Position Summary
The UC Irvine Office of Information Technology (OIT) is responsible for supporting the IT needs of faculty, students, and staff. Our mission is to provide information technology leadership, services, and innovative solutions to promote the research, education, and community service goals of the University. Three plus (3+) years of experience in information security, especially in an information risk analysis role, risk management and/or IT audit role. Three plus (3+) years of experience with regulatory compliance and information security management frameworks (e.g., IS0 27000, COBIT, NIST 800, etc.)
Bachelor's degree in related area and / or equivalent experience / training.
Knowledge of common cybersecurity frameworks and standards (e.g., NIST CSF, ISO 27001/27002). Ability to follow department processes and procedures. Interpersonal skills sufficient to work effectively with both technical and non-technical personnel at various levels in the organization. Ability to communicate complex and technical issues to diverse audiences, orally and in writing, in an easily understood, authoritative and actionable manner. Experience using IT security systems and tools. Knowledge of risk management techniques. Experience using Governance, Risk & Compliance (GRC), vendor risk, risk register, and other security risk management tools and platforms. Knowledge of other areas of IT, department processes and procedures. Demonstrated skills applying security controls to computer software and hardware. Ability to create and interpret technical diagrams (e.g., network diagrams, data flow diagrams). Ability to identify and assess the severity and potential impact of risks and to communicate findings effectively to risk owners. Demonstrated skill at administering complex security controls and configurations to computer hardware, software, and networks. Knowledge of computer hardware, software and network security issues and approaches. Demonstrated experience selecting and applying appropriate risk management technologies. Self-motivated with a sense of urgency, and has demonstrated commitment to high standards of ethics, regulatory compliance, and integrity. Demonstrated skill in conducting internal or external risk assessments and providing guidance on the implementation, monitoring, and reporting of control processes, documentation, and compliance measures and/or remediation items. Experience working with multiple information security compliance regulations, such as PCI DSS, HIPAA/HITECH, DOJ/CJIS, GLBA, FISMA, NIST 800-171, GDPR, CMIA, CA IPA.

Familiarity with UC information security policy (i.e., IS-3), program and procedures. Higher education experience.

Required
Three plus (3+) years of experience in information security, especially in an information risk analysis role, risk management and/or IT audit role. Three plus (3+) years of experience with regulatory compliance and information security management frameworks (e.g., IS0 27000, COBIT, NIST 800, etc.)
Bachelor's degree in related area and / or equivalent experience / training.
Knowledge of common cybersecurity frameworks and standards (e.g., NIST CSF, ISO 27001/27002). Ability to follow department processes and procedures. Interpersonal skills sufficient to work effectively with both technical and non-technical personnel at various levels in the organization. Ability to communicate complex and technical issues to diverse audiences, orally and in writing, in an easily understood, authoritative and actionable manner. Experience using IT security systems and tools. Knowledge of risk management techniques. Experience using Governance, Risk & Compliance (GRC), vendor risk, risk register, and other security risk management tools and platforms. Knowledge of other areas of IT, department processes and procedures. Demonstrated skills applying security controls to computer software and hardware. Ability to create and interpret technical diagrams (e.g., network diagrams, data flow diagrams). Ability to identify and assess the severity and potential impact of risks and to communicate findings effectively to risk owners. Demonstrated skill at administering complex security controls and configurations to computer hardware, software, and networks. Knowledge of computer hardware, software and network security issues and approaches. Demonstrated experience selecting and applying appropriate risk management technologies. Self-motivated with a sense of urgency, and has demonstrated commitment to high standards of ethics, regulatory compliance, and integrity. Demonstrated skill in conducting internal or external risk assessments and providing guidance on the implementation, monitoring, and reporting of control processes, documentation, and compliance measures and/or remediation items. Experience working with multiple information security compliance regulations, such as PCI DSS, HIPAA/HITECH, DOJ/CJIS, GLBA, FISMA, NIST 800-171, GDPR, CMIA, CA IPA.
Preferred
Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), Certified Risk and Information Systems Control (CRISC), PCI Internal Security Assessor (ISA)
Familiarity with UC information security policy (i.e., IS-3), program and procedures. Higher education experience.
Special Conditions Required
Must pass a background check. Eligible for remote work with occasional requirement to visit UCI Campus, or other university setting and various external venues.

