About the Division of Youth Services: The mission of the Division of Youth Services (DYS) is to protect, restore and improve public safety utilizing a continuum of care that provides effective supervision, promotes accountability to victims and communities, and helps youth lead constructive lives through positive youth development. The strategic goal of DYS is to operate healthy trauma-responsive organizational environments as demonstrated through prosocial, safe, and non-violent interactions.

DYS provides a continuum of services that encompass juvenile detention, assessment, commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates 15 secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. For pre-adjudicated youth, the Division is also responsible for the management and oversight of the Colorado Youth Detention Continuum; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. This position is direct-care and essential. To maintain safety and security through appropriate supervision of youth, to organize and direct daily living and leisure activities of youth, in accordance with the living unit master schedule, shift supervisor and/or other administrative direction. Provide corrective cognitive, emotional or behavioral experiences within a youth center program using a trauma responsive approach. To be aware of and adhere to prevailing legal standards, CDHS Policy, DYS Policy, DYS Audit Standards and youth center specific procedure. This position serves a complex adolescent population with various behavioral health disorders, trauma, and criminal behaviors. Specific duties and expectations of the job are detailed in the 5 sections below: Safety/Security; Programming; Documentation/Recording and Reporting; Training; and Organizational Accountability.

Duties

Safety/Security. Work involves providing the direct care, safety, security and supervision of adjudicated and/or pre-adjudicated youth in a secure setting. Supervision for safety is a function of appropriate staff location, mobility and continual observation of youth. Enforce established security rules and behavioral expectations with a youth or group of youths, supervise and direct daily living and leisure activities, orient youth to the unit/facility and agency rules and routines, intervene early in potentially, or actively, volatile situations. Provide immediate intervention in crisis situations. Employ sound judgment and emotional control when evaluating possible crises taking into consideration the physical and mental well-being of all youth and staff. Participate in defusing and debriefing of all incidents pursuant to prevailing DYS Policy. Monitor movement of youth on the unit or throughout the agency, escort and transport to activities or appointments internal and/or external to the agency. Conduct pat searches, personal searches, and full searches for contraband items in accordance with DYS Policy. Conduct searches of persons, property, or areas according to schedule or as needed. Identify, document, and seize contraband as directed or appropriate in accordance with DYS policy. Check windows, doors, all aspects of locking mechanisms, as well as youth center grounds and perimeter to minimize escape risk and promote safety. Inspect common areas and youth center living units to maintain health, safety and sanitation standards. Adhere to all Suicide Prevention Monitoring (SPM) Policies and Standards. Monitor and document SPM status, medical watches or other special observation status youth, in accordance with timeframes as noted on Room Check Sheet(s). Implement safety plans and behavior agreements for those youth at high risk of hurting themselves or others or demonstrating other serious behavioral concerns. Actively use effective communication skills, verbal de-escalation skills, use a strength-based approach, and interact with all youth and staff in a positive and respectful manner. Use conflict management and de-escalation skills and, in emergencies, when youth poses a serious, probable, imminent threat to self or others, use approved physical response techniques when all other interventions have failed. Place youth on seclusion pursuant to prevailing DYS Policy. Monitor, participate, support and enforce behavioral management plans for individual youth as directed (e.g. Behavioral Contracts, Individual Growth and Change Plans). Actively supervise youth to prevent sexual contact and sexual harassment and adhere to all PREA Policies and Federal Standards. Adhere to and reinforce established DYS rules, policies, and procedures and utilize proper protocols when responding to critical incidents, physical altercations, medical emergencies, fire drills and other incidents.

