Program and Job Description:
The Division of Disease Control within the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) is responsible for the identification, surveillance, treatment, control and prevention of infectious diseases in NYC. The Division includes several large programs: Bureau of Communicable Diseases, Bureau of Hepatitis, HIV, and Sexually Transmitted Infections, Bureau of Immunization, Bureau of Public Health Clinics, Bureau of Tuberculosis Control and the Public Health Laboratory.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:-Monitor and track division-wide contract processes.
-Review all contract actions and purchase orders submitted to the Division for approval.
-Process contract and purchase orders for Disease Control Administration.
-Review encumbrances and budget modifications pertaining to contracts and purchase orders submitted to division for approval.
-Analyze contract-related documents to ensure compliance with regulations and guidelines.
-Provide technical assistance to bureaus within Disease Control on contract related activities, including budgets, payments, and purchasing.
-Review, process, and monitor payment requests.
-Conduct analyses on division-wide procurement and finance activities.

Minimum Qual Requirements

The Division includes several large programs: Bureau of Communicable Diseases, Bureau of Hepatitis, HIV, and Sexually Transmitted Infections, Bureau of Immunization, Bureau of Public Health Clinics, Bureau of Tuberculosis Control and the Public Health Laboratory.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:-Monitor and track division-wide contract processes.
-Review all contract actions and purchase orders submitted to the Division for approval.
-Process contract and purchase orders for Disease Control Administration.
-Review encumbrances and budget modifications pertaining to contracts and purchase orders submitted to division for approval.
-Analyze contract-related documents to ensure compliance with regulations and guidelines.
-Provide technical assistance to bureaus within Disease Control on contract related activities, including budgets, payments, and purchasing.
-Review, process, and monitor payment requests.
-Conduct analyses on division-wide procurement and finance activities.
-Represent the division during monthly meetings with the Office of the Agency Chief Contracting Officer (ACCO).
-Serve as divisional liaison with ACCO and other bureaus on divisional procurement issues.
-Prepare monthly and ad hoc reports for the division.
-Other duties as assigned.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
3. Education and or experience equivalent to “1″ or “2″ above.
Preferred Skills
-Extensive knowledge of contract management and finance/budgeting is highly desirable.
-Candidate should possess strong analytical skills and the ability to multi-task in a fast-paced environment.
-Familiarity with accounting and an aptitude for working in databases/applications is also highly desirable.

The Division of Family Court Legal Services (FCLS) is responsible for representing Children’s Services in child neglect and abuse cases, permanency hearings and other child welfare proceedings in the New York City Family Courts. FCLS Attorneys work collaboratively with caseworkers and other child welfare stakeholders to further the agency’s mission of helping children and families achieve safety, permanency and well-being.
Under direct and close supervision, specific duties will include:
• Work closely with Child Protective caseworkers to identify and analyze legal problems and issues.
• Draft legal documents, including pleadings, motions and memoranda of law and fact by following generally acceptable legal procedures, forms and techniques in order to meet agency needs, goals and objectives.
