Reporting to the Senior Vice President for Administration and Finance, the Executive Director of Human Resources is responsible for serving as the Chief Human Resources Officer for LaGuardia's full and part-time faculty and staff. The Executive Director plays a key role in defining the college's talent needs and conducts strategic analyses of current and future workforce/human resources needs. The Executive Director will ensure the college is able to attract and retain a large, diverse workforce through a combination of recruitment, professional development and "grow your own" strategies.
The Executive Director is responsible for designing and managing programs to orient new hires, provide professional development, and facilitate access to benefits for all college personnel. He/she/they develops communication that strengthens the connection between and among faculty and staff.
The Executive Director of HR is responsible for administering policies and procedures that ensure a supportive and inclusive environment. The Executive Director will be responsible for overseeing and directing all workforce matters pertaining to LaGuardia's faculty and staff including, but not limited to, Recruitment, Employment, Staff Development and Training, Employee Relations, Benefits, Time and Leave, Information Systems, Performance Management, Merit Recognition, Change Management, Strategic Planning, Succession Planning, and Compliance with all applicable Federal, State and Local employment laws, Board of Trustee By-Laws, CUNY Personnel Rules and Regulations and all applicable Collective Bargaining Agreements.
The Executive Director will also:
• Lead the HR Department in planning and achieving strategic HR goals and objectives and prioritize them consistent with the mission and vision of the College;
• Advise College leadership of all CUNY Human Resources policies, programs and practices, as directed by CUNY Central’s Office of Human Resources;
• Advise management on hiring practices, salary determinations, promotion criteria, reclassification criteria, and merit consideration to ensure compliance with University policy and contractual agreements;
• Provide leadership in an effort to enhance HR services by administering and institutionalizing College-wide policies, procedures, and practices and communicating them effectively to the College community;
• Implement best practices to align HR with organizational goals and objectives;
• Oversee disciplinary charges and specifications for classified staff and represent the College as the President's designee and/or Hearing Officer in classified staff Step 1 disciplinary actions and grievances;
• Liaise with the College's Legal Counsel & Labor Relations Director and Chief Diversity Officer and confer with the President, Vice Presidents, Deans, Directors and Department Chairs on personnel and labor relations matters and all efforts to encourage diversity, equal opportunity, and the fair and impartial treatment of all College employees;
• Enhance communication throughout the College by overseeing the updating of the HR website, employee handbooks and developing metrics to ensure that communication efforts are effective;
• Assist the President and the Vice President for Administration with special assignments.
QUALIFICATIONS
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Additional qualifications are defined below by the College.
OTHER QUALIFICATIONS
A Baccalaureate Degree in related field and ten (10) years of progressively responsible experience in HR required. Master's Degree in HR preferred. Candidate must have at least five (5) years of leadership experience. Must demonstrate excellent leadership, customer service and interpersonal skills. Strong investigatory skills and good communication skills (written and verbal) is required and the ability to resolve inquiries and complaints from employees, customers and regulatory agencies. The ability to work in a multicultural environment and experience in the public sector is required, and understanding of CUNY and the role of public higher education highly desirable. • CUNY Start may deliver instruction in multiple formats: in-person, online or as hybrid classes that are both online and in-person. Part-time ESOL Instructors
LaGuardia Community College’s Center for Immigrant Education and Training (CIET) seeks dynamic and innovative part-time ESOL instructors for its evening program.
Responsibilities of this position will include:
• Teaching approximately 9 hours per week in an ESOL program 6:00-9:00 pm (M/T/W)
or Teaching approximately 9 hours per week in an ESOL program 6:30-9:30 pm (T/W/TH)
• Creating a communicative classroom environment for immigrant English language learner adults;
• Leading students in contextualized ESOL lessons around such themes as college transitions, career planning, civic engagement, immigration issues, and job readiness.
• Attending RAEN approved professional development workshops.
• Tracking student progress/ attendance and assisting the program with all required documentation;
• Other related tasks, as necessary.
• This part-time position will be at an estimated salary of $40 per hour.
Requirements:
• Bachelor’s degree, plus a recognized TESOL certification or MA TESOL course work required.
• Relevant and significant high-intermediate ESOL teaching experience required.
