Secretariat Overview:
The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). The Executive Office of Energy and Environmental Affairs is accepting resumes and applications for the position of Assistant Climate Scientist / Climate Science and Data Specialist (Environmental Analyst IV).
The Assistant Climate Scientist/Climate Science and Data Specialist provides project management support to the Climate Scientist and newly established Office of Climate Science to ensure key initiatives advance on timeline and budget including contract management for new climate data studies, data updates and accessibility on resilientma.mass.gov, convening of the scientific advisory group, and technical assistance for communications and agency requests.
This role is envisioned to have knowledge in non-coastal water-related climate science issues, such as drought, precipitation, hydrology, floodplains and flooding (including wetlands), stormwater, temperature, and/or related public health impacts, to complement the expertise of the other Assistant Climate Scientist/Coastal Hazards Specialist. The Assistant Climate Scientist/Climate Science and Data Specialist coordinates with and is co-supervised by the Director of Water Policy to provide support on key relevant initiatives and studies.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
Provides project management support to Climate Scientist to ensure key initiatives advance on time and budget including contract management for new climate data studies, data updates and accessibility on resilientma.mass.gov, convening of scientific advisory group, and serving as a technical expert point of contact for communications and agency requests.
Coordinates with EEA staff, state agencies, RPAs and municipalities and serves as a technical subject matter expert on relevant EEA or statewide planning or policy efforts to ensure best available statewide climate data and relevant assumptions are incorporated and utilized appropriately. This can include but not be limited to the SHMCAP, MA Climate Assessment, and other agency efforts.
Lead on ensuring latest climate data updates are incorporated into RMAT resilience design standards tool, including technical subject matter expert stakeholder engagement and contract and vendor management. Coordination of additional updates with Director and Deputy of Climate Adaptation.
Supports development and implementation of relevant trainings, webinars and workshops with municipalities and agencies on understanding and use of state and regional climate data and models.
Technical assistance lead in integrating relevant climate data to inform development of EEA resilience policy and regulation.
Responsible for staying up to date on knowledge on best practices and latest advances in national and global climate science and data and policy application and proactively ensuring EEA is using the best and latest approaches.
Performs related duties as assigned.
Preferred Qualifications
• Preferred background or experience in non-coastal water-related climate science issues (such as drought, precipitation, hydrology, floodplains and flooding, stormwater, temperature, or related public health impacts). This position will complement a Coastal Hazards Specialist on the team.
• Demonstrated ability to engage, manage, and facilitate diverse stakeholders and staff members.
• Excellent meeting facilitation and writing and oral communications skills; ability to translate complex scientific information into accessible language for stakeholders and policy makers.
• Strong organizational skills in terms of meeting deadlines while managing multiple work streams, circulating timely information, and capability to prioritize and evaluate goals.
• Experience managing vendor contracts and budgets, and coordinating with academic stakeholders.
• Familiarity with climate adaptation and resilience; MA permitting experience, MA climate change data and science; local, regional and state adaptation plans, projects, and priorities; environmental justice and equity.
• GIS experience.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
• Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
