The history of the fire and rescue service in Montgomery County can be traced back to the 1870s, when residents started their own volunteer fire departments to handle the needs of the local community. In the early 1900s, several communities began creating their own volunteer fire departments, some of which still exist to this day. In 1988, the local fire/rescue employees became County employees, subject to the merit system principles of Montgomery County. In 2004, the County Council passed Bill Number 36-03, amending Montgomery County Code to unify the County's local fire rescue (LFRD) and career fire departments, and created a uniformed, career Fire Chief position, with full authority over all fire, rescue, and emergency medical services in the County, including those provided by the LFRDs.

The Fire Chief is responsible for planning, directing, reviewing, and leading the outreach and education activities and operations of the entire Montgomery County Fire and Rescue Service. The Chief must be able to work closely with elected leaders, other public safety entities, and key stakeholders to create and maintain sustainable partnerships and advocate for departmental resources to ensure excellence in service delivery. The Chief works collaboratively with the International Association of Fire Fighters #1664, the Montgomery County Volunteer Fire & Rescue Association, and the Montgomery County Government Employees Organization, as well as the Fire and Emergency Services Commission to fulfill this mission.

Today, there are 35 fire and 2 rescue stations serving one of the most diverse counties in the US, with approximately 1,250 career fire/medical personnel, 100 administrative/professional staff, and 1,400 additional volunteer fire/medical personnel from 19 LFRDs comprising a world class, all-hazards fire and rescue service. In 2023, there were more than 132,000 dispatched calls for service, of which 78% were emergency medical calls. The total approved FY 2023 Operating Budget for the Fire and Rescue Service was $252,665,621. Personnel costs comprise 82 percent of the budget for 1,352 FTEs. The Montgomery County Fire and Rescue Service has been accredited by the Commission on Fire Accreditation International (CFAI) since 2007.

THE IDEAL CANDIDATE

The candidate's background and experience should include strong and effective leadership in a large, complex, urban, multi-station fire and rescue service where all aspects of modern firefighting and emergency medical services responses are encountered. A demonstrated managerial and supervisory role in a combination (career and volunteer) department is ideal. Although the venue of a candidate's experience will be considered, key criteria for selection will be a demonstrated track record of integrity and excellence in leading a learning organization, establishing trust and leading high-performing teams, and a commitment to service and building relationships.

Leading the Montgomery County Fire and Rescue Service (MCFRS) requires an innovative and visionary Fire Chief, capable of understanding modern fire, EMS, risk reduction, and all-hazards practices, and the need to use data for problem solving and assessing community risk and vulnerabilities. The ideal candidate will need a strong work ethic and passion for emergency services, with the ability to focus attention while establishing direction, gaining commitment, and motivating the organization. One should also be comfortable when experiencing conflicting and opposing viewpoints, as well as strongly advocated goals and objectives. This feedback may come from County officials, labor groups, community organizations, and well-established public policy advocacy groups. The Fire Chief should be agile in evaluating suitable alternatives, building consensus, and developing appropriate solutions to foster outcomes that support the vision of a more equitable and inclusive Montgomery County.

EDUCATION / EXPERIENCE

Experience: Extensive (seven (7) years) experience in fire and rescue management, operations, and intergovernmental disaster management, with at least four (4) years in a managerial or supervisory capacity, which included responsibility for fund and budget administration, program planning, implementation and administration.

Preferred candidates will have professional experience in a comparable jurisdiction and prior experience as a Fire Chief, Assistant Chief, or Division/Deputy Chief.

Education: A master’s degree from an accredited college or university in Fire Science, Fire Administration, Fire Protection Engineering, Public Administration, or a related field.

Equivalency: An equivalent combination of education and experience may be substituted.

DEP is seeking to fill a Manager III (Section Chief) position to lead the Planning, Design, Construction and Monitoring Section within the Recycling and Resource Management Division.

This position will lead a team of planners and engineers in the section and will be responsible for planning, management, and implementation of large, complex construction projects for the Division’s capital improvement project programs, operational facilities upgrades, and landfill remediation projects. This Manager III will be responsible for implementing projects to improve the County’s Solid Waste infrastructure and meet the County’s Permits and Remediation Requirements. As such, this individual will coordinate with engineering consultants, construction contractors, permitting agencies, and construction quality control. The Manager III will also be responsible for overseeing the planning, design, and implementation of capital and non-capital projects of $70 - $100 million or more from FY23 through FY27. Some projects include but is not limited to:
• Gude Landfill Remediation: projected to be a 7-year project starting around October 2022.
• Gude Landfill solar project: to be done after the remediation is complete
• Oaks Landfill solar project
• Material Recovery Facility upgrade
• A compost facility to process food scraps
• Transfer Station modifications to allow top loading of tractor trailer or building a new transfer station
• Transfer Station redesign to incorporate new Zero Waste initiatives or building a new residential drop-off center offsite
• New scales and scale house for Transfer station
• 30-year Post closure monitoring and repairs for Oaks and Gude landfill

Key responsibilities include, but are not limited to the following:
• Manage CIP design activities and serve as the Contract Administrator responsible for supervising staff activities related to CIP design, permitting and planning such as design engineer contract management and administration; quality assurance to ensure engineer’s compliance with contractual requirements; budget control; schedule control; and conformance with regulatory and permitting requirements. Additionally, the position reviews/verifies/accepts engineers’ work; reviews and approves invoices; resolves engineering issues as the technical authority; and negotiates and authorizes additional work order changes in the best interest of the County.

