About this position
The Innovation in Citizen Services Division (ICS) is looking for a Digital Citizen Security and Justice Sector Specialist/Senior Specialist to help us improve people's lives.
The division's mission is to strengthen the institutional capacity of our member states to deliver better services to citizens using digital solutions and innovation, to support modernization of public management, and to promote citizen safety and security.
Because of its wide range of activities, ICS is organized in four clusters: The Public-Sector Management Cluster (PSM) supports the strengthening of core government functions to enhance their capacity to implement policies. The Transparency and Accountability (TAA) Cluster supports efforts to access to information and share it to fight illegal practices. The Data-Driven Digital Government Cluster (DDG) supports improving the quality of services through digital transformation.
You will be part of the Citizen Security and Justice Cluster (CSJ) that supports governments in their efforts to reduce crime, promote public safety, and ensure access to a fair justice system. Our focus is to: (i) strengthen social prevention strategies and programs to reduce the risk factors associated with crime and violence; (ii) strengthen police organizations to better prevent, address and tackle crime; (iii) improve efficiency in the administration of justice services; (iv) support leadership, coordination and management of institutions responsible for citizen security at the national and local level.
Digital technologies are key tools in ICS' operational agenda and their importance has increased in the context of the COVID-19 pandemic. The CSJ Cluster is strengthening its digital capabilities to support the countries' efforts to adopt new technologies to improve the security of their citizens and the functioning of their judicial systems.
The CSJ Cluster consists of a team of specialists with extensive operational and technical experience in areas related to the prevention of crime and violence, as well as the strengthening of security and justice institution in Latin America. They oversee the identification, preparation, and execution of operational and knowledge products. You will work under the general supervision of ICS' Division Chief and the direct supervision of the CSJ's Cluster Coordinator.
What you'll do:
Identify operational opportunities to support regional member countries in their efforts to improve citizen security sector governance and deliver more effective citizen security services, with particular emphasis on: (i) integrating new technologies to improve efficiency within criminal justice institutions (e.g. police, justice, courts and prisons); (ii) using big data and predictive analytics models for evidence-based decision making; and (iii) managing and addressing cyber-crimes challenges.
Understand and respond to the countries' developmental challenges and identify entry points for interventions.
Participate in the preparation and supervision of projects, loan operations, technical assistance grants, and analytical and advisory services in support to borrowing countries' initiatives.
Develop and disseminate cutting-edge knowledge initiatives with emphasis on the application of digital innovations to citizen security and justice.
Participate in policy dialogue and provide technical advice to countries in the Region.
Represent the IDB in policy and technical meetings and networks.
Provide strategic vision and technical guidance on how to use research-based approaches and digital innovations in criminal justice to support the development of our agenda.
Develop and support internal and external partnerships with other operational units of the IDB and develop networks with external partners.
Work with and through colleagues and in teams, supporting field-based specialists, advising country and sector teams contributing to the presence of digital government in the IDB country strategies.
What you'll need
• Education: Master's degree (or equivalent advanced degree) in Criminology, Public Policy, Public Administration, Political Science, Development Economics, Information and Communication Technologies or other fields relevant to the responsibilities of the role.
• Experience: At least 5 years of relevant professional experience in the design and implementation of Modernization of the State projects with an emphasis on criminal justice and security sector reform, and digital transformation strategies within criminal justice sector.
• A proven track record of working with government actors and international development organizations.
• Robust understanding of crime and violence as a development challenge for Latin America and the Caribbean countries, knowledge of theories, concepts, policies, and practices relevant to crime prevention, criminal justice, and the administration of justice.
• Experience in the origination, design, evaluation, management and implementation of projects related to crime and violence prevention with special focus on the use of new technologies in the security and justice sector.
• Knowledge and interest in research, analytical work and evaluation in the field.
• Understanding of the operational frameworks of public sector and/or multilateral institutions (including their special governance, mandates, and safeguards).
• Knowledge of multilateral development institution's lending instruments, programming procedures, and operating systems, including portfolio management, is desirable.Proven track record of engaging in policy dialogue with high level public officials.Experience in working in multi-disciplinary and cross-sector teams to develop complex projects within a matrix structure environment.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
