The music director The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.1 General. The music director shall be responsible for the completion of all services outlined in this PWS in accordance with Department of Defense, United States Air Force, Air Combat Command (ACC), 23d Wing, 23d Wing Chaplain (23d WG/HC), regulations... policies, instructions, and laws. The music director shall plan, organize, and coordinate music selections for the Catholic community with assistance from the Catholic Priest. Governing guidance comes from DoD, AF, and Air Force Chaplain Corps directives, policies and instructions as applicable.
1.2 Location. 23d WG, ACC, 23d WG/HC, 5120 Austin Ellipse, Moody AFB GA 31699-1501 1.3 Description of Work. The music director shall furnish all personnel, transportation and services necessary for weekend worship services.
1.4 Hours of Work. The music director shall provide 2 hours weekly which includes one (1) hour for rehearsals and one (1) hour for performance. In addition to the weekly hours there may be times that a total of four (4) hours will be needed in the event there are special services that need musical support. The music director will perform at Sunday Mass and other Holy Days of Obligation as required. Mass will normally last one hour, but not more than an hour and a half.
1.5 QUALIFICATIONS AND EXPERIENCE
1.5.1 The music director shall be able to read music, teach vocal music part and harmony.
1.5.2 The music director shall be familiar with a wide range of Catholic music to include the traditional, contemporary and liturgical styles.
1.5.3 The music director shall have thorough knowledge of the Liturgical Theology and the Rites of the
Roman Catholic Church. The music director shall maintain a lifestyle consistent with Catholic principlesand the purpose of the Air Force Chaplaincy; which is to support the free exercise of religion.
1.5.4 The music director shall have two or more years of experience as a choir director or possess a degree in music and be able to demonstrate proficiency on piano, keyboard, or organ is preferred.
1.5.5 The music director shall furnish a resume showing all education and experience including
Professional references.
1.5.6 Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.
1.5.7 Maintain professional conduct and present self in a neat, clean and well-groomed manner.
1.5.8 Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.
1.5.9 The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for
Religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The music director must be able to work in an environment that accommodates all faith traditions but will not be required to perform duties that are incompatible with the Catholic faith or their professional role.
1.5.10 Music director shall provide information necessary for successful completion of a background investigation in accordance with Department of Defense Instruction (DODI 1402.5.
1.6 DUTY REQUIREMENTS
1.6.1 The music director shall provide weekly rehearsals for the choir and warm-up session prior to any Liturgical Celebrations to last at least one (1) hour in length.
1.6.2 The music director shall provide weekly performances during the Catholic Mass to last at least one (1) hour in length. The music director shall arrive at the chapel facilities at least 30 minutes prior to scheduled services.
1.6.2.1 The music director shall, in conjunction with weekly rehearsals and performances, support the following special services to include rehearsal time.
1.6.2.2 New Year’s Day, Ash Wednesday, Holy Thursday, Good Friday, Easter Vigil, Assumption, All Saints Day, Immaculate Conception, Christmas Eve Masses, Confirmation, Advent and Lenten Communal Reconciliation Services and additional services may also be deemed necessary by Catholic Priest.
1.6.3 The music director shall provide/maintain a monthly schedule of music selections for coordination and approval by the Catholic Priest at least one (1) month in advance.
1.6.4 The music director shall coordinate all special music to be performed at each service with the Catholic Priest. This includes solos, duets, adult choir, children’s choir, guest choirs, and guest musicians.
1.6.5 The music director shall identify, submit, and coordinate Chapel Tithes and Offering Fund (CTOF) budget requests to support the music program to the Catholic Priest. The music director will purchase approved items in accordance with local operating procedures.
2.0 GENERAL RESPONSIBILITES
2.1 The music director shall coordinate with the Catholic Musician for all liturgical celebrations
2.2 The music director shall ensure all audio/visual equipment (microphones, stands etc.) are setup and tested prior to each performance.
2.3 The music director shall monitor the condition of choir equipment and advise the Superintendent, Chapel Operations of any problems or needs.
2.4 The music director shall ensure the choir area is left clean after use by removing audio/visual equipment and restoring area to original configuration.
2.5 The music director shall submit facility requests as required for rehearsals and special services.
2.6 The music director shall open and secure the chapel facility used for choir activities when chapel staff members are not on duty as well as be responsible for the cleanliness of all facilities utilized in conjunction with the program/event.
2.7 The music director shall maintain familiarity with current trends in worship.
2.8 The music director shall participate in at least one continuing education or professional development event each year, when appropriated funds or Chapel Tithes and Offering Funds (CTOF) are available.
2.9 The Wing Chaplain or designee (Superintendent, Chapel Operations), will monitor and inspect the music director’s performance.