Youth Center Programming. Actively and with positive engagement, implement and follow the facility behavioral management program. Teach, coach, and redirect youth within the behavior management program and role model prosocial behavior at all times. Conduct problem solving, appreciation, pre/post activity groups, psycho-educational groups and individualized skill building as needed to support a safe environment conducive to learning and consistent with DYS behavioral expectations. Communicate expectations for behavior, events, rules, or other milieu requirements. Provide supervision and support of community transition/reintegration opportunities for youth. Use prevailing techniques to establish rapport with youth, overcome resistance to change, communicate more effectively in stable circumstances as well as unsettled circumstances. Support restorative community justice principles and/or activities. Facilitate psychoeducation, skill development, recreation and other youth groups and activities. Support DYS initiatives and strategies as they relate to juvenile programming and crisis intervention. Objectively and fairly monitor and record youth behaviors, as well as intervene according to prevailing program standards related to privileges and consequences. Follow the daily program schedule based on prevailing standards. Support treatment and case plan goals and objectives developed by the Behavioral Health and Medical Services unit. Recognize, implement, monitor, observe and document juvenile IGCP (Individual Growth and Change Plans in accordance with the written program. Recommend any modifications of program to supervisory and/or clinical staff. Facilitate and monitor the cleanup of living units and rooms, as well as inspect the youth center, according to daily schedule. Monitor and ensure youth hygiene is provided for according to prevailing procedure. Routinely and equitably distribute linen and clothing to ensure good hygiene practice. Make requests to ensure hygienic standards are met, as necessary. See that youth consume all hygienic resources wisely and limit wasteful uses by youth. Ensure youth are provided access to meals. Monitor meal provision and consumption in accordance with time standards. Document and/or record meals as required. Ensure that youth are provided confidential access to grievances, medical and behavioral health services as needed/requested. Distribute youth medications and document the distribution of medications as specified in DYS Policy. Support and respond to youth to meet their presenting needs and address their concerns appropriately. Uphold basic rights of juveniles pursuant to prevailing law or policy. Support and ensure that youth are provided access to recreation according to prevailing standards, youth physical condition, and daily program schedule. Provide orientation for newly admitted youth within 24 hours of admission according to prevailing orientation standards as assigned. Provide support to educational programming as requested and assigned.

Documentation/Recording and Reporting. Documents observations of youth behavior and response to program(s). Completes documentation of facility and youth searches. Documents all unit activities and relevant information on the daily shift log. Records Suicide Precaution Monitoring (SPM) and Individual Growth and Change Plan (IGCP) Status and Medical Watch based on the assigned time intervals or frequency for the specific youth. Completes Extended Risk Assessment Forms as assigned by designated staff.

Documents all youth group activities in the TRAILS database. Generates and document Incident Reports as required by DYS Policy. Notifies and completes all forms relevant to incident reports. Observes and documents youth behaviors on seclusion status. Reports and documents any physical plant deficiencies or safety concerns.

All staff must report known or suspected incidents of abuse as mandatory reporters pursuant to State statute.
Review and record all legal documentation and record required information in the youth’s file (hard copy) and the TRAILS database. Inventory and record youth property during admission, any or all releases and any other access or change to that property. Document the receipt and release of all youth medication(s) as appropriate. This documentation shall include the notification of all internal and external parties. Generate and record all VINE information in the TRAILS database, unless otherwise directed. Complete and record accurate youth room classification information pursuant to DYS Policy. Notify and communicate all relevant youth information to the receiving unit staff. Complete, record and provide all necessary youth information on the Critical Information Advisement form and provide to all receiving parties. Ensure required suicide risk assessments are completed within one hour of admission for all newly detained and committed or recommitted youth. Notify and complete all forms relevant to High Profile youth admissions.

Organizational Accountability. Through all communications and behaviors employee demonstrates, supports, and contributes to a healthy, positive and respectful cultural climate throughout the facility. Communicates with internal/external customers, residents, subordinate staff, and co-workers in a professional manner; communicating with respect and dignity. Adhere to the CDHS Code of Conduct and Sanctuary 7 Commitments and support the 5 Key Strategies. Be aware of and adhere to prevailing legal standards, CDHS Policy, DYS Policy, DYS Compliance Review Standards. Adheres to CDHS and DYS Policy regarding work schedule, timekeeping, and leave practices. Complete other duties as assigned and follow supervisor’s requests and directives within Colorado Revised Statutes, CDHS and DYS Policies and Procedures.

