We’re looking for curious, creative, and collaborative candidates who have a passion for international politics and a commitment to high-quality journalism. A sense of humor doesn’t hurt either. We consider fellows to be essential members of the team.

Applicants should have a high level of interest in the nuts and bolts of putting together both a web publication and a print magazine, a proven ability to navigate the line between academic writing and general interest journalism, a keen sense of the news cycle, and know how to juggle multiple projects on tight deadlines.

Fellows will:
• Edit stories for FP and prepare them for publication under the supervision of senior editors
• Assist in all elements of print and web production, including research and fact-checking
• Help write and curate newsletters
• Review pitches
• Generate article ideas

Candidates should have:
• Strong academic credentials, including at least a bachelor’s degree
• Previous journalism experience
• Demonstrated interest in world news and international politics and policy
• Preferred: Experience living outside the United States and/or knowledge of a language other than English
• Legal right to work in the United States

Compensation: $50,000 annually

The Washington External Affairs team is comprised of the Congress and U.S. Foreign Policy program and CFR's diplomatic and executive branch initiatives. The Congress program engages members of Congress and their staffs on both sides of the aisle with a weekly roundtable policy discussion series, monthly briefings for Senate chiefs of staff, breakfast meetings for members of Congress, and other on-demand briefings. The program is responsible for distribution of CFR publications and other relevant materials to Capitol Hill.

The intern will develop professional skills related to international relations, congressional relations, and work on Capitol Hill. They will have the opportunity to learn about the operations of Congress and best practices by which an organization interacts with members of Congress and their staff. The intern will also gain experience in the management of extensive databases, event planning and execution, and professional research and writing as it relates to the policymaking community.

CFR internships are paid, require a 14 - 18 hour commitment, and are filled on a rolling basis.

The Congress and U.S. Foreign Policy internship includes a mandatory onsite component. The intern will work in a hybrid capacity (half in the office, and half remote).

The major responsibilities of this position will include (but are not limited to):
• Assist the Washington External Affairs team with day-to-day administrative duties, including logging registrations for meetings, creating and maintaining lists of congressional contacts, targeting constituencies for the distribution of CFR materials, and managing the extensive CFR database
• Help manage the Congress and U.S. Foreign Policy program's correspondence as well as drafting invitations and other materials for meetings
• Provide logistical support and execution of weekly meetings for Capitol Hill with congressional senior staff as well as occasional additional meetings with members of Congress
• Perform research, as needed

Qualifications
• Undergraduate or graduate student with a concentration in International Relations, Public Policy, American Government, or Political Science
• All applicants should have completed the equivalent of four semesters of college coursework (not including AP classes in high school) by the time they begin an internship
• Must be available three days a week, including Monday and Friday
• Mandatory onsite component, to include weekly Friday in person briefing on Capitol Hill

Responsibilities

The Development Officer works with the Senior Director of Development, scholars and administrators, and program leadership to develop and implement fundraising strategies for Foreign Policy at Brookings (FP), a $15-$20 million program. The Development Officer will develop and execute a plan including both revenue growth and solicitation and acquisition of new donors, with a focus on acquisition strategies and securing new funding from corporate, foundation, and government donors. The Development Officer maintains detailed awareness of institutional policies and guidelines, as well as professional best practices, and operates consistently within this framework, and plays a critical role as liaison between FP Assistant/Associate Directors, FP scholars, FP senior administrators, and donors.

