Responsibilities SUMMARY: The primary purpose of this position is to serve as a first-level supervisor, planning, directing, organizing, and exercising control over assigned professional English as a Second Language (ESL) instructors whether General Schedule (GS) or... contract, as applicable; to act as a master instructor; and to manage the academic progress of US and international students. Military student ranks include cadets, privates, NCOs, officers, general officers and senior civilian executive service equivalent members. Students represent all age groups, services, educational, cultural and religious backgrounds. Additionally, the purpose of this position is to foster goodwill among the diverse groups of international military and civilian students in support of the Department of Defense mission of building partnerships. DUTIES: Plans, organizes, and directs the activities of assigned ESL instructors and senior instructors, ensuring compliance with legal and regulatory requirements under the Department of Defense (DoD), the Department of State (DoS), the Defense Language Organization (DLO), the Defense Security Cooperation Agency (DSCA), the United States Air Force (USAF), Air Education and Training Command (AETC) and all military services while meeting customer needs. Exercises supervisory personnel management responsibilities. Represents DLIELC with a variety of Department of Defense (DoD), Department of State (DoS), U.S. Air Force, installation and functional area organizations. Plans and manages all aspects of academic training for students assigned to ensure optimum training and student progress. Serves as an ESL expert for instructors, including senior instructors. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position to be filled. NOTE: you MUST include a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: you MUST include a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes professional knowledge of ESL principles, approaches, methods, and techniques of instruction for ESL/EFL/ESP, including specialized knowledge of the English language and American culture. Knowledge of instructional design and materials development to include the use of technology and student assessment techniques and objectives to include test and measurement principles and practices. Knowledge of EEO principles and practices as well as safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of ESL principles, approaches, methods, and techniques of instruction for ESL/EFL/ESP, including specialized knowledge of the English language and American culture. 2. Knowledge of instructional design and materials development to include the use of technology and student assessment techniques and objectives to include test and measurement principles and practices. 3. Knowledge of EEO principles and practices as well as safety and security regulations, practices, and procedures. 4. Ability to analyze, evaluate and accomplish special training studies and projects. 5. Ability to plan, organize and direct the functions and staff of a small-to medium-sized organization and specifically to analyze problems relating to proper ESL instruction and student management in order to develop viable solutions. 6. Ability to communicate and interact effectively, both orally and in writing, with all levels of personnel within and outside the organization, including across multinational forums. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