1.1 The Government requires a Catholic Music Director Services in support of military religious and worship activities. The Music director shall provide support to the Religious Support Office (RSO), Chaplains, and Religious Affairs Specialists for Department of the Army (DA).

1.2 The music director shall facilitate the communal, public worship life enhancing full and active participation of the assembly/congregation by planning, administering, and evaluating quality musical experiences in cooperation with musical and ministries, in collaboration with all Religious Denomination Chaplains, Chaplain Staff, Religious Affairs Specialists, and Civilian workforce.

2.0 SCOPE OF WORK.

2.1 This is a Non-Personal Services Contract with the Fort Campbell, KY Religious Support Office (RSO) for the music director to perform tasks, and provide deliverables, identified herein. This PWS defines the requirements/deliverables of the music director; ensuring the individual Free Exercise of Religion for military personnel, family members, and authorized personnel; a statutory requirement under USC Title X.

2.2 This contract does not create an employer-employee relationship between the Government and Music director, as well as any corporation, partnership, business association, other party or legal entity with which the Music director may be associated. The Government assumes no responsibility for costs incurred for services performed by the Music director that are not included in this contract. There are no provisions for lodging, employee benefits, medical care, retirement, or Workmen's Compensation Insurance. Payment will be made monthly on a per service basis.

2.3 The Music director shall provide support for those services for which no Unit Ministry Team (UMT) members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians, and volunteers can provide. The contract cannot duplicate duties required or provided by these entities, as contracted services are an exception to policy.

2.4 This contract is not a fulltime position with a standard 9:00 AM to 5:00 PM, Monday through Friday-type work environment. Workdays and hours may vary according to the approved Calendar of Events, tasks outlined in the CLINs, and the time of meetings. Many of the tasks will require holiday, evening, and weekend hours.

2.5 No UMT member, military member, DA Civilian, fellow music director, or volunteer can supervise or direct the Music director or control the method by which he/she performs the required tasks. Under no circumstances shall a work schedule be prepared for the Music director or the impression be given that the Music director is an employee of the Government. It is the responsibility of the Music director to guard against any actions that are of the nature of personal services, give the impression of personal services, or portray his/her position as that of an employee.

2.6 Under no circumstances shall a Music director provide direction to a Religious Affairs Specialist (RAS), general military member, a DA Civilian, fellow music director, or volunteer, nor shall he/she represent in an official capacity of the Federal Government, U.S. Army or Air Force or the local congregation that the contract supports.

3.0 PERIOD OF PERFORMANCE. The Government contemplates a five-year contract consisting of a

12-month base plus four 12-month optional periods of performance.

4.0 PLACE OF PERFORMANCE.

4.1 Place of Performance is at Government facility, Fort Campbell, KY.

5.0 REQUIREMENTS (TASKS).

5.1 General. (Tasks common to the below enumerated tasks/CLINs)

5.1.1 Music director shall attend planning and coordination meetings and provide necessary musical

input for services.

5.1.2 Music director personnel shall regard personal information on all applicants, volunteers, and

participants as confidential. Music director shall comply with all privacy and confidentiality laws and

regulations. As required by public laws and military regulations, the Music director shall divulge

information of illegal activities to the proper authorities.

5.1.3 The Music director personnel shall present a neat, well-groomed appearance appropriate for

religious worship services and other activities identified in this PWS while performing under this

contract.

5.1.4 Music director personnel shall behave in a professional manner befitting US military religious

support activities. Music director personnel shall demonstrate dignity and respect, keeping in

harmony with the values and norms of the Army Chaplain Corps. Music director personnel shall

refrain from using offensive language such as swearing, cursing, disparaging language, and other

such communications.

5.1.5 Music director shall develop and deliver annual musical calendar, plans services in consultation

with Chaplains and Religious Education Coordinators.

5.1.6 Music director shall provide general guidance in matters of music.

5.1.6.1 Music director shall coordinate and coach all persons involved with music ministry.

5.1.6.2 Music director keeps abreast of developments in musical trends, while maintaining a

substantial level of doctrine, in music, in conjunction with Army Chaplaincy policy.

