POSITION DUTIES
Learns to perform accurate data entry following the processes and procedures of the Statewide Voter Registration System;
Learns to prioritize work to assure timely completion of data processing tasks in accordance with office policies and procedures;
Learns to identify and report discrepancies and issues;
Learns to register voters and how to respond to voter registration inquiries;
May learn to assist in recruitment of election judges to staff polling places;
May learn to assist in organizing and implementing training sessions following established policies and procedures;
May learn to assist with voting equipment maintenance, inventory and preparation;
May learn to assist with identifying polling place facilities to comply with election laws, regulations, policies and procedures;
May learn to assist in maintaining inventory and office supplies;
May learn to assist in accepting and processing candidate and committee filings;
May provide the full range of specialized clerical work in a local election office;
Performs other related duties.
Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six months of general office experience including data entry, record filing and maintenance, multiline phone use, general computer skills and email software. General clerical, data processing, technical or administrative experience is defined as work performing a variety of duties which are clear-cut and typically found in office settings, such as filing, copying, inputting data, general computer skills, and directing telephone calls.
Note: Candidates may substitute thirty credit hours from an accredited college or university for the required experience.

STATE OF MARYLAND BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

• Reports suspected election fraud, irregularities, violations of election laws, and all suspicious circumstances to the District Attorney.
• Works with relevant federal and state agencies to ensure effective election security and cybersecurity procedures are followed.
• Receives and determines sufficiency of all nomination petitions, papers, and certificates. Issues certificates of election to successful candidates.
• Receives voting returns of all primaries and elections from the district election officers to canvass, compute, and certify the results to authorities as required by law.
• Manages retention of office records, ensuring all records are properly maintained in accordance with the Records Retention Act schedule and other relevant laws.
• Prepares and submits annual department budget which includes cost estimates of primaries, elections, and expenses to the Board of Election and County administration.
• Prepares and monitors election integrity grant application to the Department of State and manages necessary information and submissions for any other grants that arise.
• Responds to inquiries from County administration, elected officials, Department of State, and the general public.
• Assists County Communications Department in responding to media inquiries regarding elections as well as in writing all elections communications.

QUALIFICATIONS REQUIRED:

(i.e. printed barcodes read on sorting machine, ballots scan on voting equipment, envelopes open on extracting equipment, etc.).
• Makes recommendations on all petitions by electors for division, change, or consolidation of election districts.
• Trains district election officials, instructs on Election Day duties, and resolves issues on Election Day.
• Directs pre-canvass and canvass of absentee and mail-in ballots ensuring that all statutory requirements are met and fulfilled in accordance with all relevant legislation.
• Prepares and publishes all notices required in connection with conducting primaries and general elections.
• Reports suspected election fraud, irregularities, violations of election laws, and all suspicious circumstances to the District Attorney.
• Works with relevant federal and state agencies to ensure effective election security and cybersecurity procedures are followed.
• Receives and determines sufficiency of all nomination petitions, papers, and certificates. Issues certificates of election to successful candidates.
• Receives voting returns of all primaries and elections from the district election officers to canvass, compute, and certify the results to authorities as required by law.
• Manages retention of office records, ensuring all records are properly maintained in accordance with the Records Retention Act schedule and other relevant laws.
• Prepares and submits annual department budget which includes cost estimates of primaries, elections, and expenses to the Board of Election and County administration.
• Prepares and monitors election integrity grant application to the Department of State and manages necessary information and submissions for any other grants that arise.
• Responds to inquiries from County administration, elected officials, Department of State, and the general public.
• Assists County Communications Department in responding to media inquiries regarding elections as well as in writing all elections communications.
• Interacts with the County Law Department on matters of election law and the open records officer on right to know requests.
• Performs other related duties as assigned and as arises.
QUALIFICATIONS REQUIRED:

• Bachelor’s Degree from an accredited college or university in related field and at least five years of experience in election administration or equivalent combination of experience and education.
• Management experience including supervision of employees, overseeing and coordinating fiscal operations, development of policies and procedures, and applying rules and regulations.
• Strong verbal and written communication skills, as well as strong public speaking skills.
• Strong interpersonal skills and the ability to work well with board members, staff, community representatives, and public officials at all levels.
• Proficient in hardware and software computer technology including but not limited to Microsoft and Adobe products.
• Experience in the use and operation of the Pennsylvania Statewide Uniform Registry of Electors (SURE) system.
• Ability to read and understand case law, statutes, amendments and other legal documents and publications.
