INTRODUCTION

This position is located in the Executive Office of the Mayor, Office of Communications. The Office of Communications has the official responsibility for disseminating information to the public on District government programs and services. Freedom of Information Act (FOIA), which involves analyzing requests to determine applicability of the Act; applying appropriate provisions of the Act and applicable statutes, laws and directives to determine whether exemptions permit denial of access; preparing replies to requester, citing the basis for any denial; advising requester of appellate rights and procedures; and completing actions within statutory time limits set for the FOIA. Keeps abreast of current D.C. Government policies and directives regarding FOIA.

KNOWLEDGE REQUIRED BY THE POSITION

SUPERVISORY CONTROLS

GUIDELINES

Guidelines primarily consist of organizational policies, directives and procedures, D.C. government laws, rules, and regulations, public information and involvement manuals, and other guides that are generally of limited use in developing communication plans for new or significantly different problems, or issues encountered. Position Overview:

Mayor Bowser established the Mayor’s Office of Talent and Appointments (MOTA) to conduct aggressive outreach and engagement to identify energetic community and business professionals to fill critical appointed roles in District government. This includes members 240 appointed staff positions in the Mayor’s cabinet, including executive and independent agency directors, senior leadership / policy positions and over 1,700 appointees to District of Columbia boards and commissions. The Human Resources Advisor reports to the Director of MOTA, and will serve as the senior HR consultant for the offices and agencies in the Executive Office of the Mayor, and will work with its directors in planning, directing, and implementing the effective delivery of Human Resources activities.

The agency Human Resources Advisor provides: (1) human resource management (HRM) services that strengthen individual and organizational performance, which enables the District government to attract, develop and retain a well-qualified, diverse workforce; and (2) leadership, strategic planning, direction, and consultation to the agency on human resource issues.The Human Resources Specialist serves as liaison between the agency and the D.
