INTRODUCTION: This position is assigned to the Idaho Office of Emergency Management (IOEM) functioning within the State of Idaho – Military Division. The primary purpose of this position is to manage and direct the administration, coordination, planning, development, execution and supervision of the IOEM Operations Branch to ensure that the State of Idaho has full disaster and emergency operational capability.
Duties and responsibilities:
1. General Duties. Provides administrative direction and defines policy and priorities for programs within the IOEM Operations Branch. Formulates and recommends policies to the Director, Idaho Office of Emergency Management (IOEM Director). May be appointed to chair or serve on a commission, committee, or other designated work group as delegated by the IOEM Director or the Adjutant General (TAG). Establishes and maintains liaison with public officials, civic groups, and representatives of various government agencies. When directed, represents the IOEM Director as a spokesperson for matters related to state emergency operations; may serve as the state’s representative to local, state, and federal Unified Command Structures. Responsible for continued and effective management of assigned programs/functions. Reviews processes and procedures to determine overall effectiveness, efficiency, and productivity of personnel and programs managed. Formulates and directs implementation procedures which result in efficiency and savings for administration, operations, and maintenance without compromising required standards of readiness, accuracy, and/or safety.
2. Grants Administration. Provides input for the Homeland Security Grant Program (HSGP) and Emergency Management Performance Grant (EMPG) Program operations related investments, workbooks, and data calls. Works closely with the IOEM Grant Management Branch to prepare and monitor grant expenditure reports and grant funds in accordance with state and federal laws and requirements.
3. Preparedness and Protection. Provides input to the IOEM Preparedness and Protection Branch in preparation of the federally mandated State Strategy, State of Idaho Emergency Operations Plan (IDEOP) and State Preparedness Report (SPR). Recommends changes to the State of Idaho Emergency Management Programs; monitors the effects of the programmatic changes. Reviews strategic and tactical elements of local, state, and federal emergency operations plans to ensure viability and effectiveness. Coordinates with the IOEM Preparedness and Protection Branch’s Mitigation Section to ensure synchronization of exercises and input of feedback from emergency and disaster incidents to ongoing and/or proposed mitigation plans, programs, and functions.
4. Alerts and Warnings. Directs and oversees the IOEM’s Emergency Alert System (EAS) Program in the sustainment and upgrade of the Statewide EAS. Ensures compliance with all federal regulatory guidance and federal and state fiscal guidelines regarding the EAS program. Ensures that jurisdictional and state agency needs regarding access and/or use of the EAS infrastructure are met. This particularly applies to the Memorandum of Agreements (MOAs) with the Idaho State Health and Welfare run State EMS Communications Center (StateComm).
5. Training and Exercise (T&E). Directs and oversees the IOEM Training and Exercise (T&E) Program. Supports the Training and Exercise Section Chief, Coordinators, and Training Specialist in providing training and exercise coordination and liaison to other state agencies, Emergency Support Functions (ESF), counties and tribes. Ensures compliance with federal regulatory and Homeland Security Exercise Evaluation Program (HSEEP) guidelines. Ensures that state requirements and needs are met and provides feedback to the leadership of both the State of Idaho and federal exercise and training programs. Manages the training and exercise for all IOEM and IDEOC management and staff, ESFs and Reservists/Volunteers. Provides budgetary oversight ensuring adequate funding is provided to meet stated programmatic training and exercise goals and objectives. Monitors and oversees the promotion, execution, documentation and appropriate reporting of federal grant participation requirement training and exercise events. Facilitates a corrective action program for organization and process improvements based upon lessons learned and After Action Reports and Improvement Plans (AAR/IP) exercise activities. Serves as the State Training and Exercise Officer and official Federal Emergency Management Agency (FEMA) and federal point of contact (POC) for Idaho (at the Branch Chief’s discretion, this responsibility may be delegated to the Training and Exercise Section Chief).
