ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

• Partnerships for Digital Development Department

• Digital Knowledge Hub Department
The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion and ecosystems, with the ultimate goal to 'leave no one behind'.
BACKGROUND INFORMATION
The rapid developments in Information and Communication Technologies (ICTs) have increased children’s opportunities to online access and the risks they are presented with. ITU has been engaging in efforts to better protect and empower children online for more than a decade, notably collaborating with 80 experts from different sectors, including government stakeholders, international organizations, NGOs, academia, and the private sector to create the ITU Guidelines on Child Online Protection. These guidelines are a comprehensive set of recommendations for all relevant stakeholders on how to contribute to the development of a safe and empowering online environment for children and young people.
To build on these guidelines and implement concrete projects in this space, in December 2020 ITU in collaboration with the National Cybersecurity Authority (NCA) of the Kingdom of Saudi Arabia a global program to "Create a Safe and Prosperous Cyberspace for Children". It aims to foster innovative policies, ensures upgrading of skills, promotes global dialogue and strengthens global efforts to implement the ITU Child Online Protection (COP) Guidelines. A key workstream in this project is capacity building, to ensure that all relevant participants are offered the awareness, knowledge, and skills to effectively create a safe and empowering online experience for children globally. These include children, parents, care takers, educators, social workers, ICT industry and policymakers.
TERMS OF REFERENCE
To design and illustrate child-friendly designs for online trainings, web app and other collaterals on Child Online Protection.
The expert is required to perform the following task: Develop illustrations with the following variations: a. Avatars with various ethnicity, gender, movements and facial expressions b. Elements of a city, map, and accessories (phones, laptops etc.) c. A selected number of animated GIFs d. Backgrounds
CONCRETE DELIVERABLES
Static and animated illustrations and their variations (background, colours, gender, ethnicity, abilities, facial expressions, cloths, accessorize etc...) for three trainings courses for children (ages 9-12, 13-15 and 16-18 years).
COMPETENCIES
Working knowledge of animation and illustration software i.e., Adobe Illustrator.
QUALIFICATIONS REQUIRED
Education: University degree in design, illustration, graphic and audio-visual arts, communications or a related field.
Experience: At least 3 years of progressively responsible experience in digital media development, graphic design, illustration, and animation.
Significant experience in productions for children and young people.
Experience in developing educational resources for children will be considered an asset.
Experience within the UN system will be considered an asset.
Languages: Knowledge of English at advanced level.

The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
TERMS OF REFERENCE
Under the supervision of the Project Manager in the ITU Regional Office for Africa for the ‘Project on Technical Assistance and Training to Uganda on National ICT Development Strategy’, and in close coordination with the Focal Point in the Ministry of ICT and National Guidance, Government of Uganda, the National Project Officer will perform the following duties:
• Support the coordination of project activities at the national level and the convening of national stakeholders for the implementation of the established project work plan and identified priorities.
• Support the development of project implementation plans for each stream of work in line with guidance from the project team.
• Identify and activate stakeholders towards the implementation of the project deliverables, and design and draft communication for outreach to the stakeholders and ensure follow up on work items.
• Assist the Project Manager in setting up face-to-face and virtual meetings with stakeholders with an aim to progress the activities as per the work plan, which includes, but not limited to: preparation of the draft agenda, maintaining contact lists for meetings, contacting participants, setup up virtual service when needed and testing the connections, and note taking during the meetings.
• Ensure that the project team is made aware of ongoing and planned activities at the national level where synergies with the project should be made and that completed work that has been undertaken under other projects and initiatives are referenced appropriately in project deliverables.
• Support the development of monitoring, evaluation and learning frameworks to ensure effective project progress assessment and report preparation and submission, and draft communication on project achievements and impact throughout the project.
• Work with the Project Manager to ensure that project steering committee recommendations are integrated into the work plan for implementation.
• Contribute to monitoring progress of all deliverables, and review their related implementation plans, progress reports, final reports and other data for clarity, consistency, and completeness.
• Support the maintenance of the knowledge repository for the project with the guidance of the Project Manager.
• Support the establishment of budget plans for each stream of work, identify cost estimates and work with the Project Manager to monitor the implementation of budgets and expenditures.
• Prepare projects proposals for Piloting in collaboration with Project Manager and national project team lead.
• Coordinate and support the engagement of experts and procurement of services required in the course of implementing the activities.
• Contribute to awareness raising on the project by preparing policy briefs and information material for advocacy and knowledge products (reports, presentations, web stories, etc.).
• Perform other duties and assignments as required in line with the focus of the project.
CONCRETE DELIVERABLES
• Completion of the deliverables for the project as mentioned above (plans prepared, stakeholder lists compiled and validated, meetings and consultations designed and held, outreach undertaken, reporting prepared and delivered, supporting document prepared).
• Gathering, compilation, analysis and presentation of data and information relevant to the duties and deliverables.
• Project reports, texts and presentations.
COMPETENCIES
Ability to establish priorities and efficient work plans. Excellent communication skills and ability to coordinate activities. Ability to communicate complex concepts orally and to prepare written material in a clear, concise, and meaningful manner. Good editing skills and ability to produce high quality reports and documentation in English. Experience in dealing with digital policy development and capacity development work within a public institution would be an advantage. Demonstrated project management skills in both private and public sector is required while an internationally recognized project management qualification is an advantage. Knowledge from working with international donor-funded projects is an added advantage.
QUALIFICATIONS REQUIRED
Education: University degree in computer science, information technology, telecommunications, business administration, law, social sciences, or a related field such as engineering OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above. An advanced degree would be an advantage.
Experience: Between three years and seven years of progressively responsible experience in the field of the post and in the telecom/ICT environment.
Languages: Knowledge of English at advanced level is required.
REMUNERATION INFORMATION
The salary will depend on the number of years of experience of the selected candidate.
ADDITIONAL INFORMATION
The Uganda Ministry of ICT and National Guidance is supported by ITU in implementing the ‘Technical Assistance and Training to Uganda on National ICT Development Strategy’ project. The project aims to support the development of the ICT sector in Uganda, contribute to its economic development and the reduction of poverty, while providing support to poverty alleviation activities in various forms. The project is framed under the Digital Uganda Vision framework and is designed in line with Uganda’s Digital Transformation Programme in the Third National Development Plan (NDPIII). As such, applying a three-pronged approach focused on the development of recommendations, capacity development and the implementation of pilot projects, the project will contribute towards the implementation of a digitally empowered society and knowledge economy and to transform Uganda into a digitally enabled society that is innovative, productive, and competitive. Through its interventions, the project further seeks to assist in the development of internet connectivity especially in rural areas, and the resiliency of such networks, and boost related opportunities to contribute to sustainable social and economic development. The project will also assist the Government of Uganda to review and strengthen the enabling ICT policy and regulatory environment and to contribute to making ICT services affordable and accessible for all Ugandans. To ensure sustainability, the project should be implemented in line with relevant ITU Recommendations and decisions.

