learning programs to facilitate organizational understanding of compensation philosophy and programs.
• Partner with Director of Benefits and Benefits team to develop and communicate a Total Rewards program.
• Maintain awareness of economic and pay practice trends within industry.
HR Systems Strategy and Data Management (40%)
• Direct the ongoing administration and governance structure of the HRs systems, including Workday HCM, to support short and long-term organization goals, enable efficiency, and in close collaboration with leadership, technology, functional leads, and end-users. Serve as a Workday champion and promote user adoption.
• Serve as a strategic partner to ensure delivery on all HR systems project phases including scope, business requirements, planning, analysis, process design, vendor selection, testing and training.
• Provide leadership to the HR Systems team and ensure that all system processes and practices attain the highest level of HR data integrity by establishing standards of excellence to achieve expected values and delivery of system functionality & reporting.
• Responsible for developing and building all HR analytics to provide actionable insights for data focused decision making. Ensure integrity and consistency of reporting. Draft summary information for Brookings leadership and community.
• Consult with leaders independently to develop appropriate reports, metrics, and analytical dashboards that meet their needs. Communicate analyses and insights to leaders and other stakeholders by summarizing conclusions, translating analytics into clear, understandable themes.
• Develop standard reporting measures and processes; develop techniques for compiling, preparing and presenting data and ensure compliance with federal, state and local compensation laws and regulations.
• Ensure the management and prioritization of enhancements, break/fix issues, and standard maintenance.
• Ensure that the creation and maintenance of training and communications is taking place.
HR Strategy, Planning and Daily Operations (20%)
• Contribute to and manage the development and execution of HR strategies, projects and plans. Collaborate with VP/CHRO and HR Management team to ensure integration and alignment of initiatives and resources.
• Support management of the collective bargaining agreement. Provide information to union and General Counsel’s office.
• Ensure high quality, responsive services are provided to internal clients.
• Continually review internal HR practices and processes focused on compliance and implementing best practices that fit business needs, operational efficiency, and institutional structure and culture.
• Keep current on effective HR trends and best practices. Establish and maintain a network of informed and helpful professional colleagues.
• Establish/maintain a high-performing team of professional, motivated, and engaged staff utilizing effective training, performance management and career-development activities while leading them to achieve established business results and performance metrics.

About the Economic Studies Program: The Economic Studies program analyzes current and emerging economic issues facing the United States and the world and, based on that research, provides innovative, practical policy recommendations. ES’s work covers a broad array of economic issues, including economic growth, economic opportunity and mobility, the labor market, regulation, health policy, the environment, tax policy, retirement policy, and fiscal and monetary policy. Economic Studies scholars influence key economic policies by conducting rigorous and relevant research and then disseminating and communicating their findings to the policy community and to the broader public.
The Tax Policy Center aims to provide independent analyses of current and longer-term tax issues and to communicate its analyses to the public and to policymakers in a timely and accessible manner. The Center combines top national experts in tax, expenditure, budget policy, and microsimulation modeling to concentrate on overarching areas of tax policy that are critical to future debate.

Economic Studies (ES) is committed to investing in the next generation of economic policy experts; each year ES employs approximately twenty research assistants for one or two year appointments. We aim to recruit top talent with diverse backgrounds and perspectives to work on emerging and critical policy issues and offer innovative policy recommendations to improve the nation’s economic future.
We are seeking a Research Assistant or Research Analyst for the Tax Policy Center.
The Research Assistant position is entry-level and involves data analysis, verification of statistical and other material in manuscripts, statistical calculations, literature searches, and drafting written materials. This position is best suited for those who have received an undergraduate degree in Economics, Mathematics, or other social sciences with a minor in Economics.
Research Analysts undertake joint in-depth research and policy analysis on a range of economic, health and social policy issues for a Senior Fellow. They perform statistical analysis, complex data manipulation, and coding activities with minimal supervision. Analysts substantively contribute to research and data analysis design decisions, and draft blogs and articles at a high level. They may also serve as a resource to more junior research staff. This position is best suited to those who have a minimum of two years of relevant work experience or a master’s degree and one year of relevant experience.