6. State and Local Implementation Grant Program (SLIGP). Directs and oversees the SLIGP Program Manager responsible for outreach and education of the State and Local Implementation Grant Program (SLIGP) funded by the federal Department of Commerce (DOC). The intent of the SLIGP is to engage state, tribal and local public and private sector entities in the formative phase of the First Responder Network Authority (FirstNet) charged with constructing the first nationwide wireless broadband network dedicated to public safety. Shares responsibility with the IOEM Director and Senior Management to insure accurate grant reporting and expenditure accounting for the federal and state funds allocated to this program.
7. Idaho Emergency Operations Center (IDEOC). Directs and oversees the Idaho Emergency Operations Center (IDEOC) Program Coordinator to ensure that the IOEM is capable of providing 24/7 multi-agency coordination for incident management by activating and operating the IDEOC. Ensures that the IDEOC has the capability to provide multi-agency coordination (MAC) for a pre-planned or no-notice event on a 24/7 basis, including IDEOC activation, notification, staffing and demobilization; management, direction, control and coordination of response and recovery activities; coordination of efforts among interstate, intrastate and national governmental organizations; non-governmental organizations; private volunteer organizations and private business. Oversees coordination of public information, and warning and maintenance of information and communication necessary for coordinating multi-agency response and recovery activities. Ensures that IOEM Management and Staff, ESFs and Reservists/Volunteers are trained and exercised to effectively work in the IDEOC during a disaster or emergency.
8. IOEM Emergency Communications. Directs and oversees IOEM Interoperable Communications Program Manager to ensure the coordination, preparation and the maintenance or essential emergency capabilities for all IOEM communication plans, policies, equipment, and programs. Ensures that IOEM has operational communication capabilities for each of the IOEM mission areas (prevent, protect, respond, recover, and mitigate) for the State of Idaho. Ensures continuous coordination with the Federal Emergency Management Agency (FEMA) Region 10, neighboring state emergency management offices, superiors, sponsors, stakeholders and contractors to coordinate actions influencing IOEM projects with federal, state, county, local, and tribal stakeholders.
9. Hazardous Materials and Special Teams. Directs and oversees the Hazardous Material (HAZMAT) and Idaho Special Teams Program Manager to ensure the program provides Hazardous Material (HAZMAT) and Idaho Special Teams technical expertise to IOEM, and functions as the principal liaison and coordinator for the HAZMAT and Weapons of Mass Destruction (WMD) first responder Regional Response Teams (RRTs), the Regional Bomb Squads (RBSs), the Idaho Technical Rescue Teams (ITRTs), and the Idaho Incident Management and Support Team (IIMAST – Type III All-Hazard Incident Management Team). Manages the HAZMAT Duty Officer volunteer program. Manages the Hazardous Materials Emergency Grant Program (HMEP).
10. Statewide Interoperability Coordinator (SWIC). Directs and oversees the SWIC to ensure assistance if provided and support given to the State of Idaho in meeting the statutory intent of the Emergency Communications Act in accordance with Idaho Code, Title 31, Chapter 48. Ensures the SWIC facilitates and serves as a central interoperability coordination point for the State of Idaho and the Idaho Public Safety Communications Commission (IPSCC), Collaborates with State, Local, Tribal, and Territorial (SLTT) policy leaders as well as public safety stakeholders, and in coordination with stakeholders. Ensures the management of the Statewide Communications Interoperability Plan (SCIP), a strategic plan for interoperability that integrates all elements necessary to enhance state and county efforts to attain and/or enhance public safety communications interoperability. Ensures the Coordination with the State Administrative Agency (SAA) for state communication interoperability requirements per SAFECOM guidance, U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) requirements, Federal Emergency Management Administration (FEMA) Emergency Management Performance Grants (EMPG) and Homeland Security Grant Programs (HSGP), and other applicable FEMA Notice of Funding Opportunity (NOFO) grant requirements, and the functioning of the State Emergency Support Function (ESF-2) Coordinator for Communications.
