The City Attorney’s Office

The City Attorney’s Office for the City of Orange provides its services through a staff of eight, including three Senior Assistant City Attorneys, a Risk Manager, a Risk Management Analyst, a Senior Legal Assistant and a Legal Assistant. The stated mission for the department is to be an effective and impartial legal representative for the City of Orange, as governed by its Council and managed by its staff, as well as to uphold the Federal and State constitutions and all laws consistent with those constitutions.

A few of the department’s current goals include effectively representing the interests of the City in direct handling of litigation and administrative proceedings, providing high quality and timely legal services to the City Council, Planning Commission, other advisory bodies, and all City departments, and maintaining effective cost control for all City legal services including effective management of outside legal counsel services and costs.

The Position

Under policy direction from the City Council, the City Attorney provides a wide range of professional legal services, assistance and advice to the City Council, all City departments, the City Manager, and various boards, committees, and commissions. Additionally, the City Attorney plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the City Attorney’s Office, including the City’s Risk Management Division. The City Attorney also coordinates assigned activities with other City departments, officials, outside agencies, outside counsel, and the public. The City Attorney is responsible for fostering cooperative working relationships with City departments, intergovernmental and regulatory agencies, and various public and private groups.

The ideal candidate must be a solid municipal law leader with a style rich in collaboration and partnership, have a high degree of accessibility and responsiveness, and can assess risk across multiple potential courses of action and help others arrive at decisions that are sound and in the best interest of the City.

Qualifications
• Education: Possession of a Juris Doctorate degree from an accredited school of law.
• Experience: A minimum of seven years of practice in the field of public agency law, as well as seven years of management and/or administrative experience in the same.
• Licensure: License to practice law in the State of California.

Compensation and Benefits

The annual salary for the City Attorney is up to $273,000 dependent upon qualifications (DOQ). The City contributes an additional 3% on top of salary which can be taken as cash or placed into a 401A Money Purchase Retirement Plan. Employees with a Master’s degree or higher are eligible to receive $500 per month of Education Pay which is reported to the California Public Employees’ Retirement System (CalPERS) as pensionable compensation.

The City offers an outstanding benefits package which includes retirement benefits provided by CalPERS. The City of Orange is one of a few cities in Orange County in which an employee who is a Classic Member of CalPERS (or other reciprocal retirement system), will be enrolled in the CalPERS 2.7% @ 55 benefit formula with one-year final compensation. Classic Member employees contribute 8.0% of pension reportable salary on a pre-tax basis for this retirement benefit.

Employees who are new CalPERS members (those obtaining initial membership on or after January 1, 2013), will be enrolled in the CalPERS 2% @ 62 benefit formula with three-year final compensation in accordance with PEPRA. New member employees currently contribute 6.75% (7.75% effective June 18, 2023) of pension reportable salary on a pre-tax basis for this retirement benefit.

ORANGEWOOD CHILDREN AND FAMILY CENTER
Orangewood Children and Family Center (OCFC) is a Temporary Shelter Care Facility, operated and owned by the County of Orange, Social Services Agency for children who have been abused, abandoned and/or neglected.

THE OPPORTUNITY
The Laundry Worker is responsible for the washing, drying, folding, pressing, and sorting clothes and linens, and issuing of laundry items to the OCFC residential facilities. The position is also responsible to fill clothing orders for the kids and expedite the delivery as requested, and perform inventory of clothes and personal hygiene items.

Additional responsibilities of the position include but are not limited to:
• Stack/organize clothes into shelves
• Work closely with Supplies Assistant in monitoring and replenishing supplies
• Issue personal hygiene items and office supplies to cottages/residential facilities as needed
• Receive and sort clothes donations
• Request assistance from Supervisor, vendor or Facilities Mechanic for laundry equipment repairs

The ideal candidate will have experience washing and drying clothes using a large capacity laundry equipment in an industrial, institutional, or hospital setting; sorting, storing and issuing clothes; and keeping a running inventory.

OC PARKS
The County of Orange, OC Parks encompasses regional, wilderness and historical facilities, as well as the OC Zoo located inside Irvine Regional Park, and coastal areas throughout the County of Orange in California. OC Parks is a division within OC Community Resources (OCCR) featuring 60,000 acres of parkland, open space, and shoreline. Orange County's award-winning parks and programs are enjoyed by millions of residents and visitors each year, in ways as diverse as the parks themselves.