Research Assistance (50%)
• In collaboration with senior research staff, drafts material summarizing research results on specific topics as assigned, for incorporation into working papers and project publications.
• Provides analytical reviews and summaries of existing literature pertinent to the projects.
• Locates, collects, and analyzes relevant documents and data from sources such as electronic databases, libraries, and government publications.
• Compiles, reads, abstracts, and organizes written material into bibliographic form and summaries.
• Maintains electronic bibliography files.
• Identifies topics for inquiry within a research project; identifies sources and devises methods for information collection.
• Develops a basis for deeper research analysis and engagement.
• Attends meetings and writes summary reports of outside policy briefings, conferences, forums, and symposiums.
• Updates and checks existing data and footnotes; helps with editing and proofreading of publications; provide substantive feedback and editing on author papers.
• Co-author material for publication.

Economic Studies (ES) is committed to investing in the next generation of economic policy experts; each year ES employs approximately twenty research assistants for one or two year appointments. We aim to recruit top talent with diverse backgrounds and perspectives to work on emerging and critical policy issues and offer innovative policy recommendations to improve the nation’s economic future.
We are seeking a Research Assistant or Research Analyst for the Tax Policy Center.
The Research Assistant position is entry-level and involves data analysis, verification of statistical and other material in manuscripts, statistical calculations, literature searches, and drafting written materials. This position is best suited for those who have received an undergraduate degree in Economics, Mathematics, or other social sciences with a minor in Economics.
Research Analysts undertake joint in-depth research and policy analysis on a range of economic, health and social policy issues for a Senior Fellow. They perform statistical analysis, complex data manipulation, and coding activities with minimal supervision. Analysts substantively contribute to research and data analysis design decisions, and draft blogs and articles at a high level. They may also serve as a resource to more junior research staff. This position is best suited to those who have a minimum of two years of relevant work experience or a master’s degree and one year of relevant experience.

Research Assistance (50%)
• In collaboration with senior research staff, drafts material summarizing research results on specific topics as assigned, for incorporation into working papers and project publications.
• Provides analytical reviews and summaries of existing literature pertinent to the projects.
• Locates, collects, and analyzes relevant documents and data from sources such as electronic databases, libraries, and government publications.
• Compiles, reads, abstracts, and organizes written material into bibliographic form and summaries.
• Maintains electronic bibliography files.
• Identifies topics for inquiry within a research project; identifies sources and devises methods for information collection.
• Develops a basis for deeper research analysis and engagement.
• Attends meetings and writes summary reports of outside policy briefings, conferences, forums, and symposiums.
• Updates and checks existing data and footnotes; helps with editing and proofreading of publications; provide substantive feedback and editing on author papers.
• Co-author material for publication.
• Analyze and assess key findings; draw conclusions and provide opinions.

Research Analysis (20%)

• Updates and checks existing databanks; assembles, consolidates, and checks data from new sources.

Education/Experience Requirements:

The Brookings Institution recently went live with a full platform implementation of Workday, including nearly a full suite of modules across Human Resources (HR), Financials, and Payroll. The Workday Solutions Advisor is a critical role within the HR department and will be directly responsible for working with HR and other staff on stabilizing, maintaining, and optimizing the HR modules—including planning, designing, delivering, and otherwise supporting Workday solutions and ensuring that the Workday platform delivers a secure and exceptional experience for Brookings staff.
In this role, they will serve as a key member of the overall Workday Support Team, working closely with the HR Functional Leads, the HR Technical Lead and Functional Analyst, Brookings Technology (BTech) staff, and other Workday stakeholders (including functional and technical staff from Finance and Payroll) to ensure that (1) HR business needs are understood and aligned with Workday best practices; that (2) Workday system break-fix issues, especially those with downstream impacts to Payroll, are appropriately diagnosed, triaged, prioritized, and resolved, escalating to Workday Customer Support and other external vendors as needed; and that (3) HR is successful in identifying, vetting, prioritizing, and implementing the right change requests (including large projects) to continually enhance the system.

