Under the general direction of the Chief, the Assistant Chief of the Statewide Bond Office serves as a recognized authority in an area of high sensitivity with ongoing responsibility for managing $17.6 billion in natural resources bonds. The position directly supervises managers overseeing individual bond acts and indirectly supervises the rest of the interdisciplinary team managing billions in general obligation bond funds, including $563 million in statewide bond costs. The position advises budget, accounting, and management staff in 21 bond-spending departments and serves as a key advisor to the California Natural Resources Agency (CNRA), the Department of Finance (DOF), and the State Treasurer’s Office (STO) on natural resources bond appropriations and spending. The incumbent will utilize state budget and management experience to motivate and support staff responsible for bond fund management, allocation/appropriation oversight, cash management, tax compliance reporting and statewide bond cost control.

The position serves as the back-up to the Chief and provides leadership to and support for statewide bond managers responsible for the individual bond acts. The position will work as the lead on several special projects which will include the design, development and implementation of the policies, procedures, and systems necessary for bond oversight.

Under close supervision of the Accounting Administrator I - Supervisor, the Accountant Trainee is the entry level accountant that reviews travel advances and audits travel reimbursement claims through the California Automated Travel Expense and Reimbursement System (CalATERS) and Financial Information System for California (FI$Cal) for the Department of State Hospitals. This position processes vouchers for manual travel claims and for replenishment of Office Revolving Fund (ORF) and performs various FI$Cal related activities.

Working Conditions
• DSH is located at a new 11 floor high rise building at 1215 O Street.
• A majority of the essential functions of this position may be performed via telework and/or with flexible scheduling. Consistent with Policy Directive 5338, Telework may be considered with prior approval from management. If approved, incumbent is expected to provide in-office coverage on a rotational basis, and attend a variety of face to face meetings, and/or may travel throughout California as needed, with prior notice.