5.1.6.3 Music director shall assist musicians in improving existing musical skills and

proficiency.

5.1.6.4 Prepare and use digital worship music software (ex. Proclaim/PowerPoint/CCLI)

music slides if required for service. If special music is required to be printed in bulletin or

insert, provide a digital copy of the text for any selected songs at least four (4) duty days

prior to performance.

5.1.6.4.1 Maintains a digital music library with current resource material

5.1.6.4.2 Music director shall comply with all copyright law

5.2 Catholic Service Musician (1000, and 1300 Sunday at Soldiers Chapel)

5.2.1 Task 1 (CLIN 1 Catholic Worship Service). The length of a Mass is one (1) hour.

5.2.1.1 Music director shall meet with the Catholic Pastoral team to identify the Government’s

music requirements for scheduled worship services. Music director shall select music

appropriate to the worship service and provide creative planning for the services in order to

prepare a worship set that is consistent with the common practice and theology of the

service and select music in keeping with the theme of the worship service, event, or

ceremony.

5.2.1.2 The Music director will provide music selections to the Chaplain Sponsor in time to be

added to the presentation software for the services as needed.

5.2.1.3 The Music director shall provide appropriate musical support during designated worship

services. The purpose of the Music director is to provide music and choral performances to

assist the congregation in worship.

5.2.1.4 The Music director shall provide a prelude (at least 15 minutes prior to the service) and

postlude (at least 5 minutes after the service) in consultation with the military Chaplain or

designated representative.

5.2.1.5 The Music Director shall lead the congregation: singing of hymns, chorus, spiritual

songs, and special music that enhances the atmosphere of worship for the particular

congregation. The Music director will coordinate with the instrumentalist to adjust tempo and

style of musical arrangements to enhance the congregation’s ability to participate in

worship through the singing of hymns, choruses, and spiritual songs.

5.2.1.6 Music director shall perform site preparation (set-up) and restoration (stowing musical

equipment or other activities necessary to return facility to pre-service configuration).

Music director shall arrive in sufficient time prior to the commencement of worship services to

prepare the facility for music performances.

5.2.2 Task 2 (CLIN 2 Catholic Rehearsal). Length of a Rehearsal is one (l) hour.

5.2.2.1 Music director shall schedule, coordinate, and conduct all rehearsals necessary to

prepare musicians and/or choirs for performances.

5.2.2.2 Music director shall provide musical direction to the musician(s) and/or choir for all

rehearsals, one hour each week, with the time and day to be determined by the Government

Catholic Chaplain.

6.0 Background Checks and Investigations: Contract personnel shall submit to and pass a thorough

Criminal History Background Check per Public Law 101-647, Section 231, Crime Control Act of

1990; DoD 1402.5, Criminal History background Checks on Individuals in Child Care Services, AFI

31-501 Background Checks/Investigations and 36 WG/HC OI 31-3, Background Investigation. The

background check will be coordinated by the Chaplain Division and includes an Installation Records

Check and a Child Care National Agency Check and Inquires.

6.1 Competency of Music director Personnel. All services under this contract are to be performed by an

adult. Applicants must be willing to undergo a background check. The Music director shall be fully

qualified to perform the required services without any supervision or direction by Government

Personnel.

1.2.3 Be able to work special rehearsals and/or services as authorized by the Catholic Chaplain or his designate; Catholic services consist of: Weekend Masses, 52 Rehearsals, 7 Holy Day worship services, 2 Christmas Masses,
2 Tridium worship service, 3 Holy Week services and 5 memorial/funeral services.
1.2.4 Submit purchase requests for music and/or equipment needed for the parish. In selecting each week’s songs, the musician will endeavor to blend musical styles as appropriate.
1.2.5 Assist in the development of a Catholic Liturgical Music Program encompassing the needs of the presider, musicians, cantors, choirs and congregation, as well as the Liturgy Commission.
1.2.6 Ensure arrival at least 30 minutes prior to each service and have a completed sound check at least 15
minutes prior to service start time.
1.2.7 Possess the ability to organize the chapel volunteer group of singers and/or musicians to provide worship music for the Catholic Parish.
1.2.8 Assist the Catholic Chaplain or his designate in drawing a written plan of music for the Liturgical Year,
including Holy Days and special celebrations.
1.2.9 Possess an ability to maintain healthy, functional interpersonal relationships with co-workers, parishioners and customers in a unique multi-cultural, multi-faith environment.
2.0 SERVICE SUMMARY

Qualifications

1.1 The qualified worship leader must provide at least three (3) professional references from within last three (3) years who can confirm the worship leader’s musical and personal excellence while serving as the primary worship leader... in a recurring worship service. Worship leaders without experience in a worship setting may be considered if the criteria for references and musical abilities can be met. Each reference shall also verify their own credibility as a professional worship leader, clergy, etc. in a recognized church setting or applicable setting.