THE OPPORTUNITY
The Park Attendant under general supervision collects fees from the general public entering the park and assists in the daily operations of the parks. The OC Zoo Park Attendant will work under general direction keeps detailed daily records and monitor the interaction between the public and the petting zoo animals to ensure safety for all OC Parks and OC Zoo staff members are committed to providing a high-quality operation of animal care and a pleasant visitor experience.

Duties and responsibilities include, but are not limited to, the following:
• Greeting customers of all ages (children and adults) as they enter the park area or the zoo.
• Answering phone calls and responding to emails to assist OC Parks or OC Zoo.
• Checking in individual and group area reservations, Annual Pass sales, and Day Use Tickets on a computerized Point of Sale (POS) system
• Performing cash/credit payment transactions, cash handling, and managing daily cash income on a POS system
• Completing deposit reports at the end of shifts
• Providing customers with direction, assistance, and information about OC Parks including park rules and regulations or about the animals and the zoo
• Utilizing 800 MHz radio for daily support functions and assisting with emergencies
• Performing maintenance duties such as taking inventory of supplies, cleaning up the park grounds, washing and fueling County of Orange vehicles, watering plants, trees, and light gardening
• Assisting with interpretive programs, special events, and staff nature center
• Cleaning and maintaining petting zoo area to ensure they are clean and free of dangerous items that may cause harm to the animals (this includes, but is not limited to: removing old debris and animal stool, replacing bedding, inspecting enclosures, raking, cleaning and disinfecting enrichment toys, cleaning the handwashing station and making repairs as needed)
• Working closely with the public to ensure that they are not bringing anything into the petting zoo area that could be harmful to the animals
• Monitoring the animals to sense when they may be getting irritated or agitated and moving them for their own safety and the safety of the public
• Assisting in feeding and watering the animals throughout the day
• Communicating with on-site Park Ranger, Animal Keeper, or facility Supervisor during emergencies, park or zoo related issues, or if an animal is exhibiting abnormal behaviors or needs medical attention

These positions are frequently part-time with rotating shifts and locations. They are used at times when large crowds are expected at county parks, such as summers, weekends, nights, and holidays.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will be customer service driven with excellent communication skills and the ability to effectively respond to customer questions in a concise and professional manner. In addition, the ideal candidate will possess knowledge and/or experience in the following core competencies:

Technical Knowledge
• Understand and convey park/zoo rules, regulations, safety policies, and procedures
• Ability to apply basic math skills
• Understand current computer systems and programs such as Microsoft Office as well as modern office practices and procedures and the operation of office equipment
• Understand how to maintain and manage pertinent information and records by creating documents, spreadsheets, and other related documents needed to keep track of information
• Ability to use a POS system and cash handling system
• Ability to control vehicle traffic at entrance/exit of park and foot traffic of those entering and exiting the zoo
• Understand how to give directions, direct traffic, and ensure safety of all park/zoo visitors
Customer Service
• Interact in a professional and courteous manner
• Anticipate and meet customer needs in a variety of situations
• Establish productive and professional relationships with internal and external customers
• Ability to explore options and pursues solutions until customers are satisfied

Environmental and Working Conditions
Positions are assigned to both office environment and outdoor settings. Work involves exposure to dust and other allergens. May come in contact with contagious environments, animals and wildlife. Incumbents may be subject to moving objects, vehicles, and intense noise levels. May be required to work under various weather conditions, including rainstorms, and walk in uneven, slippery, and sometimes dangerous terrain.

TRAINING EXPECTATIONS

It is required that new Eligibility Technicians (ETs) complete mandatory training in a classroom setting or online. In Assistance Programs, newly hired ETs will be temporarily stationed at a regional office and will be trained via job shadowing until they are scheduled to attend the mandatory training.

WORK ASSIGNMENT, SCHEDULE and VACATION/TIME OFF REQUEST EXPECTATIONS

Both work assignment and schedule will be determined based on the needs of the department. Vacation/time off request is not permitted while in training, however, the department will evaluate requests on a case-by-case basis.

SPECIAL QUALIFICATIONS

Candidates will be required to undergo a background clearance check and must successfully clear prior to the start of their employment. All employment offers are contingent upon successful completion of a background check. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable.
