PURPOSE:

The Assistant Vice President and Interim Chief of Staff reports directly to the University President and assists the President in planning and executing a wide range of complex and sensitive executive and administrative duties related to policy development, academic, fiscal, and administrative programs including campus auxiliary matters. The Assistant VP and Interim Chief of Staff to the President works closely, as the primary liaison for the President, with other CSU campuses, CSUMB’s leadership, campus auxiliaries, as well as CSUMB Faculty, staff, and students.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Cabinet Support: Serves as a key member of the President’s cabinet. Collaborates with the President, other cabinet members, and other administrative executives in identifying strategic opportunities for the university and in developing and implementing key initiatives and priorities. Presidential Liaison: Serves as primary liaison for the President’s office. Serves as eyes and ears of the president with campus individuals and groups; identifies and alerts the President and Vice Presidents to potential problems or difficulties with policies and procedures. Pro- actively engages the campus community and advises the president on those issues that need to become topics of review and/or intervention. Interacts with general counsel regarding University legal matters and issues and provides input and recommendations to the President as necessary. Acts independently and makes judgment calls on behalf of the President as necessary. Presidential Support: At the direction of the President, partners with other cabinet members, Deans, Directors, other governing bodies, and members of the University community to advance key projects and initiatives covering a broad range of areas. Supports the President in leading an effective senior management team and strengthening the University and updates the President on the implementation of programs developed and initiated by the President and advised the President on unresolved issues that must be addressed. Works with the Executive Assistant to the President to manage the many and diverse requests and requirements of the President’s Office, including responding to students, faculty, staff, other administrators, and external visitors; overseeing mandatory reports to the Chancellor’s Office and external agencies, ensuring deadline are met; reviewing and editing documents and correspondence drafted by others for the President’s signature; hiring and supervising staff and administering the budget for the President’s Office. Office of the President Internal Administration: Advises the President on a variety of campus policy issues and actions and assists in developing policies in a broad range of areas. Develops high-level briefing papers to ensure the President is fully appraised of all issues and factors to make informed decisions and draft reports and correspondence on behalf of the President. Supervision: Supervises and provides direction and leadership to the UACE Director, Staff Council, Executive Assistant to the President and the Director of Governmental and External Relations. Coordinate and evaluate the work of clerical and/or administrative personnel assigned to the President’s office. Other: Perform other job-related duties and special projects as assigned including serving on the campus committee, providing office coverage when other staff is not available, and serving as the Administration building coordinator.
KNOWLEDGE, SKILLS, AND ABILITIES:
• Knowledge of academic and administrative programs and higher education organizational structures and current issues; Ability to interact effectively and work collegially and respectfully with diverse perspectives and personalities as an individual and as a team member.

PURPOSE:

Under the general supervision of the Care Manager and as a staff member of the Office of Student Life, the CSUMB Basic Needs Case Manager (BNCM) performs highly complex case management duties such as direct support, risk assessment, internal/external referrals, outreach, training, education and documentation within various software systems. The caseload is in response to students struggling to provide for their basic needs who may be experiencing varying degrees of economic need and/or distress, including food insecurity/hunger, housing insecurity/homelessness, and other unforeseen circumstances that may be impacting their ability to be successful as a student. The BNCM is responsible for the supervision of Masters of Social Work interns with Basic Needs and for supporting the Basic Needs Program Coordinator with managing, maintaining and expanding all of the services and programs of Basic Needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
• Support the Care Manager with the daily operations of the Basic Needs Hub, including staffing, scheduling, tracking of student usage and resources. Responsible for the intake, logging, delegating and/or responding to all referrals received via the Basic Needs Intake form on the Maxient platform and management of the Emergency Fund Process. Responsible for supporting and assisting all Basic Needs Hub Team members which includes students and professional staff.
• Conducts 1:1 case management meetings with students that may include CalFresh application assistance, discussions around housing insecurity and safety, and providing referrals to on and off campus partners and advocacy. Coordinate continuity of care for students who need assistance in addition to basic needs services which may include academics, mental health and the navigation of University processes.
• Primary task supervision of MSW interns which includes training, support and weekly job assignments. This includes the delegation of cases and work assignments, and supporting special projects that the intern is assigned.
• Support the overall activities of Basic Needs such as maintenance of the Hub, staffing events and programs and providing guidance for all student employees, service learners, interns and volunteers
• Develop and provide training to on and off campus groups around topics related to Basic Needs, CalFresh and other topics that impact students' overall wellness security
• Evaluate all programs and services and lead improvement efforts accordingly.
• Develop and maintain relationships with campus and community partners to support the work of the Basic Needs.

Other Functions:
• Attends Care Team meetings.
• Perform other job-related duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of the principles of individual and group behavior; procedures and activities of the program to which assigned; general knowledge of the methods and problems of organizational and program management. General knowledge of research and interview techniques; and of the principles of individual and group behavior.

MINIMUM QUALIFICATIONS:

The full-time (15 units per semester) monthly base salaries are prorated to the number of units worked and are paid in six monthly payments for each full semester. For a three-unit assignment, typical starting compensation ranges from $5,436 to $6,486 per semester.

SPECIAL CONDITIONS OF EMPLOYMENT:

The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

The incumbent is required to maintain confidentiality as outlined in the Department of Education’s Family Educational Rights and Privacy and California’s Educational Code Chapter 13 regarding sensitive student issues.

Lecturer appointments are temporary and do not confer tenure. Initial appointments may be for one semester or an academic year. Continuing appointments are contingent upon such factors as performance, enrollment, funding and programmatic need.