Donor Solicitation and Portfolio Development (60%)
• In coordination with FP’s Senior Director of Development, sets formal goals for acquiring new donors.
• Achieves acquisition goals by securing new donations and tracking face-to-face meetings, solicitations, and outbound contacts.
• Implements revenue growth plan and new moves pipeline of 100-150 corporate, foundation, and government revenue streams.
• In coordination with FP’s Senior Director of Development, solicits prospects, and meets with donors through face-to-face and other direct engagements.
• Serves as point of contact to schedule engagements between donors/prospects and Brookings personnel, and attends as Development representative when appropriate.
• Manages new proposal submissions including qualification, cultivation, and stewardship while maintaining contact with donors.
• Manages the coordination and creation of the suite of proposal materials and reports to donors and prospects, leading or contributing to drafting documents as appropriate.
• Working independently and directly with FP’s Development Coordinator and Senior Director of Development, oversees Brookings Institution Review of Donor Sponsorship (BIRDS) for new proposals, including Proposal Routing, Review and Approval, and Submission to prospects.
• Oversees the New Gift Award Review (NGAR) approval process, working independently and directly with colleagues in FP and central Brookings Finance, General Counsel, and Development offices.

Proposal Development & Donor Communication (40%)
• Monitors FP publications, events, and travel to identify opportunities for engagement with donors and prospects.
• Develops FP donor prospect list and matrix focused on each of FP’s research centers.
• Researches background, priorities, new developments, and biographical information on existing and lapsed donors.
• Assists with tiering current donors by recency, frequency, and monetary donations.
• Drafts, edits and finalizes communications to donors including proposals, gift reports, program updates, and ensures Foreign Agents Registration Act compliance in all communications.
• Ensures proposals are high-quality, accurate, responsive to FP research priorities, and donor guidelines, approved for submission, and submitted to prospective donors in advance of deadlines.
• Analyzes donor giving patterns to increase donor retention, upgrading, and conversion rates.
• Develops and monitors annual outreach calendar for reports, stewardship, and personalized outreach.
• Ensures regular communication with FP and its research centers regarding status of donations.
• Maintains comprehensive donor relationship information in Raiser’s Edge, including updating donor records, compiling biographical information, data entry, and pulling reports/queries.

Qualifications

Education/Experience Requirements:

A Bachelor’s degree is required; a degree in international relations, foreign policy, and background fundraising in academic or think tank setting strongly preferred. Minimum five years of relevant fundraising and high-level stewardship experience is required (including two or more of the following prospect pools: individuals, foundations, governments, and corporations). Professional experience in a non-profit organization is required. Must be currently authorized to work for any employer in the U.S.

Knowledge/Skills Requirements:

Technical skills: Professional skills in philanthropy and non-profit fundraising are required. Candidates must demonstrate familiarity with giving cycles, retention strategies, qualification metrics, and new donor solicitations. Familiarity with and knowledge of public policy research or international relations issues is strongly preferred. Familiarity with or knowledge of Microsoft Word, Excel, Sharepoint, and Office 365 is required; familiarity with Raiser’s Edge is preferred.

Writing and editing skills: Superior writing and editing skills are required, including proven ability to conceive and write proposals and personalized communications to high-profile donors in clear, precise, and concise language.

Interpersonal skills: Ability to interact confidently and collegially with a range of individuals, including high-profile individuals, is required. Discretion and mature judgment are required, as well as a sense of initiative and entrepreneurial spirit. Excellent oral and written English skills; professional communication skills; ability to work well in a fast-paced setting are required. Demonstrated ability to work effectively and manage up, down, and laterally in a collegial environment is required.

Project management skills: Must demonstrate ability to proactively manage multiple projects and meet deadlines in a fast-paced environment. Successful management includes all stages of a project from conception to completion, and requires attention to detail, adherence to timelines, and management of staff and colleagues.

The Program Officer, Foreign Policy will be joining a team of committed, deeply knowledgeable leaders and researchers, focused on supporting the exploration of key issues of society and funding innovations in postsecondary education.

