Duties
• Initiates inquiries into deficiencies identified during audits.
• Develops strategies for audit resolution.
• Prepares detailed audit reports of findings.
• Advises management on health resources or health services grantee actions and ramifications of financial policy and programmatic adjustments on costs and financial issues.
• Knowledge of Generally Accepted Accounting Principles (GAAP)
• Ability to effectively present oral and written reports and persuade management officials to accept critical/controversial recommendations and findings or assume an alternative course of action.
• The auditor must perform in-depth research prior to and/or during the audit/review to determine the approach and scope dictated by each particular situation.
• Work involves isolating and defining unknown conditions, resolving critical problems, and develops new theories.

Qualification Requirements

You must have one of the following:
• Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR
• Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Duties

Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions. Identifies best practices and advises organizational leadership on how they could be adopted throughout the organization. Identifies and analyzes issues, problems, and challenges facing the organization; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership. Problems and issues addressed involve such complex matters as efficiency and effectiveness in organizational design; overlaps in management support services and/or the need for consolidated functions; or developing or modifying procedures for carrying out managerial or administrative functions.

Provides expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems. Designs and conducts time sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making studies. Devises analytical approach for the conduct of such studies, formulates methodology and evaluates alternative courses of action. Prepares comprehensive reports of findings and recommendations considering such factors as actual accomplishments versus established goals, adequacy of existing versus new programs, and costs incurred in the conduct of the program. Develops implementation plans with milestones, timetables, audit trails, and evaluation procedures. Conducts data gathering using techniques such as quantitative analysis, surveys, interviews, research, etc., to justify proposals.

Reviews and evaluates managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations. Formulates and recommends additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations. Advises managers and program officials on policies and procedures. including actions to be taken to accomplish work in accordance with established requirements.

Compiles data and prepares complex administrative and management reports that emanate from the Department or high echelons in the organization.