Training. Attend and actively participate in all assigned training and successfully complete any/all testing or other requirements for such training. Maintain physical ability to demonstrate required skills. Maintain required certifications as appropriate. Successful completion may be known or recorded by score or demonstration of skill. Meet and keep current all mandatory training pursuant to prevailing DYS Policy. Successfully completes DYS Pre-Service, Facility Training and Orientation process as a new employee. Complete all assigned online training in Cornerstone. Maintain and support the Division’s prevailing behavior management and intervention strategies.

Work Schedule

Pueblo Youth Center is a 24 hour/7 days a week program. Youth Services Specialist positions are scheduled for shift work covering afternoons, graveyards and day shift. As we work to build TEAMs among our staff; most employees initially start in the afternoon and/or graveyard shifts. Work hours also include working weekends, holidays and overtime situations which may include double shifts.

These positions are not sedentary positions. Employees are typically on their feet during the entire shift. Youth living quarters are located on multiple levels and employees must frequently climb stairs in the performance of job duties. Preferred Qualifications:
• College education in a behavioral health and or juvenile justice related field.

• Experience working with youth in positive leadership roles, such as mentoring and coaching.

Colorado Water Conservation Board

The Colorado Water Conservation Board exists to advocate the protection, conservation, and development of water of the State in order to secure the greatest utilization of such waters for the benefit of the present and future inhabitants of the State of Colorado. The Water Supply Planning Section manages the operation of legislatively required stakeholder groups including the nine basin roundtables and the Interbasin Compact Committee (IBCC), oversees regular updates to and implementation of the Colorado Water Plan, funds and manages water plan and other grant programs and integrates water conservation, drought, climate and agricultural planning efforts as they relate to the Colorado Water Plan. The work unit exists to fulfill the CWCB’s mission, meet legislative requirements, advance integrated water planning, promote the wise use of water resources and support adaptive water policy in Colorado. This includes coordinating with stakeholders who represent environmental and recreation, agricultural and municipal interests. This work includes researching and identifying all current uses of water, understanding factors that influence water use, identifying future projected uses of water, development of future needs assessments, identifying potential solutions and utilizing complex water management models, and understanding the risks associated with all of these elements. The work unit is also responsible for providing the bases for the CWCB Board to make findings, decisions or policy related to water supply and demand planning. This includes working with DNR to ensure that other state agencies, the legislature and the Governor’s office are informed about future needs, challenges and opportunities.

The Work Unit:
The CWCB exists to establish water policy as directed by statutes to address Colorado’s water issues. The CWCB is governed by a 15 member board that includes governor-appointed representatives from each of the eight major river basins, the City and County of Denver and several state agencies. Since nearly all of Colorado’s water originates within its boundaries but is shared with other downstream states, the CWCB works to protect and assure that Colorado maintains its ability to fully use its allocation of the water under various agreements and court decrees. However, the development of those resources increasingly must focus on the wise use of water in recognition of future drivers like population growth that put pressure on state waters. The five major “units” (sections) of the CWCB related to water supply planning, interstate and federal water issues including water information, instream flow and natural lake level protection, watershed and flood protection, water project financing including agency budgeting/admin support. This work unit, the Water Supply Planning Section, interacts with all of these sections but has specific duties as follows. OPEN ONLY TO CURRENT RESIDENTS OF COLORADO

