The duties of the position consist of the... following:

1. Mission Fulfillment. Performs a full range of highly responsible administrative functions as the leader of the Diversity, Equity and Inclusion Initiative for the Illinois Secretary of State’s Office.

· Develops and maintains a knowledge base, and serves as an organizational resource, on current trends in DEI, including community concerns and service delivery issues specific to Illinois.

· Consults with the Secretary and the Secretary’s Executive Team on matters related to the improvement of diversity and inclusion efforts at SOS, which encompasses developing, planning, organizing, executing, monitoring, and evaluating policy and programs designed to allow the ILSOS to become a leader in the recruitment of a diverse work force, and a beacon governmental agency with enlightened approaches to creating multi-culturally, inclusive workplaces.

· Designs and implements, in collaboration with other SOS leaders, programs that improve ILSOS services to minority populations and under-served communities.

· Evaluates annually all ILSOS operations, both programmatic and fiscal, in terms of SOS DEI goals and provides appropriate suggestions for improvement.

2. Training & Implementation.

· Develops evidence-based training and other tools for the recruitment of a diverse workforce for ILSOS, such as for example, and not limited to, advertisements and applications in other languages, and accommodations available to persons with disabilities.

· For ILSOS employees, develop annual training courses to build awareness, understanding and cultural competence which will both support employees in working together and in serving the increasingly diverse residents of State of Illinois.

3. Hiring and Promotion Policies.

· Lead the creation of goals, strategies and performance measures that yield more diverse talent acquisition at ILSOS. Review Hiring policies and practices to increase opportunities and access for diverse applicants at ILSOS.

· Liaisons with outside entities and groups to achieve the goal of diversity, equity and inclusion for ILSOS.

· Spearhead programs within ILSOS that develop leaders among all staff, and help retain diverse staff, such as the utilization of multi-cultural teams to drive deeper understanding and appreciation of cultural and other differences.

4. Data Benchmarking

· Annually benchmark and report on gains made by ILSOS in outreach, hiring, retention based on SOS diversity, equity and inclusion efforts.

· Benchmark other gains by SOS in enhanced service to dis-enfranchised locations, communities and/or groups.

5. Works with the Equal Employment Officer of the ILSOS

· To set goals and highlight accomplishments for ILSOS for all required EEO Reporting.
