Qualifications

Basic ability to manage a security program, assess customer requirements, identify dependencies, and manage risk.

Effective written and verbal communication skills with the ability to communicate with a diverse customer base and establish partnerships.

5-7 Years of related security experience.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

The Transnational Issues and WMD-CT Group is seeking an experienced and highly motivated officer with a deep understanding of the counterterrorism and counter-WMD/CBRN infrastructure and current threat environment to serve as Issue Manager for Chemical Terrorism. The ideal candidate will have a strong professional network across the interagency and be eager to lead solutions and initiatives that result in enduring, community-wide impact.

Additionally, the incumbent will be expected to:

Lead, unify, and advance U.S. Government efforts to counter terrorist acquisition of chemical weapons through the integration of intelligence, technology, partner engagement, and strategic operational planning.

Develop, propose, and implement actionable initiatives that enhance operational capabilities and resolve WMD-CT impediments across the intelligence, homeland defense, and national security communities.

Effectively partner and collaborate with stakeholders across the counterterrorism, counterproliferation, and chemical defense communities who are focused on the acquisition and use of chemical weapons by non-state actors.

Develop and continually expand engagements and strategic planning with analytic, collection, S&T, and mission management colleagues across the ODNI and Intelligence Community.

Lead efforts to institutionalize information sharing and agency interoperability.

Develop integrated IC strategies for WMD-CT mission areas. Conduct analysis and provide recommendations on tradeoffs.

Champion the development of innovative solutions that leverage new technologies and intelligence capabilities in response to priority WMD-CT needs.

Establish and foster liaison relationships with academia, the biotechnology community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of CW issues.

Plan, develop, and evaluate the related strategic planning documents in support of United States national security and foreign policy interests and programs.

Qualifications

Knowledge of global chemical weapons, proliferation, and terrorism issues, and knowledge of the IC's CW, CT and counter-WMD/CBRN communities; extensive knowledge of the respective authorities, capabilities, and responsibilities of departments and agencies.

Strong ability to develop innovative and flexible solutions for complex cross-organizational issues pertaining to CW and WMD-CT, taking initiative and making key contributions to group efforts.

Demonstrated ability to develop effective professional and interpersonal relationships with peers and colleagues in the Office of the Director of National Intelligence (ODNI), the IC, and U.S. Government and to earn their confidence and trust.

Demonstrated ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents.

Desired Requirements:

Technical expertise on chemical weapons issues, including experience communicating technical assessments to both technical and non-technical audiences.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