This position helps with the development of actions for integrating water planning into climate planning, specifically as it relates to municipal water providers. The position creates strategies, tools and facilitates discussions around mitigating climate change impacts to water resources as discussed in the 2023 Colorado Water Plan (Water Plan). Work includes logistical planning and coordination for drought meetings, table top exercises, drought tours and special events related to drought, climate and the Colorado Water plan.
• This position works with municipal partners (e.g. water providers, local officials, land use planners) as it relates to implementing the Colorado Water Plan and the nexus between climate adaptation, drought and water conservation. This includes supporting climate modeling updates, scenario planning analysis, drought plans and water conservation strategies that support securing water supplies and implementing the 2023 Colorado Water Plan.
• Determines how to best Integrate drought, climate and conservation planning tools across water providers.
• Coordinates interagency drought discussions, meetings and planning activities.
• Identifies how to implement Water Plan actions and lead a contract team on related drought/climate work.
• Reaches out to and decides best approaches for coordinating with round tables/stakeholders to inform tools.
• Carries out the Water Availability Task Force meetings, monitors drought trends and evaluates when triggers in Drought Planning warrant recommending a drought declaration.
• Leads stakeholder discussions, facilitates workshops and presents information then evaluates feedback and produces summaries that can help shape next steps.
• Helps coordinate across conservation, drought and agricultural staff to integrate municipal planning and identify possible strategies and tool enhancements that can help increase resilience and water security.
• Helps facilitate discussions in workshops with sometimes opposing views of how to proceed on a desired outcome and creating alignment on decisions even when discussions are contentious.
• Selects best approaches for sequencing Water Plan climate actions and events that lead to their development.
• Coordinates with roundtables, IBCC, CWCB and DNR staff to identify opportunities for creating alignment and buy-in with local stakeholders on tools and strategies to inform Water Plan actions.
• Determines the sequence of Water Plan actions and creates strategies for achieving a final deliverable.
• Identifies budget and contract needs to support the development of projects.
• Helps interpret complex climate data and make it accessible to the general public.

Be an integral part of keeping Colorado School of Mines running. This position ensures that there is a steady supply of steam to campus, keeping campus open and productive.

This position reports to the Associate Director of Facilities and supervises 5 Utility Plant Operator l's providing steam for campus. It operates manually and through the SCADA (Supervisory Control and Data Acquisition) boiler plant manager system, combustion control system, PLC's (Programmable Logic Controller), dual fuel boilers, dual fuel steam generators, water treatment equipment, air compressors, pumps and associated equipment for proper boiler plant operation and steam system distribution. It visually inspects and tests the operation of valves, meters, gauges, levels, tanks, traps and equipment noting malfunctions and making any needed repairs or adjustments. It logs readings, records and enters data, fills out Colorado Air Pollution Control Division Air Pollutant Emissions Notice (APEN) forms. Responds to corrective maintenance activities.

MINIMUM QUALIFICATIONS:

Education and Experience:
• Six years of progressively responsible utility plant operations experience, including two years journey level experience, and employee supervision.
• Familiarity with Excel and Microsoft Word is required in order to process work orders and prepare documents.
• Have general knowledge of operation of different type of steam boilers and hot water generators
• Ability to perform water treatment for daily tests of water chemistry

About the Work Unit

The Office of Financial Management and Budget (OFMB) within the Division of Accounting and Finance (DAF) is responsible for the overall financial management of the Colorado Department of Transportation (CDOT). OFMB forecasts revenue and cash; develops and manages the budget for all CDOT organizations, programs, and Federal-aid projects; analyzes pending legislation for potential fiscal impacts; develops and submits the legislative budget; helps manage the debt of CDOT and the Enterprises; manages spending authority in the Colorado Operations Resource Engine (CORE); manages the CO State Infrastructure Bank (SIB) Program; provides ad hoc financial analysis; and develops the CDOT budgetary forms and procedures. Information generated by OFMB is used by many stakeholders.

About the Position

This Budget Analyst I is an entry-level position that supports the budget development and execution for CDOT's annual budget. This includes coordinating with assigned stakeholders to develop annual budget requests, executing budget actions, monitoring and reporting on budget and expenditures, and other activities that support budget processes. In addition, this position supports CDOT's legislative budget submission, which involves preparing budget schedules, developing decision items, responding to requests for data and information from external stakeholders, etc. Finally, this position will be responsible for implementing public sector best practices in all assigned work areas and for driving the improvement of budget processes and systems within the purview of the job description.

