JOB GOAL
To serve as an administrative officer providing support and direction to the Superintendent in the area of budgeting, accounting, and fiscal affairs of the district in a legal and efficient manner while protecting the fiscal integrity of the district.
MINIMUM QUALIFICATIONS:
1. Master’s or higher from an accredited educational institution in Accounting, Business,
Business Administration, or Finance, and five (5) years of progressively responsible experience in business and/or finance.
2. Bachelor’s in Accounting, Business, Business Administration, or Finance and eight (8) years of progressively responsible experience in business or finance.
3. Experience must include at least two years of supervision of ten or more employees and progressively increasing leadership responsibilities.
Preferred Qualifications:
4. Current Florida CPA License; and
5. Accounting or finance experience in the education or public sector.
DUTIES AND RESPONSIBILITIES
NOTE: The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
1. Maintain current knowledge of governmental accounting standards, Florida school law, and State Board of Education regulations.
2. Provide information to the Superintendent and Board on the financial status of the district and the wise use of its resources through sound business management practices.
3. Keep abreast of legal requirements and proposed changes in areas of responsibility and provide advice to the Superintendent as to their impact on the district.
4. Keep abreast of banking regulations as it relates to investments.
5. Responsible for the overall direction, coordination, and evaluation of staff responsible for budget, finance, accounting, and staffing services.
6. Direct and oversee the annual budget preparation, including the collection and dissemination of available.
7. Data for budget development and resource allocation, and communication of budget information to the public.
'8. Periodically develop and disseminate forecasts of expenditures versus budgetary allocations.
9. Coordinate, manage, and oversee the district’s fiscal affairs, including budget development, financial planning and reporting, and other financial management programs.
10. Review and monitor financial accounting and reporting activities, including the preparation and maintenance of financial records both for internal management use and for state and federal requirements.
11. Supervises the functions of budget control and management.
12. Supervises the preparation of a monthly financial statement to the Superintendent and Board.
13. Supervises the preparation of financial components of grant applications.
14. Supervises preparation of the Annual Financial Report in accordance with generally accepted accounting principles.
15. Supervises preparation and submission of required reports to the Florida Department of Education.
16. Coordinates preparation of required financial schedules for the school board’s annual financial statements and single audits performed by external auditors and the Auditor General.
17. Oversees the accounts payable function, including the examination, processing and presenting the payment for all school board invoices.
18. Establishes and maintains effective and sound internal controls for all aspects of cash receipts, investment activities, accounts payable, accounting, and reporting functions; oversees long- and short-term cash projections and cash management activities.
19. Ensures compliance with legal requirements of budget advertising and hearing rules and regulations.
20. Prepares recommendations for school board meeting agendas and attends school board meetings.
21. Monitor proposed state and federal legislation relating to financial services.
22. Participate in the collective bargaining process to determine the fiscal impact on district resources.
23. Assist the Superintendent in all financial and business responsibilities and duties as outlined in Section 1001.50; Florida Statutes.
24. Serve on the Superintendent’s Leadership Team.
25. Maintain communication with the Department of Education and appropriate organizations and associations regarding the financial impact of proposed legislation on the local school district.
26. Coordinate and manage the accounting function, ensuring that the District derives maximum benefit from the judicious management of all funds (operating, debt service, capital improvement, special revenue, and internal).
27. Assist with the review of charter school proposals.
28. Exercise proactive leadership in promoting the vision and mission of the District.
29. Perform other related duties as assigned.
PHYSICAL DEMAND CLASS:
Sedentary Light (SL) - Occasional lifting and carrying of objects weighing 0 pounds or less. Infrequent lifting and carrying of objects weighing 11-20 pounds. Occasional walking and or standing may be required. Other physical activities include, but are not limited to, sitting, climbing, balancing, bending, stooping, kneeling, crouching, crawling, twisting, reaching, grasping, repetitive motion, hearing acuity, and visual acuity.
EVALUATION:
The performance of this job will be evaluated in accordance with provisions of the Board’s policy on the evaluation of personnel.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of work year and hours of employment shall be those established by the District and communicated clearly.
