PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform semi-skilled to skilled work functions operating motorized medium to heavy weight equipment to maintain and repair City grounds, sewers, and streets and to provide solid waste collection services.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Operates equipment in one of the following areas: sanitation/solid waste, water/sewer, parks, and streets.
May serve as a lead worker; provides guidance and instruction to other crew members; and reviews work as assigned.
Adheres to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of crew and the traveling public; and follows safety practices and wears protective gear; initiates any actions necessary to correct deviations or violations.
Drives or operates a variety of varied purpose equipment in the maintenance and repair of City streets, rights of way, parks, water and sewer lines, and in the collection of solid waste; performs driving functions in a safe and efficient manner under various conditions, including day/night hours, in congested traffic, and in adverse weather conditions.
Conducts pre- and post-trip inspections, including checking all fluids, gauges, lighting, mirrors, tires, body damage, seats and seatbelts, cleanliness of vehicle, etc.; reports all problems or necessary repairs to appropriate personnel immediately; completes and maintains inspection, gas usage and other associated documentation.
Performs daily preventive maintenance work on equipment and vehicles; services and makes minor repairs to equipment and vehicles.
Assists with special projects and seasonal work; installs and removes holiday decorations; installs and removes banners; clears streets and sidewalks of debris following special events; removes and replaces staging materials from sites as needed.
Uses a variety of hand tools including shovels, hammers, pick axes, rakes, pipe wrenches, channel locks, transit level, tape measure, and carpentry tools.
Prepares or completes various forms, reports, work orders, logs, accident reports, or other documents.
Receives various forms, reports, work orders, application instructions or other documents; reviews, completes, processes, forwards or retains as appropriate.
Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Operates one or more of the following: motor graders, tapping machines, spray truck, street sweeper, asphalt roller, grader, dozer, track hoe, patch truck, compost separator, compost blower, front end loader, box blade, beach rake, sprayers, tractor trailer, roll-off truck, knuckle boom truck, front and rear loaders, dump truck, jack hammer, back hoe, pick-up truck, boring machine, dump truck, mowers, or other equipment as necessary to complete essential functions.

Performs or assists in performing a variety of maintenance and landscaping duties; repairs sidewalks and curbs; mows grass; paints equipment, cleans and rakes beach areas, empties garbage cans; plants flowers and shrubs; trims trees, etc.
May assists in other departments, such as picking up yard waste, garbage, and recycling, cleaning storm drains and ditches, etc.

Equipment Operators, Senior assigned to Solid Waste Division performs the following additional duties:
Drives garbage truck on assigned route; picks up yard waste, garbage, and recycling and puts in truck; picks up dead animals.
Picks up debris from transfer station; clears pit of obstructions at transfer station; operates equipment in chipping and compost operations; ensures cleanliness of yard area.
Provides dumpster service through the City; services compactor sites.
Directs traffic and guides truck operator in congested areas.

Equipment Operators, Senior assigned to Streets Division performs the following additional duties:
Performs or assists in performing a variety of maintenance and landscaping duties; repairs sidewalks and curbs; cleans storm drains and ditches; patches potholes, shovels stone on roadsides; seals cracks in streets, tars and chips streets; repairs and replaces street signs, etc.
Grades ditches for storm water pipes; lays pipes; builds storm water drain boxes; repairs storm drains.
Maintains streets; repairs utility cuts.
Operates street sweeper.

Equipment Operators, Senior assigned to Water/Sewer Division performs the following additional duties:
Repairs leaks and/or installs water and sewer lines.
May be required to obtain a class "D" Water Distribution License.
ADDITIONAL FUNCTIONS
Attends meetings, workshops and training as necessary. Assists in preparing for and cleaning up after hurricanes and other natural disasters as necessary. Performs other related duties as required
High school diploma or GED; one (1) year of experience in equipment operation. Must possess and maintain a valid Commercial Driver's License (CDL) including appropriate endorsement(s). May be required to obtain and maintain other certifications.

