The Accommodation Support Team is responsible for sourcing permanent and temporary accommodation, furniture, logistics and routine support across the US. We are recruiting new desk officers to complete our remodelled team to deliver accommodation support services. This is an exciting opportunity to make a real impact to the delivery of accommodation support to personnel and their families living in some 30 States.

We are looking for highly motivated individuals who have a real passion for service delivery and attention to detail. Applicants should be able to operate comfortably in a high-paced environment, have good communications skills and be able to think innovatively and creatively. Whilst experience in a housing sector would be advantageous, it is not essential; applications from candidates with transferrable skills are welcomed. Roles and responsibilities:
• Support the delivery of all UK Ministry of Defence accommodation services for personnel posted across the United States.
• Act as the initial customer contact point for accommodation and furniture linked enquiries ensuring the timely resolution of requests.
• Source properties to lease in the local DC, MD, VA (DMV) area, and support customers in self-sourcing properties in the wider Network, including policy advice and lease approvals.
• Allocate furniture to customers within the specified locations, ensuring timely delivery upon arrival and successful pick-up upon departure of personnel.
• Maintain an up-to-date inventory of all furniture stock within outlined databases. Support the Accommodation Manager in the minimisation of stock holdings and management of supply risk.
• Liaise with the Embassy Finance Team to arrange timely payments of any accommodation-related expenses.
• Place purchase orders with vendors, monitor status, requisition, and receive goods and services accurately and efficiently in specified accounting systems.
• Maintain up-to-date records on financial systems and ensure data accuracy and compliance with MOD policies.
• Conduct March-Ins and March-Outs with local DC, MD, VA (DMV) area-based personnel, supporting with resolution of any landlord disputes, and managing the process for the return of security deposits.
• Arrange temporary accommodation for entitled incoming personnel ensuring a cost effect solution.
• Assist with the upkeep and management of all records and management information.

Essential qualifications, skills and experience:
• Strong interpersonal skills, including the ability to be professional, confident, courteous, and deal with a wide range of colleagues.

The Roles

DIO Estates currently have vacancies for chartered surveyors to work within different divisions of the department.

We are seeking individuals with knowledge and experience in any of the below areas:
• Commercial Real Estate Management or Rural Estate Management, including lease management for lettings and hirings.

• Land and Property disposal programmes working closely with other Govt Depts, Planning Authorities and Development partners.

DIO Business Area Estates

The Defence estate is one of the largest landholdings in the UK and covers an estimated 1.8% of the UK land mass (200,000+ ha). This is complemented by a significant UK Defence presence overseas.

Estates are the in-house real estate team within the DIO (part of the UK Ministry of Defence) supporting infrastructure needs across a high-profile Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of property professionals to provide in-depth advice to our Military customers.

The Teams

Land Management Services (LMS) are an in-house consultancy team providing a full range of surveying and estate management services to the MOD. These include lettings, acquisition of leases, lease management, Landlord & Tenant (MOD both as Landlord - lettings & Tenant - hirings), rent reviews, lease renewals/expiries and general property related advice to protect MOD interests. LMS also undertake a wide range of stakeholder engagement with local authorities, other government departments and special interest groups as well as providing support and subject matter expert (SME) advice for parliamentary business.

Acquisitions and Disposals (A&D) is the in-house Estates team responsible for disposing of all surplus MOD land and property to realise capital receipts for re-investment in the retained MOD estate. The team manages an extensive pipeline of sites for disposal supporting major infrastructure programmes. The team also acquire land and property for MOD projects when required.

The Major Projects Team sit within A&D and have a somewhat unique position and opportunity of redefining former major barracks and airfields into large new civilian communities. The team promote the former MOD sites through the entire town planning process, working in close engagement with regional and local stakeholders to design large mixed use redevelopment schemes that are of local and regional significance. The schemes provide new homes, community facilities, schools, leisure and employment land, delivered over a period of 10-15 years. The team are able to work on these sites through all stages of design and into delivery, procuring and setting up development management agreements with industry partners and investors and playing a first-hand role in all aspects of delivery. Dealing with Property matters, and Estates is the backbone of what we do, but delivering legacy and long-term regeneration value is what drives us and is the core of what we really do.

Main Responsibilities

All Senior Surveyor roles within Estates oversee and manage a wide range of programmes and services alongside the provision of subject matter expert advice and communications with all key stakeholders.

The Key activities for the roles within the different divisions are:

Land Management Services Commercial or Rural: All aspects of either commercial real estate management or rural estate management, carrying out the diligence on the legal, financial, and reputational risks on MOD land, Liaison with military Heads of Establishment to deliver professional advice to enable military outputs, Lease management, for both lettings (MOD as Landlord) and hirings (MOD as tenant), Negotiation and management of other property agreements , Acquisition and negotiation of new hirings to meet military requirements.

Acquisition and Disposals: Managing disposal projects from inception through to completion. Working with our experienced technical supplier teams to secure the best planning and disposal strategies and taking each sale through vacation and into disposal.

Major Disposal Projects: Working with private sector development partners to deliver large scale regeneration projects on former MOD sites. Designing the annual business plans and working alongside partners on funding and disposal strategies across a variety of land uses. Reviewing proposals across all areas of project delivery, concluding the various sales and other transactional agreements.

Location

DIO Estates are based across the UK within the following regions: London, Southeast, Southwest, West Midlands, East of England, Yorkshire and Humber, Scotland, Wales and Northern Ireland.

Our UK DIO Offices are spread throughout the country, with our main locations based at Andover, Wyton, Catterick, Portsmouth, Donnington, Plymouth, Sandhurst and Rosyth. Smaller DIO sites are also spread throughout the country.

All sites will be considered whilst ensuring the location of the successful candidate can still meet the business and travel requirements of the role.

We are offering a flexible base location(s) for these roles, and we will endeavour to make one of our DIO Offices your duty station. The roles will have regional responsibilities and therefore the office location would need to meet the travel requirements of the role. The successful candidate will be expected to regularly attend their chosen office location and will involve weekly attendance to the office for face-to-face meetings and collaboration. If travelling outside your base location for duty reasons, you will have access to flights, hire cars, rail tickets and overnight accommodation. You can also claim 45 pence per mile should you choose to use your own vehicle for business travel.

This Higher Executive Officer role would play a key part within the team where you will be able to make a real contribution to the work of the Army Headquarters. A HEO within the Capability Safety Development Team will:
• Lead and own the 2nd Line assurance of army capability safety prior to acceptance into Field Army (FdArmy)
• Act as the focal point for all Safety related issues relating to the Safety Delivery teams Capability portfolio
• Ensure, as far as possible, that safety decisions are informed by the appropriate level of competence, to include input from the user and maintainer community.
• Attend Safety & Environmental Panels where the severity of risk identifies a specific issue
• Conduct assurance of Army capability associated to the Safety Delivery Teams portfolio, ensuring legislative, regulatory and policy compliance of Capability Safety management.
• Provide advice on the development of capability safe to operate and safely operated safety claims.
• Provide support to Hazard Log development
• Submit written reports (artefacts) into sharepoint demonstrating work carried out in support of Army capability delivery teams. This links to our tool to develop power BI outputs.
• Ability to make clear logical judgements based upon proportionality of detail required and time available to spend on the project/acquisition.
