The Cultural Resources Group Manager will be a member of the HELIX leadership team, reporting directly to the Regional Manager and responsible for growing and managing HELIX's Northern California Cultural Resources Group. Essential Responsibilities:
• Responsible for the operations and performance of Medi-Cal Care Coordination programs including Enhanced Care Management (ECM), Complex Case Management, Seniors and Persons with Disabilities, Member Onboarding, and initiatives for Medi-Cal and Duals Special Needs Plan (DSNP) members.
• Ensures Medi-Cal Care Coordination programs are administered in compliance with all federal and state requirements.
• Leads the program design and implementation of above programs, and partnering with KFH, KFHP, and PMG to ensure coordination and collaboration with other care coordination programs across the continuum of care.
• Ensures CalAIM and PHM strategy, Care Coordination programs, and NCAL initiatives are operationalized through effectively designed team roles, structures, practices, program management, and evaluation, ensuring maximum effectiveness and productivity.
• As necessary, identifies qualified vendors and community partners to augment our network of non-medical services for targeted member populations to meet care coordination needs of our members.
• Partners in the development of associated contracts and oversees vendor relationships to ensure Kaiser Permanente’s quality and resource standards are being met or exceeded by our community partners.
• In partnership with the ED Medi-Cal Care Delivery and Operations, consults with, advises, and develops strategy in collaboration with key stakeholders to include leadership from Region, Health Plan, Medical Group, Community Benefit, Finance, Public Affairs, Government Relations, Operations (i.e. regional and local area), Health Policy, Product and Market Management and Local Area Leadership.
• Works with operational leaders to develop and recommend annual goals that are aligned to organizational priorities.
• Performs oversight and accountability of member services, member onboarding program, and benefit implementation for the region.
• Oversees the development, implementation, tracking and analysis of Medi-Cal process improvement initiatives and related metrics for assessing Medi-Cal performance.
• Establishes, modifies, and monitors a comprehensive set of key performance metrics to monitor performance and compliance of the Medi-Cal care coordination programs.
• Makes operational adjustments to guarantee that Medi-Cal programs are performing at or exceeding set targets.
• Sponsors, leads, manages or participates in initiatives that are critical to the Medi-Cal line of business.
• Directs ongoing and continuous updates to NCAL policies and procedures, training and education, and orientation materials for staff.
• Works in concert with the ED Medi-Cal Care Delivery and Operations, and other NCAL/SCAL-HI counterpart to standardize Medi-Cal specific policies and procedures for operations and care delivery for all of California and HI.
• Works closely with the VP Medi-Cal line of Business, ED Medi-Cal Care Delivery and Operations, and other Medi-Cal leaders to develop regulatory, quality improvement and cost savings initiatives to ensure cross-functional integration and coordination of efforts.
• Ensures that Medi-Cal care coordination programs are intimately aligned with Medi-Cal health plan functions, including but not limited to DHCS All Plan Letter implementation, compliance, audits, and contract administration.
• Conducts budget preparation for the department and policy and program implementation of federal and state initiatives.
• In partnership with other leaders, works to ensure that the infrastructure is in place to support the care coordination/ care management experience across the entire continuum for members and non- members, ensures detailed understanding of the performance for the Medi-Cal business line, and build relationships with our communities to help differentiate KP and strengthen our reputation as a health plan.
• Recognized as champion/advocate for advancing the Medi-Cal care coordination programs; accountability or “point person” for communication, issue resolution, project management related to these programs.
• Builds a focused, coordinated effort to build and promote Kaiser Permanente’s brand and reputation through collaboration with National, California TPMG, local Medical Centers and other KP departments.