Physical Ability: Tasks require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

To act in a supervisory capacity on Advanced Life Support ambulances, as a senior member in a support unit, and to fulfill driver/operator job responsibilities in their absence.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Responds to emergency calls for fire suppression, medical assistance, hazardous materials incidents, motor vehicle accidents, natural disasters, explosions, bomb threats, downed power... lines, incidents involving aircraft, and other emergency situations; responds to instructions from dispatcher.
Provides basic, intermediate, and advanced life support treatment to patients as well as transportation to appropriate medical facilities; assesses the condition of patients and makes decisions regarding proper courses of action; administers initial advanced level treatment at emergency scene, such as CPR, cardiac monitoring, medication calculation and administration, immobilization of body, wound treatment, control of bleeding, monitoring and relaying of vital signs, oxygen and IV/IO therapy administration, sterile suctioning, intubation, defibrillation, ECG monitoring, 12-lead diagnostic monitoring to identify life-threatening cardiac conditions including ST elevation/myocardial infarction events, auto-pulse utilization, continuous positive airway pressure administration, pleural decompression, management of cardiac arrest and severe trauma patients requiring field identification and diagnosis of required hospital surgical intervention and resources; performs extrication of victims from wreckage, as necessary; maintains radio communications with dispatch center, hospital personnel (to include specialty resource notifications), and other public safety agencies to receive and to transmit instructions involving patient care; functions as the primary field triage officer in mass-casualty incidents; maintains all treatment-related documentation. Maintains inventory of controlled substances on a daily basis. Maintains, inventories, and order medications from the hospital pharmacy.
Provides protection of life and property; suppresses, controls and extinguishes fires; performs search, rescue, extrication of victims, and forcible entries; assists individuals from burning structures; establishes openings in buildings for entrance, ventilation, or salvage; ventilates smoke and gas from buildings; positions/climbs ladders of various heights to access upper levels of buildings and perform rescue operations; performs salvage operations such as throwing salvage covers, sweeping water, and removing debris; assists with cleanup activities.
Locates water supplies to fight fires; lays out and maneuvers fire hoses; operates pumps and directs stream of water or chemicals onto fire; determines appropriate quantity of water to supply and level of water pressure to use on lines; disconnects and rolls used hoses.
May administer first aid, artificial ventilation, basic/advanced life support in conjunction with available equipment; determines nature and extent of illness/injury; administers initial treatment at emergency scene; communicates with medical personnel at emergency treatment facility to obtain instructions regarding further treatment and to arrange for reception of victims at treatment facility; performs physical lifting techniques associated with moving patients between incident site, stretcher or ambulance.
Maintains a state of readiness/preparation for emergency response; checks/maintains stock of equipment and supplies on fire vehicles and in fire station; re-loads equipment and apparatus following response to emergency calls; assists in preparing apparatus for subsequent emergencies and in testing hoses/pumps on apparatus.
Assists in maintenance and testing of hydrants in first due coverage area per NFPA 291. Assists with life safety rope inspections per NFPA 1983.