11. Supervisory Duties. Provides leadership and supervision to assigned personnel and programs. Approves leave, work schedules and timesheets. Delegates authority to subordinate supervisors to manage programs and monitor employees in the accomplishment of work assignments. Sets performance standards and appraises the performance of reporting subordinates. Reviews the performance standards and appraisals of non-direct reporting subordinates. Provides written and verbal performance feedback, coaching, and counseling. Provides input for performance/merit-based incentive awards to the IOEM Director. Requests personnel and position actions and considers the requested actions of subordinates. Advises the IOEM Director regarding the recommended allocation/reallocation of full-time position (FTP) resources to best meet current and projected requirements throughout the IOEM Operations Branch. Promotes a respectful work-place that complies with policies of the Adjutant General and IOEM Director. Observes and ensures compliance with all applicable laws, rules, regulations and policies. Serves as a role model for compliance with Whistleblower Protection Program, EEO, security and workplace safety policies and practices at all times. Maintains a safe and drug/alcohol free workplace.
12. Attends training and participates in exercises as identified in federal grant guidance and/or by the IOEM Training and Exercise Program and IOEM Senior Management.
13. On a voluntary basis, attends training and performs duties as the on-call IOEM HAZMAT Duty Officer several times per year, on a 24/7 weekly basis, in accordance with established rotation schedule. Facilitates emergency conference calls with Local Incident Commanders, and other supporting agencies. Upon request, coordinates federal resources, and coordinates and approves state resources available to assist in the response.
14. Ensures the Idaho Hazardous Materials/Weapons of Mass Destruction (WMD) Incident Command and Response Support Plan is properly executed.
15. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times. 16. Performs other related duties and projects as necessary or assigned. Deploys as directed to a designated Emergency Operations Center (EOC) at a local, state, or federal level during federally declared disasters. Upon activation of the Idaho State Emergency Operations Center (IDEOC), performs duties as directed by the IDEOC Manager. During activation of the IOEM’s Continuity of Operations (COOP) Plan, may perform as member of Advance Echelon party (ADVON) and/or another supporting COOP role as required.
SUPERVISORY CONTROLS: Work is performed under the general supervision of the IOEM Director who assigns broadly defined goals, missions, and functions. The incumbent is responsible for execution of directions by independently defining/formulating overall strategies, initiatives, goals and milestones. The incumbent exercises a wide-latitude of independence and must display tact, good judgment, creativity and analytical ability to independently work through complex problems or dynamic situations and produce products and solutions.
PERSONAL WORK CONTACTS: In addition to IOEM Director, Senior Management and Staff, contacts include the Adjutant General (TAG) and all levels of military and civilian personnel of the Idaho Military Division (IMD)/Idaho National Guard (IDNG); city, county, tribal, state and federal elected and appointed officials and their staffs to include those in British Columbia and Canada; Executive Management within the Federal Emergency Management Community (FEMA, DHS, DOD); county, tribal, state and federal Emergency Coordinators/Directors and Program Managers; city, county, tribal, state and federal employees from various agencies; private volunteer organizations (Red Cross, Salvation Army); non-governmental organizations; private industry; and U.S. citizens and foreign nationals who have an interest in the programs and services of this organization. Additional contact groups may include representatives of professional organizations, the news media and public action groups. The purpose and extent of each contact is different; the role and authority of each party is identified and developed during the course of the contact.
WORKING CONDITIONS / PHYSICAL EFFORT: The majority of work is sedentary and performed in a professionally configured office environment. Work may require occasional lifting of items such as equipment or supplies up to 20 pounds. Work requires travel within the state, and will require additional travel outside of the state for conferences, training and field activities. Field activities may involve adverse or hazardous working conditions and outdoor exposure to weather extremes; long work hours; driving and walking over rough, uneven surfaces; standing, stooping, reaching; and the occasional lifting of moderately heavy items such as equipment or supplies up to 50 pounds. The incumbent is required to be on-call, carrying a cell phone after normal duty hours to respond to emergencies, and is required to deploy to the field upon request of the IOEM Director or the Adjutant General, 24/7, throughout the year. Inherent to the IDEOC and on-scene work environments involving emergencies and disasters, including acts of terrorism, the incumbent will work extended hours in a highly stressed environment dealing with life safety issues in compressed timeframes with a high potential for conflicting information. The incumbent may be required to interact with citizens under extreme emotional distress.

Mandatory Requirements (conditions of employment)
• Must have and maintain a valid and unrestricted state issued driver’s license (from any state).