All job duties will be performed at an entry-level with guidance, training, and support from the supervisor, Budget Manager, and other OFMB staff.

Your duties and responsibilities will include, but are not limited to, the following:
• Act as the OFMB Budget Liaison on all budget related topics for all assigned program areas.
• Respond to stakeholder requests by gathering information, researching or investigating the issue, analyzing available data, and making recommendations on possible solutions.
• Ensure that stakeholders understand and follow OFMB's guidelines, policies and processes throughout the budget cycle.
• Collaborate with staff to learn about the programs’ operations. Attend relevant meetings to stay apprised of current events and issues.
• Provide regular reporting on the budget and other financial information, with a focus on transparency, accuracy, and accessibility.
• Prepare memos, reports, presentations and other materials for various stakeholders.
• Proactively identify opportunities to improve OFMB’s processes, service delivery, and transparency.
• Support the development of the Department’s Annual Budget.
• Provide detailed analysis in the formulation of the annual budget, including both operations and capital budgets.
• Collaborate with CDOT staff to ensure accurate resource allocation, balancing the operational needs of each program with limitations on available resources.
• Evaluate decision items and other change requests, provide detailed analysis and recommendations, and present findings to management.
• Assist in ensuring that the CDOT annual budget is balanced by providing analysis and adjustments for assigned budget sections to demonstrate a complete reconciliation between allocations and revenue.
• Provide appropriate budget process documentation for all stakeholders.
• Assist the team with drafting all documentation, calculations, presentation materials, etc. necessary to develop and defend the annual budget.
• Support budget management and budget execution.
• Conduct ad hoc analysis on budget and expenditures for assigned areas.
• Collaborate with CDOT staff to evaluate requests for budget actions and correctly apply guidelines; assist with preparing request forms and/or presentation materials as needed.
• Execute budget transactions in CDOT''s budget and financial applications.
• Monitor budgets during the fiscal year and proactively identify opportunities to improve resource allocation.
• Provide regular budget management reporting, including fiscal year end spending projections, to foster budget accountability and to proactively resolve any budget-related issues.
• Coordinate with CDOT staff on fiscal year financial open and close activities.
• Support legislative budget development.
• Coordinate funding requests and changes to CDOT’s budget with the department's leadership for inclusion in the budget request.
• Develop Decision Items, Supplemental, and Budget Amendment requests, and defend the CDOT’s requests and negotiate solutions as necessary.
• Prepare budget schedules and other required reports that make up the legislative budget request.
• Ensure the information provided by other state agencies is accurate and accounted for in CDOT's budget.
• Monitor the Department’s budget request throughout the process and make any updates as needed.
• Disseminate information to all stakeholders and work to resolve potential issues.
• Develop presentation materials for CDOT’s annual Hearing with the legislature.
• Coordinate responses to Hearing questions and other requests from legislators.
• Work with State Budget staff to ensure the Long Bill is accurately booked into the State’s and CDOT’s financial systems.
• Ensure compliance with all statutory deadlines and requirements.
• Maintain an organized repository of resources to build expertise in assigned program areas, and identify opportunities for cross training with other OFMB staff.
• Coordinate with others to provide accurate and timely responses to requests for information.
• Provide miscellaneous support including participation in process improvement efforts, report development, systems testing, researching and analyzing historical budget and expenditure data, preparing materials for Transportation Commission meetings, and leading customer/stakeholder focused projects.
• Adhere to all applicable department policy directives, state and federal laws, other relevant authoritative guidance, and budgeting best practices.
• Meet all external and internal deadlines, as directed by supervisor, EMT, federal partners, or other stakeholders and customers.

Work Environment:
• Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

Minimum Qualifications
• A bachelor’s degree from an accredited college or university in accounting, audit, business administration, economics, finance, public administration, or another field of study closely related to the duties of this position.

