The Data Manager collaborates with Citizen Data Analysts and Scientists to help manage and organize Citizen’s databases and to prepare, clean, and generate insights from incoming and existing data.
The Data Manager will be an early, founding member of the Citizen product capability, and will be expected to contribute at a strategic level as much as a technical one.

Role responsibilities:
• Ingest, organize and clean first-party, research, and external datasets

Requirements
• 4-6 experience in a data-related role, preferably in cloud database management or data cleansing and/or processing
• Excellent communication and time management skills
• Proficiency with data analysis packages in Python
• Proficiency and experience with SQL
• Experience with AWS or cloud computing services preferred
• Experience with R a plus
• Experience with data visualization tools such as Tableau a plus
• Familiarity with a wide variety of data sources, including databases, public or private APIs and standard data formats a plus
• Experience working with voter and/or consumer data preferred
• A problem solver with great data intuition
• Extremely well-organized
• Competency in the application of G-Suite

• Experience with real estate acquisition, leasing, and disposal procedures utilized by the Federal Government is required.
• Specific personnel qualification requirements: Personnel required to perform the services described in this Statement of Work shall meet the following minimum qualifications:
• Acquisition: The Contractor’s personnel must have experience with Federal real property acquisitions, such as transfers(BRAC-related Title 10 transfers), fee title purchases, leasing (direct and GSA), or other forms of in granting, including licenses, permits, easements, rights of way/entry, and use agreements.
• Property Management: The Contractor’s personnel must have experience with Federal real property management, such as knowledge of applicable forms and file procedures, legal basis of property rights depending on acquisition method, and encroachment defense. Property management experience must also include out granting properties to other entities and particular experience with out grants of historic lighthouse properties OR agricultural leases, OR communication tower sites.
• Property Disposal/Divestiture: The Contractor’s personnel must have experience with Federal real property divestiture processes, including Title 10 screenings, Federal screenings, McKinney Act screenings, Reports of Excess, specially-legislated transfers, National Historic Lighthouse Preservations Act transfers, Title 10 transfers (out), relinquishment to the Bureau of Land Management (BLM), in grant terminations, and sales via GSA utilizing the Coast Guard’s housing sale authority.

The purpose of the position is to interpret and apply shore facility infrastructure management policy and assist Product Line Managers in the development and implementation of capital planning, facility maintenance, and repair guides. Support the planning, design, construction, alteration, maintenance, repair and life cycle support of all Real Property assets assigned to the Product Line. Provide... support with the planning, design, construction, alteration, maintenance, repairs, and life-cycle support of all Real Property Assets assigned to the Product Line. Analyze both preventative and corrective maintenance negative data trends and make sound engineering decisions to either continue maintenance efforts or recapitalize the asset and/or determine the need for standardized configuration procedures or practices if data tracks across similar assets regardless of location. Perform detailed site inspections to validate effectiveness of preventative maintenance performed at the operational level and determine the need for depot-level corrective maintenance projects as required. Partner with other Product Lines and SILC branches as applicable, to develop new or revise existing asset requirements and configurations, develop and update technical directives to consider future initiatives, and manage the project development process for assets. Serve as a reliable source of information on location, availability, applicability, and adequacy of guidelines and technical literature. Assist specialists in project design activities, manage assigned asset portfolio, and develop appropriate strategies to resolve problems and facilitate project implementation.
