MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to graduation from an accredited college or university with a Bachelor’s degree in liberal studies, public, personnel, or business administration, human resources, organizational development or leadership, or a closely related field OR the equivalent to the completion of the 12th grade and directly related program-specific experience in human resources or a closely related field may be substituted on a ratio of one (1) year of specific experience to one (1) year of education, up to four (4) years total.

About the team:
The Washington Health and Human Services Enterprise Coalition (HHS Coalition) is a multi-organization collaborative that provides strategic direction and federal funding guidance for information technology projects that have cross-organizational or enterprise impact. The members are the Department of Children, Youth, and Families (DCYF), Department of Health (DOH), Department of Social and Health Services (DSHS), Health Benefit Exchange (HBE), and Health Care Authority (HCA), with the Office of the Chief Information Officer (OCIO) and the Office of Financial Management (OFM) serving as ex-officio members. The HHS Coalition Enterprise Project Management Office (EPMO) team supports the multi-organization collaborative. The EPMO is administratively located within HCA’s Division of Enterprise Technology Services (ETS), but works for the benefit of all coalition organizations.
About the position:
The HHS Coalition Governance Manager is a senior technical expert and managerial professional responsible for directing and controlling the critical development, implementation, and operationalization of the HHS Coalition governance program. The position will lead interagency activities essential to the implementation and management of the HHS Coalition enterprise governance. This position provides strategic direction to the governance process as well as subject matter expertise in project management, process mapping, process and outcome measurement, and coordination of enterprise contracted services (QA/TQR, OCM, enterprise architecture, and others needed) across the five organizations.
This position is eligible to telework but is frequently required to report on-site to meet business need.
Some of what you will do:
Lead the HHS Coalition Enterprise Governance Program in partnership with DCYF, DOH, DSHS, HBE, and HCA senior executives and management and in compliance with all federal and legislative initiatives and requirements.
• Manage the overall structure of HHS Coalition governance, including direct, delegated, or contracted support to governance committees, workgroups, and other collaborative activities.
• Ensure the effective oversight of the processes of the HHS Coalition portfolio and the projects contained in the portfolio.
• Provide expert strategic technical leadership and work cooperatively with senior executive management, division directors, project managers, and other HHS Coalition stakeholders to develop and coordinate a strategic enterprise vision of technical solutions and enhancements across the HHS Coalition.
• Evaluate national health and human services and Medicaid systems/technology trends and apply to Washington initiative discussions.
• Facilitate technical collaboration across the enterprise, including supporting the adoption of a cohesive technology and data architecture and other areas that require enterprise strategic review or collaboration.
• Lead procurement of and provide contract management and oversight for multiple contractors.
Facilitate interagency coordination and collaboration in support of HHS Coalition enterprise governance strategy and activities.
• Collaborate across the Enterprise to ensure that enterprise governance requirements for the HHS Coalition are met and enterprise strategic goals are considered as appropriate.
• Coordinate and lead Enterprise interagency technical/system or data workgroups as needed.
• Communicate and coordinate with external and other internal agency senior executives and management and others as necessary to implement and manage the enterprise governance plan.
• Act as liaison and provide interpretation of CMS regulations and guidance to partner agencies.
• Coordinate with the Office of the Chief Information Officer on management of our current contract.
• Develop and manage enterprise level project status strategies and procedures.
• Plan and coordinate communications about Enterprise initiatives’ status.
• Develop annual reports to the legislature.
Support and guide HHS Coalition staff resources in the implementation and operationalization of the HHS Coalition Enterprise Governance Program.
• Ensure optimum use of staff resources.
• Hold staff accountable for the accuracy and timeliness of work products.
• Coach and mentor staff, develop staff performance goals, perform annual performance reviews, providing staff with pro-active feedback for improvement, identifying accomplishments, training, and career goals.
• Build strategic partnerships that integrate diverse responsibilities and functions and promote a work environment based on respect and trust.
Required qualifications:
Qualifying candidates will have all of the following qualifications:
• Master’s degree in policy, business/public administration, computer science, or closely related field.
• Five (5) years of progressively responsible experience as an information or systems architect or information technology project management professional working with large mission-critical systems.
• Three (3) years of progressive management experience which must include experience supervising direct reports.
Note: Additional related professional level experience may substitute year for year for the required graduate education
Required competencies:
• Expert project management and/or process improvement skills.
• Business planning skills, strategic short and long-range planning, decision making, leadership.
• Strong collaborator with the ability to work across organizations, lead and influence teams and workgroups comprised of staff from multiple organizations.