The Executive Assistant provides financial and budget support as well as general administrative support for the Chief Information Office, Chief Transformation Officer and the IT Unit in accordance with State and DOL policies and procedures. Duties include the following:
• Collaborates with IT and Department leadership to estimate budget allocation; determines best method to track and present monthly reporting on budget for all units in IT and leadership on behalf of the CIO

The Colorado Department of Transportation (CDOT) is pleased to announce our Highway Maintenance Apprenticeship Program which offers two years of paid mentorship, classroom and hands-on training to prepare you for a meaningful career in public safety. Along the way, apprentices will earn their Commercial Driver’s License and the requirements to qualify for a Highway Maintenance Specialist at one of our many locations across Colorado. Candidates will be eligible for a pay increase upon successful completion of one year of the apprenticeship and CDL licensure. At the end of two years, candidates are encouraged to apply for our fully-operational Highway Maintenance Specialist positions with another increase in pay upon promotion and opening up additional opportunities for advancement in both our leadership and technical tracks as their career progresses.

The Registered Apprenticeship Program (RAP) is nationally recognized and registered with the United States Department of Labor. This two year program will provide in-depth training (both on the job and classroom) to prepare participants for the fully operational Highway Maintenance Specialist position. What You Will Do

No two days are exactly the same in CDOT highway maintenance. Your daily work activities change based on project needs and also vary based on weather, environment, and road conditions. You will be on-call on a rotating basis as well as subject to call to respond to weather and other emergencies. You will typically work closely with your mentor in a team environment, as each maintenance patrol location has at least one lead highway maintenance specialist and multiple highway maintenance specialists. Apprentices will learn these skills:
• Installing pavement markings/striping
• Installing and repairing guardrail, highway markers and signs, warning signs, and lighting
• Plowing snow
• Operating heavy equipment, such as tandem dump truck, loader, tractor mower, etc.
• Mowing grass and weeds
• Removing debris from roadways, including rock, mud, and deceased animals
• Removing debris from culverts, tunnels, etc.
• Shoveling gravel, sand, concrete, and asphalt
• Digging ditches
• Filling potholes and roadway cracks
• Setting out signs and cones for traffic control
• Removing and covering graffiti
• Stopping or slowing traffic in emergency situations
• Maintaining equipment and performing minor repairs
• Following safety guidance and wearing proper safety equipment

Work Unit:
The Division of Economic and Workforce Support is responsible for ongoing implementation of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Home Care Allowance, and Colorado Supplement), the Colorado Works Program, Colorado Refugee Services Program, Employment First and other workforce development services. Adult Financial Assistance programs provide a safety net for elderly and disabled indigent adults. Colorado Works is the State's Temporary Assistance for Needy Families (TANF) Program; it is designed to assist participants to terminate their dependence on government benefits by promoting job preparation, work and marriage and to develop strategies and policies that focus on ensuring that participants are in work activities as soon as possible. The Colorado Works program, in its design, also promotes investment into capacity building and prevention work to strengthen families, provides for positive youth development and healthy relationships. The Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps) provides federal resources to states for the implementation of employment and training programs that help SNAP recipients gain or improve in employment, in order to reduce dependency on SNAP, known as the SNAP E&T program. Colorado Refugee Services Program (CRSP) ensures the resettlement of refugees in Colorado and promotes their advancement toward self-sufficiency and long-term integration into U.S. culture. CRSP serves all ORR-eligible populations—refugees, asylees, Special Immigrant Visa holders, victims of severe trafficking, Cuban/Haitian parolees, unaccompanied refugee minors, and certain Ameriasians. CRSP contracts with community-based agencies to deliver holistic services, including employment, education, health, and case management programming.

The programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of these programs and is responsible for assuring that all counties comply with the terms of their county policies and all federal and State statutes and regulations. Division staff write state-level policies and rules; train county staff on policies, procedures, and effective case management skills; provide technical assistance to counties on automated systems issues; work with the General Assembly on legislative and fiscal initiatives affecting programs operation; report to the federal government federal programs; monitor county performance; and allocate funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on issues regarding welfare reform and disabled individuals receiving Supplemental Security Income (SSI). What You'll be Doing

This position exists to operationalize Colorado Works and Adult Financial program requirements into the design of automated system requirements; to identify automated system changes needed to correctly issue accurate and timely benefits; to identify, research, to enable a positive customer experience; and resolve automated system issues; and to serve as a liaison between the between the Office of Information and Technology (OIT), the Colorado Benefits Management System (CBMS) Vendor and the Division of Economic and Workforce Support regarding the continued refinement of the automated system.

This position is responsible for:
• Understanding the business rules for current functionality and planned changes in the Colorado Benefits Management System (CBMS), the MyCOBenefits App, and the Program Eligibility and Application Kit (PEAK) as they apply to the Colorado Works, SNAP Employment & Training, Workforce, and Adult Financial programs;
• Identifying system usability issues and proposing solutions to Division leadership;
• Developing and documenting the high-level business requirements for changes that are needed;
• Working collaboratively with Department staff, policy experts, county staff, the automated system vendor and OIT to complete the business requirements;
• Approving the business requirement documents; and
• Testing and validating the changes to ensure the requirements have been met.

This position will serve as the Budget Director for the Department of Personnel & Administration. Position will supervise (directly and indirectly) eight or more positions between the budget unit and the analytics unit. The position will provide coordination of statewide budgetary common policies in addition to providing the traditional departmental planning, budget and analysis functions. This position exists to direct the development of the multiple budget deliverables from the Department associated with DPA and statewide change requests. This position works closely with divisions, department budget officers, controllers and program staff, the OSPB and JBC to gather and analyze the data to support the development of statewide common policies and change requests.

A summary of the responsibilities for this position include but are not limited to:

Budget Unit Management:

Provide professional management direction to the budgeting function in both formulation and execution by analyzing and/or directing the analysis of the Department's overall budget and change requests. Provide analysis, recommendations, input and oversight into the ongoing monitoring of the Department's various program lines.

Common Policy Budget Oversight:

Oversee and direct the work of the Department's statewide common policy functions, which requires an exhaustive understanding of the Department's statewide programs as well as extensive research and verification of cost and revenue drivers specific to each. Provide strategic direction to budget staff and assistance to program staff in the formulation of all common policies, ensuring timely, accurate and defensible submissions.

Fiscal Note Management:

Directs the development and analysis of fiscal note responses from DPA staff to the Legislative Council staff of the General Assembly.

Planning & Regular Reporting:

Position will be responsible for identifying, problem-solving and implementing solutions of a financial, budgetary or programmatic nature.

Management & Coordination:

Position will be responsible for managing the staff of the budget unit, including all aspects of performance management, prioritization of projects, all necessary meetings to ensure proper communication amongst the group, and managing the interpersonal aspects of the group.

MINIMUM QUALIFICATIONS:
• Experience only:

At least nine years of experience in budget analysis, budget development and implementation, policy development and implementation which also must include at least one year of experience supervising staff.

OR
• Education and Experience:
At least a Bachelor's degree from an accredited institution in accounting, finance, economics, business, publication administration or closely related field AND at least five years of experience in budget analysis, budget development and implementation, policy development and implementation which also must include at least one year of experience supervising staff. Additional appropriate education will substitute for the required experience on a year-for-year basis. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience. There is no substitution for the one year of experience supervising staff.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
• Previous State Service related to the work assigned to the position.
• Effective oral and written communication skills.
• Ability to work well with people at all levels in the organization.
• Exceptional organizational skills and a self-starter who can work well under short deadlines.
• Demonstrated ability to move quickly between projects and problem solve at a strategic level.

About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.

The Division of Youth Services has supervisory positions in various areas throughout each facility. The overall scope and nature of the work consists of performing as the work leader providing oversight of the Youth Services Specialist I (YSSI) position. This oversight includes personnel issues, crisis management, and therapeutic direction to staff, as well as quality assurance functions within the specific program, administration designee and role modeling, and support to direct and indirect staff.