1.2 Each worship leader shall be able to sight read music and demonstrate musical proficiency on the piano/keyboard, and for the electric organ if used as the primary instrument for leading worship.

1.3 Worship leader shall present a professional and neat appearance at all times and conduct shall not reflect discredit upon this installation or the Department of the Army.

2 SPECIFIC Tasks Worship leaders:

2.1 Worship services that require rehearsals will be predetermined by the Senior Chaplain for that location. In the event that a rehearsal is required, the worship leader shall be required to provide 60 minutes for music rehearsal prior to the worship service; prepare music for warm-up of choir/soloist voices to ensure readiness for worship service; play preludes, postludes, offertory music, accompany congregational singing and special music; provide cues for soloist or small groups in singing special music as needed; select music appropriate for church season or to support sermon topics, if requested, for each worship service in conjunction with the presiding Chaplain; and ensure that all music selections and mode of distribution/display comply with applicable copyright laws. Each liturgy/worship service or special event is estimated to last no longer than two (2) hours.

2.2 The worship leader shall have experience with and working knowledge of audiovisual equipment, to include sound board, laptop, and audio/video recording and editing equipment.

2.3 Worship and Worship Rehearsals: Accompany (play piano/organ/guitar/keyboard) or direct musical selections during designated regular worship services including accompany singing of hymns, choruses, and spiritual songs; choral responses, anthems, and special music that enhances the atmosphere of worship for the particular congregation. Accompany regular choir rehearsals: play the piano/organ/guitar/keyboard and/or direct accompaniment for choir/worship team rehearsals. Proficiency with the guitar is not required but is a plus.

2.4 All employees shall conduct themselves in an acceptable manner. Attitude, demeanor, dress, and relationships with the Chapel staff and members of the congregation shall reflect positively on the religious program.

2.5 Communicate with the chaplains, priests, song/worship leaders, and other worship leaders conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Chaplain/Pastor of the congregation or appropriate designated representative to select music in keeping with the theme of worship service.

2. 6 Select for choir/solo presentation music that enhances the atmosphere of worship for the particular congregation as directed by the Chaplain/Pastor.

2. 7 Coordinate and/or provide music for all services and adjust tempo and style of choir selections to enhance the congregation’s ability to participate in worship as directed by the Chaplain/Pastor.

2. 8 Provide music selections to the Chaplain/Pastor by the time designated for publication in worship service bulletins or worship slides.

2.9 worship leaders may be required to play at any Chapel on Fort Benning when directed by COR.

2. 10 Worship leaders shall be present at least 30 minutes prior to each Mass or Chapel Service and 15 minutes before each rehearsal. The worship leader shall not leave during the service unless the COR has approved of it.

2. 11 Worship leaders shall monitor all government provided instruments used by the worship leader and report requirements or repair or replacement to the COR or his designated representative.

1.0 DESCRIPTION...

1.1 REQUIREMENTS

1.1.1 Knowledge and ability to lead a variety of worship music styles including past and current hymns, praise, and worship songs, traditional and contemporary music styles.

1.1.2 Proficiency playing the piano, guitar, or comparable instrument (including singing) used in the leading of Contemporary worship services, and ability to read music and play by ear.

1.1.3 Experience leading worship in a church or chapel setting.

1.1.4 A church leader’s (or military chaplain’s) letter of recommendation regarding ability to lead worship

1.2 TASKS

1.2.1 Direct, plan, and lead music for the Contemporary service for as many as fifty-two (52) group

rehearsals/practices per year. Such rehearsals/practices shall be scheduled in coordination with the

Chaplain/COR. These sessions normally last no more than 120 minutes.

1.2.2 Direct music for the choir and congregational singing for fifty-two (52) regular services for the Contemporary service. A “regular service” is defined as a regularly scheduled religious event, such as weekly Sunday worship services that commences with an invocation/opening prayer and ends with a benediction/closing prayer. Such services normally last approximately 90 minutes.

