Position Summary: The DCCC is seeking an Independent Expenditure Director to lead the independent expenditure program supporting Democratic House campaigns with television, digital, radio and other voter contact efforts. This individual will oversee a large and complex budget, drive all programmatic spending decisions, and hire and manage staff and consultants. In addition to having deep and extensive campaign experience, the ideal candidate will have experience running a large-scale program, and bring an individualized approach to understanding the House battlefield in order to make smart and creative investment decisions to win a Democratic House majority.
Responsibilities Include:
• Manage all spending and strategic decision-making of the Independent Expenditure program including television, radio, digital and other voter contact efforts in targeted congressional districts across the country;

Requirements

Position Summary: The DCCC is seeking an Independent Expenditure Director to lead the independent expenditure program supporting Democratic House campaigns with television, digital, radio and other voter contact efforts. This individual will oversee a large and complex budget, drive all programmatic spending decisions, and hire and manage staff and consultants. In addition to having deep and extensive campaign experience, the ideal candidate will have experience running a large-scale program, and bring an individualized approach to understanding the House battlefield in order to make smart and creative investment decisions to win a Democratic House majority.
Responsibilities Include:
• Manage all spending and strategic decision-making of the Independent Expenditure program including television, radio, digital and other voter contact efforts in targeted congressional districts across the country;
• Develop a plan for conducting independent research to inform messaging and strategy including polling, focus groups and ad testing;

Requirements

• Ensure the environment is safe and undertake building inspections to ensure that any safety hazards are identified and rectified
• Ensure building meets all city and state building codes and maintains insurance, tax, permit, and license compliance
• Manage building projects with vendors and engineers or other service providers as necessary
• Negotiates Operations and Maintenance subcontracts and manage relationships with vendors
• Liaise with service contractors as necessary to ensure that services are provided as required and in line with service agreements

• Bachelor's degree preferred or equivalent with minimum of five (5) years related work experience
• Security experience within a political organization or private corporation (Preferred)
• ASIS/GSX Certified (Preferred)
• Working knowledge of Facility Access Control Systems (ACS)
• Working knowledge of Facility Closed Circuit Television (CCTV) Systems
• Working knowledge of Facility Security Inspection measures
• Experience with managing a Facility Garage, Loading Dock, and Shipping/Receiving
• Experience in managing contract security officers
• Security experience from within the National Capital Region (NCR)
• ASIS PSP or CPP certification (Preferred)
• ATAP Certified Threat Manager (CTM) – Preferred)
• Knowledge of OSHA and building codes
• Well-versed in technical/engineering operations and facilities management best practices (Preferred)
• Building operations experience (Preferred)
• Knowledge of accounting and finance principles, including building a budget
• Able to prioritize, multi task, follow-through, and remain organized with attention to detail
• Good written and verbal communication skills
• Experience with Google Suite (Preferred)
• Confident, professional and well presented

The Security and Facilities Manager must have the ability to navigate changing situations in a timely manner and project manage solutions while adhering to tight deadlines and reporting requirements. We are looking for a process and solutions oriented individual. This is an exempt position.
Responsibilities/Duties:
• Oversee all aspects of physical security at DNHQ
• Review, analyze and develop procedures, and security measures designed to safeguard personnel, visitors, elected officials, property, and operations
• Ensure all security measures are adequately working and maintained
• Create and maintain documentation around security protocols for all staff at DNHQ
• Communicate with building security guards, security teams, United States Secret Service, United States Capitol Police, other law enforcement and report all activity to the Operations teams of the DCCC, DSCC, and DNC
• Strategically review policies in place and offer proposals to enhance security protocols as necessary
• Provide quality building support services to the DNHQ in order to maintain the integrity, safety, and cleanliness of the environment within the offices
• Oversee general building/grounds housekeeping, upgrades, repair, and maintenance issues
• Coordinate and monitor contracted maintenance, security, and service vendors to ensure services provided meetrequired standards
• Responsible for purchasing goods and services as required in conjunction with the role while adhering to department purchasing guidelines and procedures
• Ensure security and emergency preparedness procedures are implemented properly and scheduled reassessments occur
• Conduct and document regular facilities inspections
• Create reports on maintenance, repairs, safety, and other occurrences

• Manage all security technologies and apply appropriate mitigation strategies in support of threat, vulnerability, and risk assessments