Overall Function of the Work Unit
The overall function of the work unit is to enforce established rules and procedures to control the movement in the unit and behavior of youth within the care of the facility. Supervision is documented based on the observation of behaviors and incidents that occur throughout the day. The daily programming, living, and leisure activities are organized and carried out by this position. Occasionally, the intervention of volatile situations is required. Duties also include behavior-based care and treatment.

Lead Worker Duties
• Ensure staff accountability for quality and quantity of work, and provide coaching, mentoring, and training
• Documentation of anecdotal performance notes as well as providing input for performance evaluations
• Ensure staff compliance with the facility and DYS policies, procedures, and operational practices
• Ensure all room checks, medication administration, recreation, room restrictions, and discipline programs are maintained as required by the facility standards and procedures
• Review all logs, shift reports, daily observations, rosters, court paperwork for quality documentation consistent with DYS standards and facility procedures
• Provide information and instruction in one-to-one crisis intervention counseling for the facility and to youth to avert crisis, including suicide management (documentation and review)
• Conduct and document safety, fire, and health inspections
• Assist with timekeeping coordination and KRONOS editing
• Facilitate team meetings in collaboration with leadership
• Ensure that youth grievance policy and procedure are followed. Review of grievances to include investigation, follow up and appropriate action
• Coach, model and train staff in the implementation of trauma responsive tools and approach to youth center culture.

Shift Supervision
• Manage the adherence to daily structured programming and leisure activities
• Monitor movement and behavior of youth
• Review and make changes in work schedule and duty assignments for staff to ensure adequate coverage for facility programs and facility safety and security
• Document observations and critical incidents that occur in living units using TRAILS
• Monitor use of mechanical restraints, per DYS policy
• Assist with or assign staff to complete internal and/or external youth transports
• Recommend if a living unit should be locked down per DYS Policy/Facility Implementing Procedure
• Oversee the cleanup of living units, daily hygiene routine, and laundry needs
• Ensure compliance for youth with special needs and on special management programs
• Ensure adherence to programming
• Conduct shift briefings
• Participate in facility debriefings of critical incidents when required
• Facilitates debrief meetings following physical management incidents and ensures medical staff notification

Direct Care
• Assess and document youth for suicidal, medical, escape risk, special needs, and room restrictions
• Perform restraints, room searches, and perimeter checks
• Escort or transport youth to appointments and activities
• Provide orientation to youth about the facility rules and routines
• Use appropriate physical force when necessary in compliance with Protective Supports and Interventions (PSI)
• Administer medications to youth
• Manage mental health and behavior needs
• Follow programming/daily schedule
• Provides on-site direction in ensuring appropriate school supervision, in conjunction with leadership

Additional Duties May Include:
• Participation on committees in the facility and throughout DYS.
• Functions as the training Coordinator for the facility. Train staff in DYS Policy and Facility Procedures. Set up the training schedule and enter staff training hours into TRAILS.
• Functions as the Volunteer Coordinator for the facility. Train volunteers in Policy and Procedure. Set up a volunteer schedule and act as a liaison between the volunteers and the facility.
• Functions as the Recreation Coordinator for the facility. Develop and implement the recreation schedule for the youth. Oversee the recreation inventory.

Work Experience

High school diploma or General Education Diploma, (GED).

Corrections-related experience is defined as the custody and control of a detained or adjudicated population and/or experience as a POST Certified Officer, or Military Law Enforcement.

Substitution:
College with course work in social or behavioral sciences, criminal justice, human services, physical education/recreational studies or closely related field will substitute for the required experience on a year-for-year basis.

• Willing and able to work shifts (24 hour/7 day a week facility)
• Must pass a Colorado Bureau of Investigations and a Federal Bureau of Investigations background check as a condition of employment. Included in the background check is a current and/or previous employer check.