COMPETENCIES
Ability to establish priorities and efficient work plans. Excellent communication skills and ability to coordinate activities. Ability to communicate complex concepts orally and to prepare written material in a clear, concise, and meaningful manner. Good editing skills and ability to produce high quality reports and documentation in English. Experience in dealing with digital policy development and capacity development work within a public institution would be an advantage. Demonstrated project management skills in both private and public sector is required while an internationally recognized project management qualification is an advantage. Knowledge from working with international donor-funded projects is an added advantage.
QUALIFICATIONS REQUIRED
Education: University degree in computer science, information technology, telecommunications, business administration, law, social sciences, or a related field such as engineering OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above. An advanced degree would be an advantage.
Experience: Between three years and seven years of progressively responsible experience in the field of the post and in the telecom/ICT environment.
Languages: Knowledge of English at advanced level is required.

The Uganda Ministry of ICT and National Guidance is supported by ITU in implementing the ‘Technical Assistance and Training to Uganda on National ICT Development Strategy’ project. The project aims to support the development of the ICT sector in Uganda, contribute to its economic development and the reduction of poverty, while providing support to poverty alleviation activities in various forms. The project is framed under the Digital Uganda Vision framework and is designed in line with Uganda’s Digital Transformation Programme in the Third National Development Plan (NDPIII). As such, applying a three-pronged approach focused on the development of recommendations, capacity development and the implementation of pilot projects, the project will contribute towards the implementation of a digitally empowered society and knowledge economy and to transform Uganda into a digitally enabled society that is innovative, productive, and competitive. Through its interventions, the project further seeks to assist in the development of internet connectivity especially in rural areas, and the resiliency of such networks, and boost related opportunities to contribute to sustainable social and economic development. The project will also assist the Government of Uganda to review and strengthen the enabling ICT policy and regulatory environment and to contribute to making ICT services affordable and accessible for all Ugandans. To ensure sustainability, the project should be implemented in line with relevant ITU Recommendations and decisions.

ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
• Office of the Deputy to the Director and Field Operations Coordination Department
• Partnerships for Digital Development Department
• Digital Networks & Society Department
• Digital Knowledge Hub Department
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. TERMS OF REFERENCE
Under the supervision of the Americas Regional Office and in coordination with the Thematic Priority of Digital Inclusion, the expert will perform the following tasks:
• Liaise with local tutors within each different local community from the Gran Chaco area, mainly in Argentina: Departamentos Mataco y Bermejo de la provincia de Formosa, Paraguay: Departamento Presidente Hayes, and Bolivia: Departamento Tarija as to facilitate social and cultural integration of youth within project activities.
• Coordinate the delivery of digital and soft skills training by local tutors for young people from the benefitted communities, aiming at building professional skills, in close coordination with the ITU team and project consultants.
• Provide feedback on the different operational needs of the benefitted youth from the local communities for the effective delivery of capacity development activities in the Gran Chaco area, considering technical and social aspects.
• Assist in identifying the challenges and opportunities for young entrepreneurship and innovation by understanding ICT and digital skills needs in the Gran Chaco region.
• Support and contribute to the development of digital campaign to raise awareness about ICT studies and career opportunities.
• Perform other tasks as required.
CONCRETE DELIVERABLES
• Monthly report on the activities performed by local tutors in accordance with the tasks described above.
• Final report including challenges and opportunities at the end of the contract.
