Position Summary

Utilizing business and industry expertise, accepts responsibility for all activities in the Treasury department including: Cash forecasting, monitoring cash and liquidity position, working capital optimization, managing cash and investment committee guidelines within operations, oversight of compliance reporting, debt management and structuring of financing arrangements as well as the overall control structure of treasury division. Directs preparation of all internal cash reporting, external compliance reporting and rating agency surveys. Interfaces with external and third-party auditors and banking partners as needed. Performs analysis of proposed cash, debt or investment related matters detailing the impact to the organization. Utilizes technical and functional knowledge to enhance strategic as well as financial needs of the health system, providing education and/or making ongoing recommendations to Senior Leadership with regards to all cash, investment and debt activities. Plans and organizes activities for personnel for month end close. Supervises and trains staff to improve system performance.

Responsibilities

Responsible for forecasting operating cash and short-term investments in conjunction with General Accounting, Planning & Budget, and other related departments (including the School of Medicine). Additionally, the role is responsible for the continuous monitoring of the cash and liquidity position, which includes completing attribution and variance analysis.

Ensure adequate operating liquidity, which includes daily review of cash management and investment activity; review and monitoring of A/P checks, ACH payments, and wire transfers; leads PeopleSoft Cash Management initiatives and subsequent evaluation and integration of treasury software with other internal systems and spreadsheets.

Responsible for overseeing the analytical framework used to support the decisions to use each of our financing tools to optimize the use of working capital.

Creates and designs cash flow and working capital reporting - including visualizations for presentation to operating / functional leaders, executive leadership and other committees.

Establishes and maintains controls to ensure corporate cash management and short-term investment guidelines are followed.

Provides management and oversight of quarterly reports, including, but not limited to Fair Market Valuation of Investments, Credit Facility Economics, rating agencies, and Letter of Credit Reporting.

Assists SVP Financial Services and other Finance leaders as needed for special projects, analysis, and other departmental needs.

Work with AR, AP, SC, and other Managers to create recurring dashboards and reports related to Key Performance Indicators (KPIs) that affect working capital.

Maintains operational relationships with financial institutions to facilitate system wide operational needs such as lockbox management and administration of merchant accounts for patient and non-patient payment activity.

Leads evaluation of proposed financing options related to any long-term borrowings or credit agreements related to asset purchases or otherwise, effectively communicating recommendations for approval to CFO/SVP Finance, and ensures ongoing compliance monitoring and reporting related to all financing activities.

In conjunction with the Manager Treasury Services and Treasury Services Analyst, approves treasury journal entries and ensure appropriate reconciliations are maintained on all banking and debt related balance sheet accounts.

Other special projects to support ECU Health's reimbursement opportunities.

Minimum Requirements

Bachelor's Degree in Finance, Accounting, or other related field required, MBA preferred.

10 years of treasury operations, finance, or related experience required.

Management experience required.

Certified Treasury Professional preferred.

• Bachelor's degree or higher in Clinical Laboratory Science or Medical Technology, or a biological, chemical, or physical science from an accredited institution

Basic Life Support is required.

Responsibilities

Auditing

Performs coding audits on professional fee encounters to determine accuracy of ICD10CM, CPT, HCPCS codes and modifiers
selected for claim submission. Frequency of audits and volume of encounters audited will be established in accordance
with organizational policy.

Documents details of audit findings in auditing software. Prepares and distributes reports of audit findings. Provides information to leadership on the status of coding audits and all related activity. Takes initiative to analyze, investigate and research regulatory topicsfor guidance to efficiently and effectively develop
educational plans.Guidance includes but is not limited to CMS, NC Medicaid, AMA CPT, organization policy or other governing bodies as it relates to provider documentation and medical coding. Assists with updating and developing Medical Group coding policies and procedures and other duties as assigned.

General Coding Education

Develops focusededucational materials, including but not limited to presentations, training classes, tip sheets, etc. based
on needs as outlined and/or requested by leadership. Provides individualizedtraining based on audit results. Provides ongoing support and education to individuals falling below organizational assigned performance levels. Ensures all staff and employed providers engaged in coding and billing activities are appropriately and timely updated on
changes in medical coding and reimbursement laws, regulations and guidelines. Prepares and conducts education upon request for providers, coding staff and external departments related to recognized documentation policy,medical coding guidelines, and billing requirements. Serves as an expert resource for questions on compliant coding practices and researching regulatory topics for guidance.

New Hire Orientation and Education

Participates in education of new providers and/or coding staff. Participates in education of students as a part of student internship experiences.

Revenue Integrity

Works closely with leadership to identify trends and areas of vulnerability. Identify areas of revenue integrity opportunities via routine audits as well as via special-request audits.

Minimum Requirements

At least 5 years of multidisciplinary physician based coding or auditing experience required.

Bachelor's Degree in Health Information Management or Associates Degree in Health Information Technology or Medical Office Administration required, or higher.

RHIA, RHIT, CCS, CPC, or CCS-Pcertification required.

CCS, CCS-P or CPC and a minimum of 8 years of physician based coding or documentation audit experience may be substituted for the education requirement.