About the position:
The HHS Coalition Governance Manager is a senior technical expert and managerial professional responsible for directing and controlling the critical development, implementation, and operationalization of the HHS Coalition governance program. The position will lead interagency activities essential to the implementation and management of the HHS Coalition enterprise governance. Some of what you will do:

• Manage the overall structure of HHS Coalition governance, including direct, delegated, or contracted support to governance committees, workgroups, and other collaborative activities.

Required qualifications:
Qualifying candidates will have all of the following qualifications:
• Master’s degree in policy, business/public administration, computer science, or closely related field.

• Three (3) years of progressive management experience which must include experience supervising direct reports.

The mission of ODPHP is to promote health equity through opportunities for all to lead healthy, active lives. To carry out its mission ODPHP establishes national health priorities, translates science into policy, guidance, and tools; provides clear and actionable health information for informed decision-making; and cultivates partnerships that support public health programs and services.
CSD leads the development and implementation of the Healthy People 2030 initiative, the nation’s 10-year health objectives for the decade. Established in 1979, Healthy People provides science-based objectives with targets for improving the health of the nation. These objectives serve as a catalyst mobilizing action in public health policy, research, programs, and communication across the country and globally.
Research Project: ODPHP seeks a fellow with training in health policy and public health to play a major role in the implementation of the Healthy People initiative. HHS launched the fifth and current iteration of the initiative, Healthy People 2030, in August 2020, followed later by the release of two additional elements of Healthy People 2030, the Leading Health Indicators (LHIs) and the Overall Health and Well-being Measures (OHMs). The fellow will assist on all aspects of Healthy People, including management and implementation of the objectives, LHIs and OHMs. In collaboration with CSD, learning opportunities for the fellow may include:
Supporting activities to implement Healthy People 2030, including designing and executing implementation efforts, and supporting stakeholder outreach and partnership development. Examples of such activities include producing regional meetings, conducting webinars/workshops in collaboration with stakeholders, and supporting formative research activities (e.g., in-depth interviews, survey design, and focus group facilitation).
Collaborating with the Centers for Disease Control and Prevention’s National Center for Health Statistics on the production, analysis, and deployment of data for Healthy People 2030.
Assisting with synthesizing, analyzing, and reporting of public comments on the Healthy People 2030 objectives.
Contributing to the strategic vision, management, and ongoing enhancement of the Healthy People microsite, including production of Web content.
Assisting with reviewing, analyzing, and interpreting national disease prevention and health promotion data to inform and support health policy recommendations.
Engaging in the coordination of the Healthy People Federal Interagency Workgroup and Healthy People topic area workgroups.
Participating with ODPHP representative on HHS-wide interagency workgroups.
Drafting and producing briefing materials, slides and talking points for OASH leadership and senior HHS leadership, and participating in briefings, as requested.
Responding to inquiries and correspondence from the members of the public and stakeholders regarding the Healthy People initiative.
Conducting issue-specific analyses and writing time-sensitive briefs at the request of senior HHS staff.
Developing presentations (including PowerPoint slides and talking points) to support Healthy People 2030 outreach and implementation efforts and delivering presentations at national meetings and conferences, as requested.
Supporting Healthy People 2030 communication and outreach efforts, including but not limited to, developing and reviewing social media content, drafting and developing newsletter content for Healthy People 2030 partners, developing content for the ODPHP editorial calendar, and drafting Healthy People 2030 blog content.
Learning Objectives: Participants will learn best practices in the dynamic, fast-paced field of public health that guide organizations and communities in establishing disease prevention and health promotion policies and programs and help them replicate best practices in their own settings. This fellowship program provides leadership and management experience in health policy and interconnected fields of public health, disease prevention, and health promotion.
Fellows will participate in federal-level meetings and have an opportunity to interact with leading subject matter experts, including those focused on disease prevention, public health, and health statistics. Fellows will receive opportunities for professional training, gain first-hand knowledge of how policy is formulated, and contribute to initiatives of national importance.

Anticipated Appointment Start Date: April 2023. Start date is flexible and will depend on a variety of factors.
Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of HHS and is contingent on the availability of funds.
Level of Participation: The appointment is full-time at ODPHP in Rockville, MD. However, as the United States recovers from the COVID-19 pandemic, the participant may be required to carry out the fellowship/internship remotely for either all or part of the fellowship period.
Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.
Citizenship Requirements: This opportunity is available to U.S. citizens only.
ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and HHS. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.
The successful applicant(s) will be required to comply with Environmental, Safety and Health (ES&H) requirements of the hosting facility, including but not limited to, COVID-19 requirements (e.g. facial covering, physical distancing, testing, vaccination).