Your Responsibilities Include
• Help build and manage a robust portfolio of grantees by evaluating new proposals, cultivating new and existing partnerships, driving recommendations for opportunities, assisting in managing the relationship throughout a grant, and ensuring opportunities meet their stated outcomes
• Assist with grant proposal prospecting and evaluation using data tracking systems
• Work with academics and universities to develop and maintain fruitful relationships that leverage complementary capabilities
• Attend conferences and events to develop relevant relationships and learn about impactful trends and new research

The Development Manager works with the Senior Director of Development, scholars and administrators, and program leadership to assist with the development and implementation fundraising strategies for Foreign Policy at Brookings (FP), a $15-$20 million program. The Development Manager will focus on building and strengthening relationships with major individual donors and identifying individual donor prospects. The Development Manager will assist with creating and executing an annual plan to increase individual prospects and improve donor experiences through relationship-building, offering engagement opportunities, sending creative communications, increasing trust through consistent outreach and sharing FP’s impact. The Development Manager maintains a portfolio of individual major donors and prospects. The Development Manager maintains a detailed awareness of institutional policies and guidelines, as well as professional best practices, and operates consistently within this framework, and plays a critical role as liaison between FP Assistant/Associate Directors, FP scholars, FP senior administration, and donors.

Donor Stewardship and Cultivation (40%)  
• In coordination with FP’s Senior Director of Development, sets formal goals for stewardship, recognition, and cultivation activities with individual donors.
• Assists with developing and implementing annual action plan for donor management and care, including stewardship, cultivation, and appreciation activities.
• Coordinates logistics for external FP donor cultivation and stewardship events.
• Collaborates with development colleagues in other programs and central office to expand and strengthen relationship with donors through events, activities, and other opportunities.
• Identifies existing opportunities to leverage donor participation and engagement.

Portfolio Development and Prospect Identification (30%)  
• Identifies potential major donors who can be added to pipeline.
• Collaborates with central Development research team to qualify donors capable of making five and six-figure gifts.
• Identifies and tracks new prospects through referrals, research, and outreach.

Donor Communication and Collaboration (30%)
• Manages a calendar of donor communications across giving levels, looking for opportunities to leverage content across audiences.
• Monitors FP publications, events, and travel schedules to identify opportunities for engagement with donors and prospects.
• Working independently and directly with Senior Director of Development, develops a donor specific / Foreign Policy Leadership Council touchpoint schedule.  
• Drafts, edits and finalizes donor acknowledgements, and other personalized communications to donors.
• Oversees the development of FP donor materials, impact reports, and annual highlights by working in coordination with associate directors and communications team members.
• Ensures regular communication with FP and its research centers regarding opportunities to leverage existing briefings, activities, and other events.
• Synthesizes information across multiple centers and programs to highlight information that aligns with donor interest.
• Maintains comprehensive donor relationship information in Blackbaud NXT database, including updating donor records, compiling biographical information, event participation information, data entry, and pulling reports/queries.

Education/Experience Requirements:

A Bachelor’s degree is required; a degree in international relations, foreign policy, and background fundraising in academic or think tank setting strongly preferred. Minimum five years of relevant fundraising and high-level stewardship experience with major individual donors is required. Professional experience in a non-profit organization is required. Must be currently authorized to work for any employer in the U.S.

Knowledge/Skills Requirements:

Technical skills: Professional skills in philanthropy and non-profit fundraising is required. Candidates must demonstrate familiarity with individual stewardship and cultivation strategies, major giving cycles, retention strategies, and communication and engagement metrics. Familiarity with and knowledge of public policy research, or international relations issues is strongly preferred. Familiarity with or knowledge of Microsoft Word, Excel, Sharepoint, and Office 365 is required; familiarity with Raiser’s Edge or Blackbaud product is preferred.

Writing and editing skills: Superior writing and editing skills are required, including proven ability to conceive and write proposals and personalized communications to high-profile donors in clear, precise, and concise language.

Interpersonal skills: Ability to interact confidently and collegially with a range of individuals, including high-profile individuals, is required. Discretion and mature judgment are required, as well as a sense of initiative and entrepreneurial spirit. Excellent oral and written English skills; professional communication skills; ability to work well in a fast-paced setting are required. Demonstrated ability to work effectively and manage up, down, and laterally in a collegial environment are required.

Project management skills: Must demonstrate ability to proactively manage multiple projects and meet deadlines in a fast-paced environment. Successful management includes all stages of a project from conception to completion, and requires attention to detail, adherence to timelines, and management of staff and colleagues.
