The Proceedings of the National Academy of Sciences (PNAS), a peer-reviewed journal of the National Academy of Sciences (NAS), is an authoritative source of high-impact, original research that broadly spans the biological, physical, and social sciences. The journal is global in scope, and submission is open to all researchers worldwide.

The Assistant Managing Editor, Peer Review Systems oversees the management of the editorial systems involved in the peer review of PNAS and PNAS Nexus content under the direction of the Senior Managing Editor. Direct responsibility for project planning, coordination, contractor oversight, and quality control. This role supports editorial operations by providing coordinated engagement and prioritization to deliver on workflow enhancement initiatives and by leading the multi-year project to rebuild and redesign the peer review platform. Works collaboratively with other responsible staff officers on cross-departmental projects.

Responsibilities
• Manages end-to-end implementation of workflow configuration changes and software code updates for editorial operations, including drafting project plans, hands-on testing, scheduling, and reporting changes to all relevant stakeholders.
• Understands complex system workflows in order to research and recommend new features to enhance systems user experience for both internal and external clients.
• Supports and informs process and workflow decisions for editorial and production managers; guides decisions through reliance on technical and systems expertise; and serves as a resource to PNAS staff on systems-related matters.
• Identify, track, and report systems performance effectiveness and metrics.
• Managing vendor and contractor relations including reviewing service level agreements and appraisal of vendors’ performance and work.
• Tracks spending for enhancements to the online peer review system.
• Liaises with ITS and outside vendors to troubleshoot IT problems and recommend IT solutions, including new hardware and software upgrades, and tracks progress of resolutions.
• Responds to routine and non-routine queries from authors, reviewers, editors, staff, vendors, and readers. Alerts Senior Managing Editor to possible ethical violations or threats to the integrity of the peer review process.
• Regularly communicates information and updates to PNAS staff.
• Supervisory duties may be assigned as needed.

COMPETENCIES
• Subject Matter Expertise: In-depth knowledge of scholarly peer review systems, workflows, and best practices. Ability to solve varied and complex problems using originality and ingenuity. Experience with eJournalPress preferred.
• Planning and Executing Work: Highly organized with proven project management skills and able to plan and oversee multiple projects simultaneously, using appropriate tools to organize, collaborate, and report. Able to work successfully in a team environment and navigate competing priorities to execute on all assigned tasks.
• Relationship Management: Excellent communication and interpersonal skills with a proven ability to interact effectively with all levels of stakeholders.

Requirements
Required Knowledge, Skills, and Abilities: Knowledge of National Academies’ intellectual property practices and copyright issues. Ability to solve problems of substantial variety and complexity. Ability to supervise and mentor staff. Project management skills including planning, budgeting, delegating tasks to freelancers, monitoring individual project-related tasks being performed by colleagues in other departments, and successfully completing projects according to established parameters of budget, schedule, and physical specifications. Ability to develop relationships with co-workers and employees in other National Academies’ departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees.
Minimum Education/Training Requirements: Bachelor’s Degree in English, Journalism, Communications or related field, or equivalent knowledge.
Minimum Experience: Four years of related professional experience, two of which was in a supervisory capacity
Physical Capabilities: Ability to work at a computer for extended periods of time.

The Managing Editor oversees the PNAS and PNAS Nexus editorial peer review processes under the direction of the Senior Managing Editor. Incumbent proceeds on own initiative in compliance with policies, procedures, and practices but receives guidance or expertise from supervisor or higher-level staff when needed. Works collaboratively with other responsible staff officers on cross-departmental projects.

Responsibilities
• Accountable to the Senior Managing Editor, manages daily operations for the PNAS and PNAS Nexus editorial offices, ensuring editorial policies are adhered to and advising on best practice system configurations and workflows. Oversees implementation of new processes, including planning, training, and documentation as needed.
• Makes process and workflow decisions for editorial operations through reliance on technical and systems expertise; and serves as a resource to PNAS staff on systems-related matters.
• Monitor manuscripts in process and address potential delays to ensure time to decision targets and other key performance indicators (KPIs) are met.
• Prepare monthly editorial status reports on submission volume, acceptance rate, turnaround times, and other KPIs as requested.
• Assist in preparing agendas, materials, and background for regular communications/meetings with key editorial and publisher leadership. May represent either editorial office in presentations and meetings.
• Act as primary escalation point for PNAS Nexus and secondary escalation point for PNAS for problematic papers and author and editorial board queries and requests.
• Supervise performance of PNAS Nexus editorial office staff, ensuring standard procedures are met and providing guidance on proper handling of manuscripts, appeals, production queries, correction requests, and all general communications.
• Maintain PNAS Nexus procedures manual and ensure it is updated with the latest workflows, policies, and best practice guidance.
• Track and report on performance of PNAS Nexus Editorial Board members, collaborating with the EiC and editorial staff to identify and fill gaps in Editorial Board coverage.
• Provide training to editors on processes, policies, and workflows.
• Supervise performance of PNAS Assistant Managing Editors, ensuring editorial operations staff needs are met and providing guidance as needed on problem papers and complicated situations.
• Keeps the Senior Managing Editor apprised of the operating status of both editorial offices and alerted to potential problems or threats to the integrity of the peer review process.