The Development Officer works with the Senior Director of Development, scholars and administrators, and program leadership to develop and implement fundraising strategies for Foreign Policy at Brookings (FP), a $15-$20 million program. The Development Officer will develop and execute a plan including both revenue growth and solicitation and acquisition of new donors, with a focus on acquisition strategies and securing new funding from corporate, foundation, and government donors. The Development Officer maintains detailed awareness of institutional policies and guidelines, as well as professional best practices, and operates consistently within this framework, and plays a critical role as liaison between FP Assistant/Associate Directors, FP scholars, FP senior administrators, and donors.
Donor Solicitation and Portfolio Development (60%)
• In coordination with FP’s Senior Director of Development, sets formal goals for acquiring new donors.
• Achieves acquisition goals by securing new donations and tracking face-to-face meetings, solicitations, and outbound contacts.
• Implements revenue growth plan and new moves pipeline of 100-150 corporate, foundation, and government revenue streams.
• In coordination with FP’s Senior Director of Development, solicits prospects, and meets with donors through face-to-face and other direct engagements.
• Serves as point of contact to schedule engagements between donors/prospects and Brookings personnel, and attends as Development representative when appropriate.
• Manages new proposal submissions including qualification, cultivation, and stewardship while maintaining contact with donors.
• Manages the coordination and creation of the suite of proposal materials and reports to donors and prospects, leading or contributing to drafting documents as appropriate.
• Working independently and directly with FP’s Development Coordinator and Senior Director of Development, oversees Brookings Institution Review of Donor Sponsorship (BIRDS) for new proposals, including Proposal Routing, Review and Approval, and Submission to prospects.
• Oversees the New Gift Award Review (NGAR) approval process, working independently and directly with colleagues in FP and central Brookings Finance, General Counsel, and Development offices.
Proposal Development & Donor Communication (40%)
• Monitors FP publications, events, and travel to identify opportunities for engagement with donors and prospects.
• Develops FP donor prospect list and matrix focused on each of FP’s research centers.
• Researches background, priorities, new developments, and biographical information on existing and lapsed donors.
• Assists with tiering current donors by recency, frequency, and monetary donations.

The Development Officer will develop and execute a plan including both revenue growth and solicitation and acquisition of new donors, with a focus on acquisition strategies and securing new funding from corporate, foundation, and government donors. The Development Officer maintains detailed awareness of institutional policies and guidelines, as well as professional best practices, and operates consistently within this framework, and plays a critical role as liaison between FP Assistant/Associate Directors, FP scholars, FP senior administrators, and donors.
Donor Solicitation and Portfolio Development (60%)
• In coordination with FP’s Senior Director of Development, sets formal goals for acquiring new donors.
• Achieves acquisition goals by securing new donations and tracking face-to-face meetings, solicitations, and outbound contacts.
• Implements revenue growth plan and new moves pipeline of 100-150 corporate, foundation, and government revenue streams.
• In coordination with FP’s Senior Director of Development, solicits prospects, and meets with donors through face-to-face and other direct engagements.
• Serves as point of contact to schedule engagements between donors/prospects and Brookings personnel, and attends as Development representative when appropriate.
• Manages new proposal submissions including qualification, cultivation, and stewardship while maintaining contact with donors.
• Manages the coordination and creation of the suite of proposal materials and reports to donors and prospects, leading or contributing to drafting documents as appropriate.
• Working independently and directly with FP’s Development Coordinator and Senior Director of Development, oversees Brookings Institution Review of Donor Sponsorship (BIRDS) for new proposals, including Proposal Routing, Review and Approval, and Submission to prospects.
• Oversees the New Gift Award Review (NGAR) approval process, working independently and directly with colleagues in FP and central Brookings Finance, General Counsel, and Development offices.
Proposal Development & Donor Communication (40%)
• Monitors FP publications, events, and travel to identify opportunities for engagement with donors and prospects.
• Develops FP donor prospect list and matrix focused on each of FP’s research centers.
• Researches background, priorities, new developments, and biographical information on existing and lapsed donors.
• Assists with tiering current donors by recency, frequency, and monetary donations.
• Drafts, edits and finalizes communications to donors including proposals, gift reports, program updates, and ensures Foreign Agents Registration Act compliance in all communications.
• Ensures proposals are high-quality, accurate, responsive to FP research priorities, and donor guidelines, approved for submission, and submitted to prospective donors in advance of deadlines.
• Analyzes donor giving patterns to increase donor retention, upgrading, and conversion rates.
• Develops and monitors annual outreach calendar for reports, stewardship, and personalized outreach.
• Ensures regular communication with FP and its research centers regarding status of donations.
• Maintains comprehensive donor relationship information in Raiser’s Edge, including updating donor records, compiling biographical information, data entry, and pulling reports/queries.