CLASSIFICATION DESCRIPTION
CLASSIFICATION TITLE: FIREFIGHTER PARAMEDIC
PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide emergency medical treatment at the paramedic level, and to control and extinguish fires, to protect life and property, and to maintain all fire equipment. To act in a supervisory capacity on Advanced Life Support ambulances, as a senior member in a support unit, and to fulfill driver/operator job responsibilities in their absence.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Responds to emergency calls for fire suppression, medical assistance, hazardous materials incidents, motor vehicle accidents, natural disasters, explosions, bomb threats, downed power... lines, incidents involving aircraft, and other emergency situations; responds to instructions from dispatcher.
Provides basic, intermediate, and advanced life support treatment to patients as well as transportation to appropriate medical facilities; assesses the condition of patients and makes decisions regarding proper courses of action; administers initial advanced level treatment at emergency scene, such as CPR, cardiac monitoring, medication calculation and administration, immobilization of body, wound treatment, control of bleeding, monitoring and relaying of vital signs, oxygen and IV/IO therapy administration, sterile suctioning, intubation, defibrillation, ECG monitoring, 12-lead diagnostic monitoring to identify life-threatening cardiac conditions including ST elevation/myocardial infarction events, auto-pulse utilization, continuous positive airway pressure administration, pleural decompression, management of cardiac arrest and severe trauma patients requiring field identification and diagnosis of required hospital surgical intervention and resources; performs extrication of victims from wreckage, as necessary; maintains radio communications with dispatch center, hospital personnel (to include specialty resource notifications), and other public safety agencies to receive and to transmit instructions involving patient care; functions as the primary field triage officer in mass-casualty incidents; maintains all treatment-related documentation. Maintains inventory of controlled substances on a daily basis. Maintains, inventories, and order medications from the hospital pharmacy.
Provides protection of life and property; suppresses, controls and extinguishes fires; performs search, rescue, extrication of victims, and forcible entries; assists individuals from burning structures; establishes openings in buildings for entrance, ventilation, or salvage; ventilates smoke and gas from buildings; positions/climbs ladders of various heights to access upper levels of buildings and perform rescue operations; performs salvage operations such as throwing salvage covers, sweeping water, and removing debris; assists with cleanup activities.
Locates water supplies to fight fires; lays out and maneuvers fire hoses; operates pumps and directs stream of water or chemicals onto fire; determines appropriate quantity of water to supply and level of water pressure to use on lines; disconnects and rolls used hoses.
May administer first aid, artificial ventilation, basic/advanced life support in conjunction with available equipment; determines nature and extent of illness/injury; administers initial treatment at emergency scene; communicates with medical personnel at emergency treatment facility to obtain instructions regarding further treatment and to arrange for reception of victims at treatment facility; performs physical lifting techniques associated with moving patients between incident site, stretcher or ambulance.
Maintains a state of readiness/preparation for emergency response; checks/maintains stock of equipment and supplies on fire vehicles and in fire station; re-loads equipment and apparatus following response to emergency calls; assists in preparing apparatus for subsequent emergencies and in testing hoses/pumps on apparatus.
Assists in maintenance and testing of hydrants in first due coverage area per NFPA 291. Assists with life safety rope inspections per NFPA 1983.
Performs general maintenance tasks necessary to keep vehicles, buildings, quarters, apparatus, equipment and tools in operable condition, which may include inspecting/testing equipment, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, cleaning quarters, or grounds maintenance; monitors equipment operations to maintain efficiency and safety; reports faulty equipment for necessary maintenance work.
Provides response, assistance, or follow-up for non-emergency situations, such as investigating 911 hang-up calls, investigating odors, or wellness-checks/lift assists of elderly residents.
Assists with determining cause of fires; investigates and gathers information from scene; prepares and forwards findings.
Assists with supervision of assigned probationary Firefighters (EMT/Paramedic). Directly responsible for supervising activities of subordinates on scene to assure proper patient care is provided and procedures/protocols of the department are followed, disseminates information and special orders as needed, mentors new EMT and Paramedics and any assigned outside students from other agencies that may include further documentation and communication as required by their school system.
Assists with providing the public with information regarding fire safety issues; participates in fire prevention, pre-fire planning and other fire education activities for other government agencies and the public; schedules and conducts fire safety programs; conducts tours of fire station and fire trucks; conducts smoke detector installs, car seat installs, and EMS stand-by.
Prepares various records and reports such as incident reports, station log books, bag sheet ledgers, operator's report, leave requests, fire inspection reports, etc.
Develop fire preplans for commercial properties including business information and property layout.
Communicates with supervisors, employees, volunteers, dispatchers, other departments, fire officials, law enforcement officials, medical personnel, property owners/occupants, victims, utility companies, civic organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in daily physical fitness training and fire drills; attends semiannual multi-company drills at the training academy; attends monthly EMS in-service training; attends regular continuing education classes in fire-fighting, rescue, EMS, fire prevention, equipment maintenance and related subjects to remain knowledgeable and develop skills in fire-fighting methods; attends annual technical rescue training to include hazardous materials, trench rescue/building collapse, confined space/rope rescue, and advanced vehicle extrication. Completes annual Job related Agility Test.
Operates, utilizes and maintains various firefighting and medical equipment and tools, such as an engine, ladder, rescue, generators, air compressor, vehicles, shovels, axes, chain saws, self-contained breathing apparatus, special protective clothing, fire extinguishers, certain chemicals used in fighting fires, bars, hooks, aerial ladder truck, fire pumper truck, portable generators, gas saws; operates a personal computer or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
ADDITIONAL FUNCTIONS
Performs general housekeeping, laundry, cooking, and maintenance work associated with maintaining fire station; operates related equipment.
Provides general public service functions, such as providing standby assistance for fireworks displays or helicopter landings, escorting parades/funerals, non-profit fundraising, or providing general directions.
