As an organization we offer full healthcare premiums coverage, generous paid time off, contribution to your retirement fund, several employee communities, and a commitment to embedding diversity, equity, and inclusion into everything we do.
The Team
The fundamental role of the Foundation Strategy Office (FSO) team is to enable and accelerate the foundation’s impact. It acts in service of the rest of the organization, enabling highest and best use of our scarce resources (co-chair time, reputation, people, dollars).
To deliver on the increased demands for more complex projects and advisory support, we are evolving our model to build more senior capacity by hiring two additional directors reporting into the Chief Strategy Officer (CSO).
With these two roles, the FSO expects to cover two primary needs:
• Increasing our ability to flexibly partner with foundation programmatic divisions and executive leadership team (ELT) members. We seek adaptable strategists who can both bolster our work across the breadth of the foundation’s priority issue areas. This includes tackling strategic questions that cover a range dimensions:
• Portfolio level strategy projects (e.g., malaria strategy development, K12 strategy development, etc.) to cross-foundational strategy initiatives (e.g., partner strengthening and diversification) to business operations optimization.
• Structured/deterministic issues to more complex systems issues that require adaptive strategy approaches
• Analytical challenges to people/decision-making issues
• Accelerating FSO’s growth into new areas of service, including work that scales our impact beyond individual projects.
Both roles will be expected to oversee enterprise level strategy work as well as program-specific strategy work. The exact configuration of responsibilities across the two roles will be determined based on the skills and experiences of the individuals hired.
Your Role
Serves as a senior-level strategy advisor to the CSO and foundation leadership on overall strategic opportunities, risks and resource tradeoffs with direct oversight of projects and initiatives. You will build and cultivate strong connections between program strategies and the annual planning process to ensure the foundation improves our impact through effective planning and resource management and to support trade-off and decision making processes.
What You’ll Do
• Lead strategy development for program-specific and cross-foundation projects, in line with the priorities set by the ELT. Deliver on high-quality results through a team of internal staff.
• Work with CSO to bring external perspective, innovative thinking and learning to support longer-term strategy planning.
• Optimize the implementation of our strategies, identify bottlenecks to progress as well as opportunities to improve coordination and alignment across teams. Ensure that the views and needs of our regions, divisions and operational functions are represented across strategies.
• Develop thought leadership in select areas and maintain an executive-level point of view on the foundation’s work. Act as a thought partner to program Directors and other foundation leadership.
• Provide recommendations to improve overall foundation strategy planning and management process based upon experience supporting teams. Provide leadership into the annual strategy review process in close coordination with finance. Provide input and leadership into the design and adoption of strategic tools such as foundation-wide portfolio management tools.
• Partner with foundation Deputy Directors of Strategy, Planning and Management (DDSPM) to help drive greater impact across the organization.
• Contribute and participate in the ongoing improvement of the FSO team including overall vision, brand, staffing composition, operational processes, performance development, etc.
• Model great management by developing a deep talent bench and supporting the professional development and building of strong Deputy Director-level leaders. Manage on an ongoing basis 2-3 other people managers, and in the context of projects, lead 2-4 person project teams that provide strategic support across the foundation. Ensure team incorporates and responds to client feedback. Develop and retain talent within the team. Drive a culture of high performance.
Duties Of Direct Reports Include
• Strategy Design and Development: Provide oversight to ensure projects aimed at answering key strategic issues for global program are analytically and logically sound.
• Execution and Performance Management: Provide support to team to ensure successful execution of strategies.
• Project Management: Manage and monitor overall performance of projects and resources.
• Client Relationship Management: Assure effective relationship with key stakeholders, especially Deputy Directors, to ensure that right decisions are made. Provide thought partnership and advice to Directors across a breadth of issues, including those unrelated to the strategy project itself.
Your Experience
• Strong influencing capabilities and experience effectively operating in a highly matrixed organization.
• Ability to build and maintain trusted advisor relationships with foundation leadership
• Able to negotiate, persuade, and build coalitions without formal authority.
• Demonstrated ability to deeply understand, analyze, and advise a programmatic area.
• Excellent partnership skills with strong customer focus
• Excellent people management skills with demonstrated experience of mentorship and developing talent.