• Must submit to and successfully pass a state background check, and must be eligible to obtain and maintain a “SECRET” security clearance through the U.S. Department of Homeland Security. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)
• Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods.

INTRODUCTION: This position is assigned to the Idaho Office of Emergency Management (IOEM) functioning within the State of Idaho – Military Division. The primary purpose of this position is to manage and direct the administration, coordination, planning, development, execution and supervision of the IOEM Operations Branch to ensure that the State of Idaho has full disaster and emergency operational capability.
Duties and responsibilities:
1. General Duties. Provides administrative direction and defines policy and priorities for programs within the IOEM Operations Branch. Formulates and recommends policies to the Director, Idaho Office of Emergency Management (IOEM Director). May be appointed to chair or serve on a commission, committee, or other designated work group as delegated by the IOEM Director or the Adjutant General (TAG). Establishes and maintains liaison with public officials, civic groups, and representatives of various government agencies. When directed, represents the IOEM Director as a spokesperson for matters related to state emergency operations; may serve as the state’s representative to local, state, and federal Unified Command Structures. Responsible for continued and effective management of assigned programs/functions. Reviews processes and procedures to determine overall effectiveness, efficiency, and productivity of personnel and programs managed. Formulates and directs implementation procedures which result in efficiency and savings for administration, operations, and maintenance without compromising required standards of readiness, accuracy, and/or safety.
2. Grants Administration. Provides input for the Homeland Security Grant Program (HSGP) and Emergency Management Performance Grant (EMPG) Program operations related investments, workbooks, and data calls. Works closely with the IOEM Grant Management Branch to prepare and monitor grant expenditure reports and grant funds in accordance with state and federal laws and requirements.
3. Preparedness and Protection. Provides input to the IOEM Preparedness and Protection Branch in preparation of the federally mandated State Strategy, State of Idaho Emergency Operations Plan (IDEOP) and State Preparedness Report (SPR). Recommends changes to the State of Idaho Emergency Management Programs; monitors the effects of the programmatic changes. Reviews strategic and tactical elements of local, state, and federal emergency operations plans to ensure viability and effectiveness. Coordinates with the IOEM Preparedness and Protection Branch’s Mitigation Section to ensure synchronization of exercises and input of feedback from emergency and disaster incidents to ongoing and/or proposed mitigation plans, programs, and functions.
4. Alerts and Warnings. Directs and oversees the IOEM’s Emergency Alert System (EAS) Program in the sustainment and upgrade of the Statewide EAS. Ensures compliance with all federal regulatory guidance and federal and state fiscal guidelines regarding the EAS program. Ensures that jurisdictional and state agency needs regarding access and/or use of the EAS infrastructure are met. This particularly applies to the Memorandum of Agreements (MOAs) with the Idaho State Health and Welfare run State EMS Communications Center (StateComm).
5. Training and Exercise (T&E). Directs and oversees the IOEM Training and Exercise (T&E) Program. Supports the Training and Exercise Section Chief, Coordinators, and Training Specialist in providing training and exercise coordination and liaison to other state agencies, Emergency Support Functions (ESF), counties and tribes. Ensures compliance with federal regulatory and Homeland Security Exercise Evaluation Program (HSEEP) guidelines. Ensures that state requirements and needs are met and provides feedback to the leadership of both the State of Idaho and federal exercise and training programs. Manages the training and exercise for all IOEM and IDEOC management and staff, ESFs and Reservists/Volunteers. Provides budgetary oversight ensuring adequate funding is provided to meet stated programmatic training and exercise goals and objectives. Monitors and oversees the promotion, execution, documentation and appropriate reporting of federal grant participation requirement training and exercise events. Facilitates a corrective action program for organization and process improvements based upon lessons learned and After Action Reports and Improvement Plans (AAR/IP) exercise activities. Serves as the State Training and Exercise Officer and official Federal Emergency Management Agency (FEMA) and federal point of contact (POC) for Idaho (at the Branch Chief’s discretion, this responsibility may be delegated to the Training and Exercise Section Chief).
