EPA Office/Lab and Location: Two postgraduate research opportunities are currently available at the U.S. Environmental Protection Agency (EPA) in the Office of Water (OW), Office of Wetlands, Oceans, and Watersheds (OWOW). The appointments will be served in the Watershed Restoration and Protection Division (WRAPD) in the Nonpoint Source Management Branch (NSMB) located in Washington, D.C.

Research Project: EPA's Nonpoint Source (NPS) Management Branch has a robust and exciting portfolio. The specific project will vary based on candidate experience and may include: research and analysis to support the Clean Water Act Section 319 NPS Program, including national-scale research on state NPS management strategies, watershed-scale conservation practices, and evaluating water quality results in proposed NPS success stories, support for EPA's work with partners to manage nutrient pollution in the Mississippi River Basin, including research and outreach related to the Hypoxia Task Force efforts, programmatic and technical research to support EPA's Healthy Watersheds Protection Program, and research and data analyses to support partnership work between EPA's Nonpoint Source and State Revolving Funds programs.

Learning Objectives: This project will provide excellent exposure to a broad range of scientific, technical, and policy issues pertaining to the Clean Water Act Section 319 and related EPA water programs working to protect and restore the nation’s waters. EPA Office/Lab and Location: A research opportunity is available at the Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Computational Toxicology and Exposure (CCTE), Chemical Characterization & Exposure Division (CCED) located in Research Triangle Park, North Carolina.

Research Project: The EPA Center for Computational Toxicology and Exposure (CCTE) is responsible for developing new computational tools and providing predictions for improving public health and environmental risk assessments. One of the major goals of computational approaches is to address the large number of chemicals needing assessments but lacking sufficient information. For this purpose, new approach methodologies (NAMs) are being developed. The research participant will be trained in NAMs that allow rapid estimation of potential risks from chemicals, even when traditional toxicity or exposure data are lacking. Using these NAMs, large numbers of chemicals can be rapidly screened and prioritized for more detailed risk assessment. Specifically, a generic, high throughput open-sourced toxicokinetic (TK) model (“httk”) is being developed to combine chemical-specific in vitro measures of TK with reproducible, transparent, and open-source models that place data generated by NAMs in a public health risk context and enhance interpretation of biomonitoring data.

NAMs previously have been developed and applied to advance the research of individual chemical toxicity but not of chemical mixtures. Environmental exposures usually occur as combinations of multiple chemicals. Further, even a single chemical often produces multiple metabolites. Modeling of co-exposures will address the concentrations of both parent chemicals and their metabolites – an addition essential for determining the overall toxicity resulting from multiple co-exposures – using NAMs developed in the ToxCast Program to reflect metabolic activation and deactivation. The overall impact on metabolism by co-exposure of multiple chemicals can determine either inhibition or enhancement of overall toxicity, depending on whether the parent or the metabolite is the toxic species.

The research participant may be involved in the following activities:
• Parameterizing and running existing or newly developed computational models for high-throughput toxicokinetics, particularly for chemical mixtures.
• Developing approaches to address data gaps, inconsistencies, and uncertainties
• Presenting results in the form of internal presentations, conference presentations, reports, and/or peer-reviewed publications

Learning Objectives: The research participant will be trained in state-of-the-art NAMs, including high-throughput toxicokinetic modeling, in vitro-in vivo extrapolation, and risk assessment. (The participant is not expected to already be familiar with these NAMs; this is a training opportunity.) The tools to be used include existing databases of chemicals of environmental interest; data from animal-based (in vivo) toxicity studies; data from in vitro high-throughput screening assays; data from environmental toxicity studies; toxicokinetics data; and computational models of toxicokinetics, exposure, and hazard. The research participant will be trained in the use of these databases and models, and in combining them to estimate potential risk.

OECA pursues pollution problems that impact American communities through vigorous civil and criminal enforcement. These enforcement activities target the most serious water, air, and chemical hazards.

This appointment will be at the Waste and Chemical Enforcement Division (WCED) is located in the Office of Civil Enforcement (OCE). WCED implements compliance monitoring and enforcement programs for the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the Toxic Substance Control Act (TSCA), as well as other statutes. The specific area of research for this opportunity is under the Federal Insecticide Fungicide and Rodenticide Act (FIFRA) and the Toxic Substance Control Act (TSCA).

Research Project: The selected participant will help to identify and capture information pertaining to illegal products offered for sale on eCommerce platforms. This may involve using commercial off-the-shelf and custom developed software to facilitate the identification and characterization of non-compliance on e-Commerce platforms and to facilitate the enforcement of environmental laws in support of the EPA’s mission to protect human health and the environment. The resulting tool shall be designed to capture and share information in accordance with applicable statutes, regulations, and policies.

Data gathered shall be to a level of granularity which may include information such as product names, product descriptions, item numbers, country of origin, Uniform Resource Locators, seller profile information, product categories, product manufacturer(s), seller history, sales history, image text, specific safety claims, efficacy claim. These data elements may exist in a variety of formats including text, images, and video. These tools shall be designed to provide the user with the ability to evaluate the data based on a variety of factors. Scoring elements may include, but not be limited to other systems such as Pesticide Product Labeling System (PPLS), EPA List N pesticides, EPA registration and establishment numbers, EPA FIFRA Section Seven Tracking System, TSCA public and private databases etc.

These searches shall be able to integrate EPA-identified keywords, search terms, and other metrics to guide web scraping activities.

Learning Objectives: The selected participant will have the opportunity to collaborate with a multi-disciplinary team of inspectors, case developers and attorneys as well as contractors and the use of the data in Administrative and/or Judicial enforcement cases. Duties of this position include:
• Planning the development and execution of new or modified rules, regulations, policies, and practices pertaining to SEMD functions.
• Serving as a member of the Region’s Senior Leadership Team.
• Directing actions involved in coordinating SEMD programs with internal and external organizations, determining or recommending actions to be taken.
• Establishing controls to monitor and evaluate the work of the SEMD’s program.
• Directing the day-to-day operation of SEMD.
• Supervising a large division of employees organized into units headed by subordinate managers and supervisors.
• Collaborating with tribal, state, and local partners on matters related to SEMD programs.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

TQ 1 - Demonstrated experience addressing complex Superfund (Comprehensive Environmental Response, Compensation, and Liability Act) cleanups and/or emergency responses through direct decision-making and communicating involving complex environmental policy.

TQ 2 - Demonstrated experience managing a Superfund program related to planning implementation of strategies for effective prevention, remediation, and reuse of Superfund and other contaminated sites, including technical assistance and capacity building to develop solutions to complex cross-programs dealing with climate change and environmental justice.