• Capability to make valuable contributions as a senior partner on projects, including:
• Strong strategic and analytical toolkit to solve complex problems
• Ensuring quality of highest impact decisions via leverage model (e.g., ability to add a lot of value with <20% of time)
• Effective senior client management including ability to establish and maintain credibility with senior leadership
• Makes clear decisions and tradeoffs and manages multiple teams to implement them. Can manage teams and individual contributors effectively.
• Demonstrated ability to function as an individual contributor when needed (e.g., willing to roll up sleeves and ‘take the pen’ to advance the work).
• Learning mindset.
• Understanding and skills to apply DEI (diversity, equity, and inclusion) principles to a US-based team in a global organization.
• Demonstrated expertise in foundation program content areas, strategy consulting, advising, and/or strategy implementation. Strong knowledge and experience in the philanthropic/development sector preferred.
• Able to represent the foundation externally and internally at the highest level.
• Advanced degree with 15+ years of experience, or equivalent experience.
Other Attributes
• Ability to work with flexibility, efficiency, enthusiasm, and diplomacy.

Guided by the belief that every life has equal value, the Bill...
& Melinda Gates foundation works to help all people lead
healthy, productive lives. In developing countries, it focuses on
improving people's health and giving them the chance to lift
themselves out of hunger and extreme poverty. In the United States,
it seeks to ensure that all people—especially those with the fewest
resources—have access to the opportunities they need to succeed in
school and life. Key to enabling these missions is our commitment
to science and innovation, collaboration and partnership,
measurement and rigor, as well as optimism and risk taking.
The mission of the Global Policy & Advocacy (GPA) division
is to understand and shape the public policy debates affecting the
Foundation’s work, build support for its major program and policy
objectives, and develop partnerships and alliances that can advance
the foundation’s objectives nationally and globally. Because the
Foundation’s resources alone are not enough to solve the challenges
ahead, GPA also supports advocacy efforts to engage diverse
stakeholders and promote innovative solutions that advance our
program goals. We work in close partnership with grantees as well
as our colleagues across the Foundation to build an environment
where all people can lead healthy and productive lives.
The Program Advocacy and Communications (PAC) team works in
partnership with colleagues in GPA to achieve policy and finance
goals by developing and implementing advocacy and communications
strategies; developing and managing grant portfolios dedicated to
achieving advocacy outcomes; developing policy recommendations in
partnership with programmatic and regional offices; leading
issue-specific communications in service of advocacy goals and
leveraging leadership and foundation voice to implement advocacy
strategies; and directly advocating with sector leaders,
influencers, media and government officials in order to achieve
advocacy outcomes.
Reporting to the Global Director, PAC and working in close
partnership with the PAC Health Director, the Director, Program
Advocacy and Communications will provide strategic leadership to a
team developing and implementing policy, advocacy and
communications strategies supporting our Global Growth &
Opportunity (GGO) and Gender Equality (GE) divisions. This is a new
role that represents the growth in foundation programs working
towards global growth and gender equality.
The position will be responsible for bringing together a
holistic vision for the foundation's positioning, advocacy, and
communications for our work spanning Agriculture, Financial
Services for the Poor, Nutrition, Water, Sanitation & Hygiene,
Global Education, Women’s Economic Empowerment and Women in
Leadership. You will work across the foundation with leaders in the
GGO and GE divisions as well as Africa and India regional/country
offices to mobilize resources from public, private and multilateral
sources, support the development and implementation of effective
policies, and foster public and political commitment necessary to
achieve the foundation’s program goals. The role contributes to
advancing the foundation’s mission and impact by leading an
excellent team and fostering an environment of optimism,
collaboration, rigor, and innovation.
The successful candidate will have at least 15 years
progressive, senior-level experience leading teams in relevant
work, preferably with a mix of service in the public, non-profit or
private sectors. You will have proven experience developing
successful strategies to move systems of policy and resources in
one or more relevant sectors for the benefits of the poor. In
addition, you will have a track record of effective management
experience, including building and leading diverse teams in a
matrixed environment to optimize impact. Most importantly, our
first Director, Program Advocacy and Communications: Growth,
Opportunity, and Empowerment will have the proven ability to work
collaboratively, with flexibility, entrepreneurship, and diplomacy
both individually and as part of a complex team effort.
This role will be based in Seattle and the salary is competitive
and commensurate with the seniority of the appointment.
The Bill and Melinda Gates Foundation will collaborate with
Perrett Laver in the search for a stellar candidate to take up this
exciting and challenging appointment. Should you wish
to apply for this position, we kindly ask you to submit your CV for
