Responsibilities

The National Registry of CPE Sponsors is a program offered by the NASBA to recognize CPE program sponsors who provide continuing professional education (CPE) programs in accordance with nationally recognized standards. CPE program sponsors receive approved status on the Registry by demonstrating compliance with the Statement on Standards for Continuing Professional Education (CPE) Programs (Standards) as well as NASBA Registry program requirements.

Requirements

The National Registry Account Manager will review and analyze CPE programs for compliance with the Standards and education quality. Responsibilities and duties include:
• Review applications to the National Registry, including program course list; promotional materials or course announcements; administrative policies; evaluation forms; and certificates of completion.
• Analyze group live and group internet-based programs for compliance to the Standards and educational quality.
• Perform compliance desk audits of sponsors.
• Create formal correspondence to sponsors including requests for additional materials, revisions to application materials and findings from compliance desk audits.
• Ensure CPE-related databases and spreadsheets are maintained and appropriate follow up is made for all CPE programs.
• Answer CPE-related inquiries and requests from CPAs, state accountancy boards and sponsors.
• Assist with educational webinars on CPE compliance and standards.
• Perform other duties, including administrative/clerical, as required in support of the Registry team’s activities, conferences, committee projects, public relations efforts, etc.

Supervisory Responsibilities: None

Internal Relationships: This position interacts closely with the National Registry Associate Director as well as the other Instructional Design team members and National Registry Account Managers.

External Relationships: This position interacts primarily with existing and potential sponsors on the Registry (CPE learning providers) and, to a lesser degree, the personnel of State Boards of Accountancy, other regulatory agencies, and the personnel of State CPA Societies.

Responsibilities:

Accountancy Licensee Database (ALD)

The Accountancy Licensee Database (ALD) is a national database of Certified Public Accountants and accounting firms. Fifty-three (53) Boards of Accountancy send data from their own licensing systems to the ALD on a routine schedule to create this searchable database. This database allows Accountancy Board staff to search for licensees and see all their linked licenses across states to facilitate their regulatory functions in licensing and reviewing disciplinary action on those licenses. A limited subset of this information is provided on the CPAVerify.org website for the public to verify the credentials of CPAs and firms whose services they want to use.

Daily Operations
• Monitor the health of ALD/CPAverify through:
• Daily update reports (to determine which states are not sending in feeds)
• Weekly reviews of the ALD Jurisdiction Reports to monitor changes and stay on top of any potential data issues (i.e., files not processing, stale data, missing data, large changes in record counts, etc.).
• Respond to all Cases related to ALD/CPAverify issues.

ALD Technical Support
• Work with IT to employ all mechanisms and tools available to identify, monitor, track, troubleshoot and resolve data inconsistencies and irregularities within the ALD and CPAverify systems.
• Conduct user acceptance training (UAT) of assigned development changes.
• Troubleshoot all CPEAS issues that stem from ALD feeds.

Reporting
• Assist with the calculation of official Board census numbers each year in April/May and provide figures to the Compliance Services Account Manager, ALD
• Vet inquiries and data requests according to the ALD Committee’s Data Use Policies with the Compliance Services Account Manager, ALD

Rules Engine Service

NASBA CPE Audit Service is a software application offered within the Compliance Services Department to Boards of Accountancy free of charge. The platform is used by Boards of Accountancy for managing the audits of CPA licensees’ compliance with the board’s continuing professional education (CPE) rules. In addition, NASBA offers data processing access to the CPE Rules Engine that is at the core of the CPE Audit Service to organizations wishing to use their own compliance tool interfaces – the NASBA Rules Engine Service application. These organizations send data to, and then receive CPE compliance results from, the CPE Rules Engine through the Rules Engine Service application. The Compliance Services Account Manager, Rules Engine Service and ALD - under the direction of the Manager, Rules Engine Service - will serve as the primary contact to clients that wish to license data processing access to the CPE Rules Engine Service and will also contribute to the operations and maintenance of the Rules Engine Service application among stakeholders.
• Monitor the health of RES through:
• Daily update reports (to monitor client file processing and errors)
• Quarterly reviews of the RES processing reports to monitor changes and stay on top of any potential data issues (i.e., files not processing, errors, processing time, etc.).
• Serve as account manager for large public accounting firm clients, compliance providers and CPE providers that have contracted with NASBA to use the Rules Engine Service application – including providing technical assistance during implementation of their use of the service and post “go-live” support on a daily basis after “go-live.”
• Serve as the technical business liaison between clients using the service, NASBA IT resources and the Corticon consultant to gather and communicate technical requirements for licensing access to the service.
• Develop good rapport with all clients utilizing the CPE Rules Engine Service, including firms, CPE providers or other organizations.
• Provide responses to client inquiries regarding the overnight batch processing of client compliance data and CPE rules questions.
• Create and distribute communications concerning updates and changes to the rules engine to the clients licensing access to the service.
• Facilitate renewal and invoicing for clients licensing access to the service.
• Assist in making recommendations for the direction of the CPE Rules Engine Service and related services to the Manager, Rules Engine Service, and the Associate Director, CPE Services.
• Coordinate CPE rules research, requirements gathering and testing with other CPE Services team members.
• Conduct Unit Testing and User Acceptance Testing (UAT) of engine rules through the business rules management system as well as the CPE Rules Engine Services application.
• Perform routine functional audits within the NASBA CPE Audit Service product and other applications as required including regulatory research of continuing professional education rules.
• Work with developers and business analysts to execute rule and feature changes in the rules engine licensing process.
• Prepare, update, and disseminate technical documentation as assigned.