Cyber Security Professionals monitor and review corporate and service provider networks for threats and unauthorized users. They analyze security risks and develop proactive plans of action to prevent future incidents. This may include developing, installing, and testing new systems to provide greater control and awareness of the corporate infrastructure security posture. Common tasks include development and review of security controls implemented by firewalls, intrusion detection systems, SEIMs, and EDR. Other tasks include recommendation for new procedures, company user security education, and enacting incident response.
Responsibilities
• Work with the Cyber Security Enterprise Infrastructure team to design and implement cutting edge technologies to ensure the safety of company systems.
• Maintain up to date technical knowledge of emerging security threats and how they may affect company operations.
• Communicate any discovered security weaknesses in deployment or design of company systems to management.
• Monitor network security posture through SEIM and other monitoring tools.
• Research and provide root cause analysis of security incidents.
• Assess and make security control recommendations for Next Generation Firewalls, identity management, and EDR.
• Work with auditors and third-party assessors on risk assessments, penetration tests and vulnerability assessments.
• Perform security assessments on new company projects.
• Test, refine, and enact incident response procedures.

As an IT Cybersecurity Specialist (INFOSEC), GS-2210-12, you will serve as Information System Security Officer (ISSO), ensuring the confidentiality, integrity, and availability of classified information systems, networks and data through the enhancement of Department of Defense (DoD) information systems security programs, policies, procedures and tools. GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Interprets National Guard Bureau (NGB), Air National Guard (ANG), Air Force (AF), Department of Defense (DoD), and other federal regulations for information security processes as they apply and are implemented within the Wing. Demonstrates expert knowledge of the information security field that is necessary to provide effective guidance, training, and direction to subordinate squadron level organizations/activities/units. Establishes and maintains liaisons with senior personnel at wing, NGB, ANG, and MAJCOM. Prepares information security review reports and provides recommendations and advice. Analyzes and evaluates the classification downgrading, declassification, and destruction programs. Advises installation project engineers, project managers, command mission leads, action officers, and effected operational officers of their responsibility to provide proper classified management guidance and specification requirements during performance of respective duties. Prepares ISPR reports and briefs commanders on requirements and recommendations. Researches, evaluates, prepares, and disseminates replies to policy questions relative to all assigned programs. Analyzes major problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving one or more security disciplines as directed or self-identified and provides cost effective, efficient, and productive solutions to ensure mission success. Analyzes complex information security problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving multiple security disciplines and other functional areas and provides cost effective, efficient, and productive solutions to ensure mission success. Analyzes weaknesses identified during ISPRs, and higher headquarters inspections of systemic security problems in order to modify and apply recommended solutions. Makes information protection risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues that may require deviations from or synthesis of policies. Uses initiative and resourcefulness in researching and implementing new and improved security methods and procedures. Complexity of duties is amplified as useful precedents often do not exist, technological advancements constantly change parameters for problem solutions, and unknown events significantly change circumstances. Collects, assembles, analyzes, and assesses background, data and other intelligence information. Develops processes, methods and recommendations to defeat intelligence gathering or risk exposure of information and ultimately prevent the compromise, loss, unauthorized access/disclosure, destruction, distortion or non-accessibility of information, regardless of physical form or characteristics, over the life cycle of the information, including actions to regulate access to sensitive information, controlled unclassified information and classified information produced by, entrusted to or under the control of the United States Government. Qualifications
GENERAL EXPEREINCE:
All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED EXPERIENCE:
To qualify for the GS-12 expert career level in the Security Administration Series GS-0080, the applicant must have least 36 months experience in the Security career field or intelligence career field to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Apply the following specialized competencies (Knowledge, Skills, and Abilities) factors, as applicable to the seven organizational disciplines of Series GS-0080 and each discipline's requirements.
Expert in administering server-based networked systems, distributed applications, network storage, messaging, and application monitoring required to provision, sustain, operate and integrate cyber networked systems and applications in garrison and at deployed locations. Core competencies include: expertise in server operating systems, expertise in database administration, expertise in web technologies, expertise in systems-related project management and supervising cyber systems. Have expanded experiences and expertise, along with the working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office. Experienced in directing, managing, and completing the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures. Experienced in managing research requirements and analyzing reports on physical, information, computer, and personnel security. Experienced in managing and conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions. Experienced in managing and complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations. 3. Delivers, Security Awareness and Education Programs to satisfy security education and training requirements for all assigned organizations. Revises or augments training to support unique requirements. Oversees the development of recurring education and training for Top Secret Control Officers (TSCO) and Original Classification Authorities (OCA). The education program involves a combination of security managers performing full time as well as part time security manger duties. Formulates and manages supplemental security education and training courses, meetings, and aids to assure maximum effectiveness of the programs. Presents security material and distributes pertinent security information at semiannual Security Managers and Contractor Facility Security Managers meetings. Provides technical advice, training, and assistance to commanders, directorates, and security managers regarding all aspects of Information Security and the convergent effect on industrial security and personnel security. Provides advice, assistance, and training on Information Security matters to all wing security specialists supporting other programs and organizations.
4. Exercises supervisory personnel management responsibilities. Directs the overarching focus and direction of the organization. Provides broad directions for work by articulating goals or financial constraints of higher level management or headquarters. Selects candidates for subordinate positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Ensures reasonable equity of performance standards. Explains performance expectations to subordinates and provides regular feedback on strengths and weaknesses. Appraises performance of employees rated. Approves expenses for overtime, training and employee travel. Recommends awards, and changes in position classification. Hears and resolves employee complaints. Initiates action to correct performance or conduct problems of employees and initiates serious disciplinary actions (e.g. suspensions, removals) involving subordinates. Ensures documentation prepared to support actions is proper and complete. Advises on developmental needs of employees. Encourages self-development. Approves leave. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions and ensures all personnel are treated in a manner free of discrimination. Qualifications
GENERAL EXPEREINCE:
All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED EXPERIENCE:
To qualify for the GS-12 expert career level in the Security Administration Series GS-0080, the applicant must have least 36 months experience in the Security career field or intelligence career field to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Apply the following specialized competencies (Knowledge, Skills, and Abilities) factors, as applicable to the seven organizational disciplines of Series GS-0080 and each discipline's requirements.
Expert in administering server-based networked systems, distributed applications, network storage, messaging, and application monitoring required to provision, sustain, operate and integrate cyber networked systems and applications in garrison and at deployed locations. Core competencies include: expertise in server operating systems, expertise in database administration, expertise in web technologies, expertise in systems-related project management and supervising cyber systems. Have expanded experiences and expertise, along with the working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office. Experienced in directing, managing, and completing the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures. Experienced in managing research requirements and analyzing reports on physical, information, computer, and personnel security. Experienced in managing and conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions. Experienced in directing and implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. Competent and knowledgeable as a technical specialist expert on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance. Competent and knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction. Competent to manage, direct, and implement policies and procedures for accomplishment of sensitive compartmented information protection and security. Experienced in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions. Experienced in managing and complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations. Experiences included managing and implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel. Experienced in conducting, directing, managing, and assessing Special Security Office self-inspections and skilled in presenting detailed and comprehensive reports with consistent follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency.
KNOWLEDGE REQUIRED:
- Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
- Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.

