POSITION DESCRIPTION

This is a responsible professional position in the Policy Unit, within Office of Programs and Policy, Economic Self-Sufficiency (ESS) Headquarters Program Office.

This position must maintain a thorough knowledge of the Nonrelative Caregiver Program (NRCG), eligibility by reviewing relevant federal administrative policies, procedures, guidelines and directives. This position assists in the evaluation and assessment of proposed changes to eligibility and operations; identifying potential problems; and, recommending appropriate actions necessary to prepare administrative rules, state plans, legislation and policy materials, including NRCG policy transmittals, clarifications and training.

The incumbent is a member of the DCF DSNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours a day.

Duties Include:
• This position acts as the Nonrelative Caregiver Program policy liaison and is responsible for maintaining up-to-date knowledge of relevant policy, federal law, regulation and other federal guidance, Florida Statute, Florida Administrative Code (FAC), public assistance manuals, procedural guides and the system(s) used to establish and maintain NRCG eligibility.
• This position is responsible for reviewing NRCG applications by ensuring applications from child welfare professionals are complete, approving or denying applications within five business days, accurately update Florida Safe Families Network (FSFN), and timely complete vendor updates to begin payment process.
• Maintaining invoicing and financial records by completing monthly invoicing for NRCG financial assistance, submit reports to accounting department for payment processing, notify nonrelative caregivers in a timely manner of the amount, reason, and time period of each Nonrelative Caregiver Payment, and ensures payment accuracy for applications and renewals using a pro-rated daily amount for days child resided in nonrelative caregiver’s home for calendar month.
• Reassess eligibility annually for NRCG Financial Assistance and take timely action to end or continue eligibility for payment and respond timely on actions to placement changes reported by child welfare professionals.
• Answers and responds to incoming inquiries and changes reported by nonrelative caregivers.
• Perform other duties as assigned.
