Department Overview:

The Department of Natural Resources and Conservation’s (DNRC) mission is to help ensure Montana’s land and water resources provide benefits for present and future generations. The Department consists of the Director’s Office; the Conservation and Resource Development, Forestry, Trust Lands Management, and Water Resources Divisions; the Reserved Water Rights Compact Commission; the Board of Oil and Gas; and an extensive network of 35 field offices.

Job Overview:

The Swan Unit represents the DNRC in the geographic area of Lake and Missoula Counties within the Swan Valley, Highway 83 corridor. The Unit Office, located at Goat Creek, is responsible for implementing the field activities of the programs and laws administered by the Forestry Division and Trust Land Management Division of DNRC. The Unit is managed by a Unit Manager who answers directly to the NWLO Area Manager. The Unit’s missions are to manage 56,200 acres of state trust lands to produce income for various trust beneficiaries; to implement and enforce agency programs and State laws, rules, and policies; protect property, resources, and land from destruction by wildland fires; and provide needed services to the general public. The Swan Unit is responsible for directly providing wildland fire protection to approximately 136,015 acres of Federal, State and private land. A portion of the land area is residential urban interface, which presents a complex fire situation with high values at risk. The Unit provides training and assistance to the rural fire departments as needed. The Unit is responsible for providing technical assistance to private forest landowners and administering the logging slash fire hazard reduction law (approximately 12% of the States total workload). The Unit administrates the Best Management Practices and the Streamside Management Zone forest resources protection laws regulating commercial timber practices on all State, Federal and private lands within Lake County. On the trust lands that comprise the Swan River State Forest, the Unit is responsible for directly applying and administering the forestland management program to generate monies for the various trusts. The forest and land management programs are regularly involved in the resolution of difficult issues associated with a large, complex forest products program (six to seven million board feet annually), including multiple concurrent timber sales; difficult access issues; management responsibilities for navigable rivers; and, special use leasing and licensing. The Unit manages special use authorizations, which involves rights-of-way for private individuals, road maintenance, rock, sand, gravel and other mineral leasing/licensing uses. The Unit administers the Recreational Use program on all school trust lands within the State Forest boundary.

Essential Functions (Major Duties or Responsibilities):

Operational Leadership:

The incumbent oversees the Unit’s operations and is responsible for accomplishing essential multiple division goals and objectives using limited and at times previously unidentified resources.

The incumbent applies in-depth knowledge and utilizes developmental theories, concepts, principles, and practices of a wide variety of natural resource disciplines as well as the DNRC’s mission, programs, subprograms, and a variety of State and Federal laws and DNRC policies and rules related to natural resource management. The incumbent employs professional-level administrative, operational, budgeting, and communication expertise. Directs the efforts of both professional and technical personnel working on concurrent projects in multiple programs for two divisions to maintain a delicate balance between resource protection and resource use.

Administrative:

The incumbent administers a variety of land-use leases and licenses, permits, agreements, and memorandums of understanding. Applies concepts, principles, and practices of a wide variety of natural resource disciplines as well as the DNRC’s missions, programs, and a variety of State and Federal laws and DNRC policies and rules related to natural resource management. The incumbent employs tact, and advanced communication and negotiation expertise in working with diverse, and often contentious group of people.

Program Management:

Manages Swan Unit’s general operations and fire suppression objectives. Employs knowledge of various natural resource laws, rules, regulations, and DNRC standards, guidelines and procedures. Physical and Environmental Demands:

Predominant work is periodically performed in an office setting. Review of field projects and problem sites require exposure to varying weather conditions, terrain, and road conditions. Travel in mountainous terrain by vehicle or on foot can occur in any month. Moderate amounts of walking up and down hills can be expected. Periodic review of wildland-fire-suppression activities can cause exposure to smoke, dust, and related fire hazards. Safety concerns include driving unimproved mountainous roads in all weather conditions and walking across mountainous terrain. Limited amounts of low-level flight in light airplanes over mountainous terrain can be expected.

Work Unit Overview:

Job Overview:

The Aviation Program Manager is responsible for directing, planning, and developing complex aviation operations, program goals, policies, and methods to conduct statewide air operations safely, in adherence with state and federal laws and in concert with other DNRC divisions, local government, other state agencies, and federal resource management agencies. Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent.

Aviation Program Management:
• Coordinates with Land Office Aviation Officers on field aviation operations, technical guidance, special projects, and other air operations related activities.

• Analyze, plan, and develop goals, policies, and methods to ensure the Department's mission and objectives in performing statewide air operations are accomplished in accordance with applicable state and federal laws and regulations.
• Prepares and provides for aviation safety by conducting research and program evaluation to develop and implement risk management and mitigation strategies to ensure the safety of DNRC and partner agency employees and the public. Evaluate the hazards of operations to achieve acceptable levels of risk and implement risk reduction while achieving the mission of the DNRC.
• Respond to inquiries from special interest groups, the public and the media and disseminate information to maintain public awareness and encourage support for Air Operations programs and activities.

Supervision:

This position will supervise staff when there is a temporary need to bring on additional support staff during times of elevated wildfire preparedness.

Job Overview

This position serves as a Forest Technician for the Southwestern Land Office of the Trust Lands Division of the Department of Natural Resources and Conservation. Once hired with Motor Carrier Services, you will receive approximately 14 weeks of one-on-one instruction in our Field Training Officer (FTO) Program. In addition, you will attend the Officer Basic class at MLEA within one year of your date of hire.

MCS Officers also have the opportunity to grow and advance within the department with our Career Ladder advancing to Corporal status as well as competing for open Sergeant, Lieutenant and Captain positions.

As per contract, MCS officers will not be allowed to transfer from one location to another more than one time a year, unless approved by management.

Selection Process:

Entry-level applicant is one who has not graduated the MLEA Basic Law Enforcement Officer Basic Course in Montana and/or does not have any law enforcement experience.

A lateral applicant is someone who meets one of the following requirements:
1. has graduated from the Montana Law Enforcement Academy (MLEA) Law Enforcement Officer Basic Course within the last five years OR 2. Possesses a current Basic Law Enforcement POST Certificate (from Montana or another state) AND has been employed in a full-time sworn peace officer position within the last five years.

Selection Process - Entry-level applicant:

Applicants who successfully pass each of the following steps qualify for consideration for employment.

Written Testing - National Police Officer Selection Test: The test takes a total of 75 minutes and is made up of four separately timed sections. The mathematics, reading comprehension and grammar sections are multiple-choice and true or false questions. The incident report writing section requires answers written in complete sentences. Although most of the questions relate to police duty, no prior knowledge of law or law enforcement is needed to answer. Failure to meet the minimum passing score of 70% for each section eliminates an applicant from the selection process. A Study Guide for the National Police Officer Selection Test is available to assist applicants prepare for the written test.

Physical Fitness Test - The physical abilities test used is the Montana Physical Abilities Test (MPAT). The MPAT test measures the strength, flexibility and endurance law enforcement officers need to perform the essential functions of their positions. Applicants must meet the Montana Law Enforcement Academy's physical fitness requirements for acceptance into the Law Enforcement Officer Basic Course. Failure to meet this minimum level eliminates an applicant from physical fitness testing and from the selection process.