3. Delivers, Security Awareness and Education Programs to satisfy security education and training requirements for all assigned organizations. Revises or augments training to support unique requirements. Oversees the development of recurring education and training for Top Secret Control Officers (TSCO) and Original Classification Authorities (OCA). The education program involves a combination of security managers performing full time as well as part time security manger duties. Formulates and manages supplemental security education and training courses, meetings, and aids to assure maximum effectiveness of the programs. Presents security material and distributes pertinent security information at semiannual Security Managers and Contractor Facility Security Managers meetings. Provides technical advice, training, and assistance to commanders, directorates, and security managers regarding all aspects of Information Security and the convergent effect on industrial security and personnel security. Provides advice, assistance, and training on Information Security matters to all wing security specialists supporting other programs and organizations.
4. Exercises supervisory personnel management responsibilities. Directs the overarching focus and direction of the organization. Provides broad directions for work by articulating goals or financial constraints of higher level management or headquarters. Selects candidates for subordinate positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Ensures reasonable equity of performance standards. Explains performance expectations to subordinates and provides regular feedback on strengths and weaknesses. Appraises performance of employees rated. Approves expenses for overtime, training and employee travel. Recommends awards, and changes in position classification. Hears and resolves employee complaints. Initiates action to correct performance or conduct problems of employees and initiates serious disciplinary actions (e.g. suspensions, removals) involving subordinates. Ensures documentation prepared to support actions is proper and complete. Advises on developmental needs of employees. Encourages self-development. Approves leave. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions and ensures all personnel are treated in a manner free of discrimination. Supervisory duties are performed for less than 25% of the average work time.