1.2.3 Direct, plan, and lead music for no more than ten (10) special services group rehearsals/practices per year. A "special service" is any additional religious celebration that is not a regular service, as defined above. Such "special services" include but are not limited to special religious celebrations at Christmas, Easter, and other Christian holy days, memorial and funeral observances, and Command Religious Program functions. These special services normally last (ninety) 90 minutes. The officiating Chaplain/COR will provide the date and time of these special services to the Director.

1.2.4 Direct music for the choir and congregational singing for no more than ten (10) special services. A "special service" is any additional religious celebration that is not a regular service, as defined above. Such "special services" include but are not limited to special religious celebrations at Christmas, Easter, and other Christian holy days, memorial and funeral observances, and Command Religious Program functions. 1.2.5 Recruit and train a Praise Team (also called a “Worship Team” or “Choir”) consisting of a minimum of four volunteers. Prepare the choir to provide a weekly Choir Special as part of the weekly regular worship service and additional selections for special services as scheduled. Music Specials may include the entire choir, smaller ensembles, trios, duets, or solos. Periodically recruit additional volunteers for children and youth choirs as needed by the faith community.

1.2.6 Utilize music from Government supplied sources.

1.2.7 Submit necessary paperwork for the procurement of additional music, supplies, instruments or other items required for music program in a timely manner.

1.2.8 Schedule facilities with the Religious Program Specialist in support of music programs; and arrange for audio visual and other equipment as needed.

1.2.9 Maintain liaison with the Chaplain before, during and after all services, and be prepared to direct music for all planned musical selections in a professional and proficient manner as required.

1.2.10 Be present 20 minutes prior to the start of all services, remain in the Chapel for the duration of the service and notify the Chaplain prior to departure once the service has concluded. Both regular and special service commencement times are subject to unforeseen change and advance notice. The Chaplain/COR is responsible for ensuring the director receives at least 24-hours advance notice before such changes are made.

1.2.11 Perform all work at the Chapel or at suitable locations elsewhere on the camp assigned when such occasions may arise. The Chaplain/COR will be responsible for ensuring the accompanist receives at least (five) 5 days advance notice that his/her service is required at a location other than the Chapel.

1.2.12 Introduce new songs to the musician prior to introducing the songs to the choir and allow at least two (2) practices before any new song is performed during a regular or special service.

1.2.13 Maintain a record of music that has been played and sung by the choir with post-service notes.

1.2.14 Coordinate with the Religious Program Specialist to ensure that a sound/microphone check is completed prior to the beginning of a regular or special service.

1.2.15 Assist the substitute chaplain in the selection of music for all services when the Chaplain is absent.

1.2.16 Understand that musical services for events such as weddings are not considered ‘special services’ under this contract. Should the Director personnel perform services in support of that kind of event, any reimbursement must be negotiated between the interested parties and is not considered under this contract.

1.2.17 Maintain a professional attitude and be appropriately attired for religious services.

1.3 THE CHAPLAIN/COR WILL

1.3.1 Coordinate musical tempos and instrument volumes with the Director, if required for the service.

1.3.2 Coordinate with the Director and provide up to fourteen (14) days lead time for musical selections requiring advance preparation by the Director.

1.3.3 Provide information regarding routine music requirements and service schedules five (5) days prior to the event.

1.3.4 Provide notification of time and location changes at least twenty four (24) hours prior to the commencement of the service.

1.3.5 Provide to the Director all the necessary musical equipment (i.e. organ, piano, printed music, etc.) required by this contract in good working order and in a timely manner.

1.3.6 Coordinate and conduct all necessary practices, rehearsals and training within the guidelines of this contract.

1.3.7 Review performance of the Director and submit performance reports to COR or Contracting Officer.

2.0 LOCATION: The primary facilities for the services are at MCIPAC. The Director, upon assignment by the Contracting Officer’s Representative (COR), shall provide services at Camp Courtney, Okinawa, Japan.

Technical Certifications such as A+, Network+, Security+, etc. are strongly desired

Vendor Certifications such as Microsoft, Cisco, Meraki, Sophos, Watchguard, 3CX, etc are strongly desired. At least two are required.
Valid drivers license and functional/presentable vehicle required (mileage reimbursement provided)
Prior Managed Service Provider or multi-site/multi-company IT environment is required.