6. State and Local Implementation Grant Program (SLIGP). Directs and oversees the SLIGP Program Manager responsible for outreach and education of the State and Local Implementation Grant Program (SLIGP) funded by the federal Department of Commerce (DOC). The intent of the SLIGP is to engage state, tribal and local public and private sector entities in the formative phase of the First Responder Network Authority (FirstNet) charged with constructing the first nationwide wireless broadband network dedicated to public safety. Shares responsibility with the IOEM Director and Senior Management to insure accurate grant reporting and expenditure accounting for the federal and state funds allocated to this program.
7. Idaho Emergency Operations Center (IDEOC). Directs and oversees the Idaho Emergency Operations Center (IDEOC) Program Coordinator to ensure that the IOEM is capable of providing 24/7 multi-agency coordination for incident management by activating and operating the IDEOC. Ensures that the IDEOC has the capability to provide multi-agency coordination (MAC) for a pre-planned or no-notice event on a 24/7 basis, including IDEOC activation, notification, staffing and demobilization; management, direction, control and coordination of response and recovery activities; coordination of efforts among interstate, intrastate and national governmental organizations; non-governmental organizations; private volunteer organizations and private business. Oversees coordination of public information, and warning and maintenance of information and communication necessary for coordinating multi-agency response and recovery activities. Ensures that IOEM Management and Staff, ESFs and Reservists/Volunteers are trained and exercised to effectively work in the IDEOC during a disaster or emergency.
8. IOEM Emergency Communications. Directs and oversees IOEM Interoperable Communications Program Manager to ensure the coordination, preparation and the maintenance or essential emergency capabilities for all IOEM communication plans, policies, equipment, and programs. Ensures that IOEM has operational communication capabilities for each of the IOEM mission areas (prevent, protect, respond, recover, and mitigate) for the State of Idaho. Ensures continuous coordination with the Federal Emergency Management Agency (FEMA) Region 10, neighboring state emergency management offices, superiors, sponsors, stakeholders and contractors to coordinate actions influencing IOEM projects with federal, state, county, local, and tribal stakeholders.
9. Hazardous Materials and Special Teams. Directs and oversees the Hazardous Material (HAZMAT) and Idaho Special Teams Program Manager to ensure the program provides Hazardous Material (HAZMAT) and Idaho Special Teams technical expertise to IOEM, and functions as the principal liaison and coordinator for the HAZMAT and Weapons of Mass Destruction (WMD) first responder Regional Response Teams (RRTs), the Regional Bomb Squads (RBSs), the Idaho Technical Rescue Teams (ITRTs), and the Idaho Incident Management and Support Team (IIMAST – Type III All-Hazard Incident Management Team). Manages the HAZMAT Duty Officer volunteer program. Manages the Hazardous Materials Emergency Grant Program (HMEP).
10. Statewide Interoperability Coordinator (SWIC). Directs and oversees the SWIC to ensure assistance if provided and support given to the State of Idaho in meeting the statutory intent of the Emergency Communications Act in accordance with Idaho Code, Title 31, Chapter 48. Ensures the SWIC facilitates and serves as a central interoperability coordination point for the State of Idaho and the Idaho Public Safety Communications Commission (IPSCC), Collaborates with State, Local, Tribal, and Territorial (SLTT) policy leaders as well as public safety stakeholders, and in coordination with stakeholders. Ensures the management of the Statewide Communications Interoperability Plan (SCIP), a strategic plan for interoperability that integrates all elements necessary to enhance state and county efforts to attain and/or enhance public safety communications interoperability. Ensures the Coordination with the State Administrative Agency (SAA) for state communication interoperability requirements per SAFECOM guidance, U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) requirements, Federal Emergency Management Administration (FEMA) Emergency Management Performance Grants (EMPG) and Homeland Security Grant Programs (HSGP), and other applicable FEMA Notice of Funding Opportunity (NOFO) grant requirements, and the functioning of the State Emergency Support Function (ESF-2) Coordinator for Communications.
11. Supervisory Duties. Provides leadership and supervision to assigned personnel and programs. Approves leave, work schedules and timesheets. Delegates authority to subordinate supervisors to manage programs and monitor employees in the accomplishment of work assignments. The incumbent is responsible for execution of directions by independently defining/formulating overall strategies, initiatives, goals and milestones. The purpose and extent of each contact is different; the role and authority of each party is identified and developed during the course of the contact.