• Explore solid waste industry technology advances and innovative ideas, work in conjunction with the other Manager III’s in the Division to identify processes where new technologies can be implemented and that can lead to gains in productivity and efficiencies, and propose, design, plan and implement CIP projects that can achieve positive sustainable outcomes (i.e., infrastructure needed for the conversion of diesel curbside collection vehicles into electrical vehicles).
• Prepare and manage the budget of $70 - $100 million or more; coordinating with other sections in department and Senior Accountant; and monitoring CIP expenditures versus budget.
• Supervise and oversee Design Project Managers (Engineers); Planners (Planning Specialists); Construction Project Managers (Engineers); and Maintenance Engineers.
• Develop contractual documents including Requests for Proposals, bid packages for Invitations for Bids, Engineering and Construction Task Orders, Scopes of Services, contracts, and amendments, as well as negotiating or directing the negotiations of contracts, task orders, changes and other contractual documents with contractors, consultant engineers and other firms.

WHAT WE ARE LOOKING FOR:
• Experience applying the principles, practices, requirements, systems, procedures and methods appropriate to construction management, contract administration, budget and financial management and human resources management.
• Experience with complex engineering requirements affecting construction of waste and recycling facilities or landfill remediation.
• Ability to control large scale critical assignments through program/project planning techniques.
• Ability to plan, direct and supervise the work of subordinate professional, administrative, and/or labor/trades personnel.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to travel frequently to worksites in order to inspect and oversee construction jobsites as well as meet with contracting staff, and attend meetings and perform other work at various locations throughout Montgomery County.

Occasional evening or weekend work is required.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

The Montgomery County Fire and Rescue Service (MCFRS) Fleet Operations , with the Division of Support Services, inspects, maintains, and repairs fire and rescue apparatus and ensures compliance with local, state, and federal requirements. The fleet is comprised of nearly 300 heavy, medium, and light duty vehicles including pumpers, aerials, rescue squads, and ambulances. The department is seeking to fill the position of Emergency Vehicle Mechanic Technicians.

The Emergency Vehicle Mechanic Technicians will be responsible for performing inspections, testing, maintenance, and repairs of a variety of specialized medium- and heavy-duty fire and emergency medical services apparatus. These vehicles include heavy rescue squads, pumpers, tankers, aerial ladders, ambulances, and specialized evacuation and mass casualty apparatus.

Examples Of Responsibilities Include, But Are Not Limited To
• Ensuring the mechanical and performance safety of emergency fire and rescue vehicles;
• Performing inspections, lubrications, fluid changes and component adjustments and other routine maintenance work on equipment and vehicles related to Preventive Maintenance (PM) processes;

The position is located at a warehouse-type facility located in Rockville, MD. The work is performed in all seasons, regardless of weather, indoors and outdoors, with exposure to environmental factors found in a warehouse and automotive shop. In addition, employees must be able to lift and carry up to 100 pounds and occasionally in excess of 100 pounds. Strict adherence to safety precautions and procedures, and the use of appropriate PPE (PPE Personal Protective Equipment) and protective devices will be required at all times. Selected employees will be required to work outside of normal business hours, either during the traditional second shift, (i.e. later afternoon/evening and/or on-call during nights and weekends).

Job Description:

A progressive At-Large Montgomery County, MD Councilmember seeks an energetic individual to serve as Special Assistant (Public Administration Associate).

The ideal candidate will have organizational abilities to track and schedule meeting requests, experience organizing successful events, and a passion for making positive change in Montgomery County. Responsibilities include helping residents with housing needs, following-up with county agencies and scheduling meetings for an active elected official.

Duties include maintaining Councilmember’s calendar; researching and responding to inquiries from constituents, advocacy groups, and County government officials and business organizations; assuring quality, completeness, and timeliness of correspondence and reports.

Minimum Qualifications:
• Experience: Two (2) years of experience as a Truck Driver Helper/Warehouse Worker with Alcohol Beverage Services, or two (2) years of experience driving and delivering in the industrial or commercial supply industry.
• Education: Ability to read and write in English and compute order adjustments.
• Physical Ability: Ability to move by lifting, pushing, or rolling, objects weighing up to and including one hundred-sixty (160) pounds.
• License: Possession and maintenance at all times of a valid Class B or Class A Commercial Driver's License (CDL) from the applicant's state of residence.