The Impact and Analytics Manager leads the Economic Studies (ES) program’s efforts to monitor, evaluate, and measure the impact of our work. They play a critical role in developing and articulating the program’s impact models, communicating the impact of our work to internal and external audiences, and strengthening our culture around impact. They are the primary administrator for the ES program’s CRM database application, Quickbase, and serve as the in-house expert on analytics related to the program’s output, activities, and impact. They also support the effective and impactful work of the program in other ways as assigned. About Economic Studies: The Economic Studies program analyzes current and emerging economic issues facing the United States and the world and, based on that research, provides innovative, practical policy recommendations. ES’s work covers a broad array of economic issues, including the labor market, regulation, health policy, the environment, and fiscal and monetary policy. Economic Studies scholars influence key economic policies by conducting rigorous and relevant research and then disseminating and communicating their findings to the policy community and to the broader public.

The Impact and Analytics Manager leads the Economic Studies (ES) program’s efforts to monitor, evaluate, and measure the impact of our work. They play a critical role in developing and articulating the program’s impact models, communicating the impact of our work to internal and external audiences, and strengthening our culture around impact. They are the primary administrator for the ES program’s CRM database application, Quickbase, and serve as the in-house expert on analytics related to the program’s output, activities, and impact. They also support the effective and impactful work of the program in other ways as assigned. This individual is collaborative, solutions-oriented, and creative in helping the ES program develop systems, processes, and narratives to understand and tell the story of our impact.
Tracking, Measuring, and Reporting Impact (50%)
• In consultation with ES leadership, manages the development and implementation of the ES program’s efforts to monitor, evaluate, and report on impact for both internal and external audiences
• Routinely collects impact data, beyond traditional metrics like page views and media hits, and uses it to create compelling narratives about the outcomes of our work
• Supports ongoing efforts to optimize data collection and broader access to data through Quickbase
• Tracks and proactively shares metrics related to ES work to optimize content strategy
• Manages and ensures appropriate and timely follow-up on internal and external requests for information involving impact data or stories
• Proactively engages ES researchers to learn more about the outcomes of their work and make connections across themes and audiences
• Actively participates in internal and external planning meetings, listening sessions, and events to gather data and develop a deep understanding of the ES program’s work and impact models
• Collaborates closely with members of ES Development, ES Communications, and research teams to create compelling narratives about the outcomes and impact of ES work for use in grant reports, annual/institutional reports, and other products
Impact Strategy, Design, and Planning (30%)
• Works with ES Development, ES Communications, and individual research teams to design impact strategies for proposed research and other projects, including setting feasible and realistic timelines for impact data collection, analysis, and reporting
• Identifies relevant lessons and adjustments from previous projects to incorporate into strategies and proposals for future projects
• Reviews impact criteria set by funders and potential funders in the proposal process and supports the design of plans to meet those criteria
Quickbase Administrator (20%)
• Acts as the primary administrator for the ES Hub in Quickbase, keeping it up-to-date with publications, media mentions, web traffic data, and impact anecdotes
• Conducts regular data backups and quality checks in Quickbase
• Maintains QuickBase functionality, pages, reports, and dashboards
• Supports Quickbase users in day-to-day use; pulls reports as needed
• Troubleshoots and works with Quickbase consultants to fix bugs and enhance current functionality as needed
• Assesses needed enhancements and updates. May make minor enhancements and works with Quickbase consultants to build additional functionality into the database to meet business and impact analytics needs
• Designs accessible dashboards and data request protocols to empower All ES staff to access internal analyticsrelated to impact
• Coordinates collection of and manages confidential information with a high level of discretion

Education/Experience Requirements:
Bachelor’s degree required; preferably in communications, public policy, economics, or other social science. Minimum of five years of relevant experience required. Experience working with databases, CRMs, or low code applications; experience working with Quickbase a plus. Experience working with monitoring and evaluation tools, such as theories of change, indicators and metrics, or reporting templates and systems. Must be authorized to work for any employer in the U.S.
Knowledge/Skills Requirements:
Experience working with data architectures; Demonstrates a drive to learn and master new technologies and techniques. Strong analytical skills; skilled with both quantitative and qualitative evaluation methods. Familiarity with monitoring and evaluation frameworks; experience with impact monitoring and evaluation efforts. Experience employing impact data and/or business analytics in high quality written products, such as grant reports, presentations, and other compelling formats. Aptitude for synthesizing and presenting information compellingly to internal and external audiences, either in collaboration with senior colleagues or independently, both verbally and in writing. Creative and resourceful. Excellent communication, organizational, management, and administrative skills; ability to work collaboratively; shows initiative, dependability, and precision. Able to juggle multiple projects with competing priorities simultaneously; able to work independently, under short deadlines, and deliver in a rapidly changing, fast-paced environment. Experience at a think tank a plus.