WORKING CONDITIONS / PHYSICAL EFFORT: The majority of work is sedentary and performed in a professionally configured office environment. Work may require occasional lifting of items such as equipment or supplies up to 20 pounds. Work requires travel within the state, and will require additional travel outside of the state for conferences, training and field activities. Field activities may involve adverse or hazardous working conditions and outdoor exposure to weather extremes; long work hours; driving and walking over rough, uneven surfaces; standing, stooping, reaching; and the occasional lifting of moderately heavy items such as equipment or supplies up to 50 pounds. The incumbent provides a variety of records support functions; reviews and processes documents; determines and explains compliance with laws, rules, regulations and policies and takes appropriate action; maintains manuals and/or computerized records systems; performs related work and other duties as necessary, all with exceptional customer service.

Example of Duties
POST sets the standards for law enforcement employment, training, and certification for as many as 200 different criminal justice agencies. The Technical Records Specialist assigned to this unit is responsible for:
- Providing extensive customer service in person, over the phone, and through e-mail, explaining requirements, processes, and procedures.
- Collaborating with academy Training Coordinators and other POST staff to complete a successful academy.
- Reviewing, evaluating, approving, and processing records and/or documents for law enforcement recruit applicants.
- Scanning and indexing records for digital storage.
- Conducts involved searches which may require accessing and selecting multiple information sources or contact with clients, vendors, or outside sources to obtain information.
- Ordering office and academy supplies through multiple vendors.
Minimum Qualifications
Experience:
- Monitoring a records system to identify and correct errors.
- Researching a variety of sources to resolve problems.
- Interpreting, explaining and applying regulations, laws, or complex policies to carry out assignments.

• Employees serve an apprenticeship in which they receive on-the-job instruction, classroom training, or self-study courses

• Conduct routine inspections and field tests on construction and maintenance projects
• Conduct sample and routine material testing
• Perform entry-level traffic services activities such as striping and replacing and repairing traffic signs and posts
• This work involves physically demanding tasks such as clearing brush and lifting and carrying heavy objects
Work Environment
• This work involves working in all types of weather conditions, under hazardous conditions, on congested highways, around operating equipment and in a noisy environment
• Frequent travel to and from the work site with some overnight stay is required

• Some positions require employees to work with chemicals and toxic materials and incumbents will be required to undergo periodic biologic testing and pass medical tests while employed in these positions

This announcement will be used to fill a Transportation Technician Apprentice position in District 3, Garden City. The Transportation Technician Apprentice is a 3-5 year horizontal career path. Through on the job training, classroom training, achievement of team goals and agency goals, there will be opportunity to progress through a 3 Step program. After successful completion of each step, wages may increase as outlined below:
• Starting wage: $18.15 - 18.65
• Completion of Step One: $19.80

This position requires that you obtain a Class "A" Commercial Driver's License (CDL) within 60 days of hire as well as pre-employment and random drug and alcohol testing. • Employees serve an apprenticeship in which they receive on-the-job instruction, classroom training, or self-study courses
• Perform entry-level technical highway maintenance and engineering work; performs related work as required
• Operate a variety of power tools and light and heavy highway and construction equipment to maintain roadways, signs, bridges and other transportation facilities
• Conduct routine inspections and field tests on construction and maintenance projects
• Conduct sample and routine material testing
• Perform entry-level traffic services activities such as striping and replacing and repairing traffic signs and posts
• This work involves physically demanding tasks such as clearing brush and lifting and carrying heavy objects
Work Environment
• This work involves working in all types of weather conditions, under hazardous conditions, on congested highways, around operating equipment and in a noisy environment
• Frequent travel to and from the work site with some overnight stay is required

• Some positions require employees to work with chemicals and toxic materials and incumbents will be required to undergo periodic biologic testing and pass medical tests while employed in these positions

This position will investigate and ensure compliance with Medicare, Medicaid, and state licensure laws, regulations, and policies in matters related to health facilities meeting building codes, the number and quality of staff, related policies and procedures, and that quality health care is provided for the public.
