Position Introduction

The U.S. Department of Transportation (USDOT) Lead IT Specialist is responsible for managing DOT’s infrastructure essential to day-to-day operations within the Common Operating Environment (COE) and serves as an expert advisor to senior DOT for all facets of IT services including:

Position Responsibilities

The incumbent leads the Hosting Services Team and manages the department-wide IT Enterprise Infrastructure Architecture which includes identifying and achieving program goals and objectives; communicating assignments, milestones, and deadlines; solving work problems.
• Develops standard operating procedures for both government and contract IT Staff in the development, installation, configuration, securing/hardening, testing, maintenance, patching, upgrading, and troubleshooting activities associated with the Infrastructure and Operations (I&O) Common Operating Environment.
• Develops and manages the enterprise network architecture, virtual servers, virtual desktop infrastructure, systems management, application management, telecommunications management, website management, disaster recovery, and continuity of operations with an understanding of future trends; and an ability to drive innovation and an understanding of IT trends that can create value to the enterprise.
• Identifies and incorporates current technologies and capabilities to consolidate, modernize, and improve of the infrastructure supporting the Common Operating Environment.
• Oversee the facilitation of an effective systems environment in which software applications can be shared across hosting platforms in disparate locations.
• Provide technical expertise with security in terms of establishing levels of security (at the host level, application level and data level).
• Align agency internal business practices with government wide regulations and policies.
• Develops, manages, and forecasts capacity requirements based on business needs and IT infrastructure growth capacity.
• Facilitates the development of policies to ensure that existing capacity is being used as efficiently as possible
• Define project requirements, deliverables, budget, resources, and performance measures.
• Work with other modes, stakeholders, and sponsors to define the business requirements of projects and to develop and analyze alternatives of achieving those requirements.
• Directs the development of System Security Plans to determine whether or not the Operating Environment meets federal security requirements for government IT networks.
• Directs the identification of patch requirements and vulnerabilities in the network and defining and implementing plans and procedures to remediate the vulnerabilities in a timely manner according to Federal government security requirements.
• Directs the Development of systems security contingency plans and disaster recovery procedures.
• Oversee the application of systems security evaluations, audits, and reviews. Performs other duties as assigned.

Position Requirements
• Expert knowledge of the architecture and software, hardware, and networks, including LANS, WANS, telecommunications systems, associated protocols, and standards, and how they operate and integrate with one another and with associated controlling software.
• Mastery of, and skill in IT systems life cycle development methods required to develop, design, document, install, test, troubleshoot, implement and support new or modified enterprise-wide IT program operations; and research unique technical requirements for the development, customization, and/or selection of new products, services, and applications through the implementation process.
• Expert knowledge of systems architecture, integration techniques, and testing methods sufficient to ensure the confidentiality, integrity, and availability of IT and information management systems, services, and applications to a large, diverse customer base.
• Mastery in identifying and defining large scale information management problems, identifying relationships, and gathering data in order to draw conclusions and make recommendations to improve overall IT/information management operations.
• Knowledge of performance tools sufficient to optimize systems performance, troubleshoot problems, and perform a wide range of systems administration functions.
