Job Title: Scheduler

Basic Function

Responsible for managing the development, monitoring, and maintenance of project schedules for Planning, Engineering Design, and Construction Services. Responsibilities and Specific Duties

• Coordinates with project managers for fiscal year budget development (CIP sheets) via project schedule forecast.
• Develops and maintains METRO’s overall program schedule database consisting of Primavera Enterprise Project Structure (EPS), WBS, cost loading structure, and resource management.
• Tracks project schedule and cost incurred and produces Schedule Variance, Performance Index, project S-curve reports and risk analysis.
• Responsible for preparing schedule exhibits and reports to satisfy federal reporting requirements in addition to preparing schedules for Executive Management and the METRO Board.
• Reviews construction schedule submittals by A/E firms and Contractors to ensure proposed schedules meet the requirements of the project.
• Reviews schedule updates, and accesses risk of potential delay claims. Performs schedule simulations for potential schedule acceleration.
• Assist Project Managers in resolution of construction issues and conflicts by reviewing schedule sequencing and logic, including detailed analysis and schedule simulations of corrective measures to mitigate delays.
• Assists in the evaluation of potential change orders. Analyzes schedule disruptions, determines root causes, and identifies mitigation/recovery strategies and opportunities to accelerate the project.
• Provides project risk assessments in conjunction with project schedule and monitors risk registers for any time impact.
• Provides excellent customer service to METRO internal and external customers.
• Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
• Performs other job-related duties as assigned.

Education Requirement

B.S. in Engineering, Construction Management, or related field.

Years & Experience Required

Graduate engineer preferably with 0 - 2 years’ experience in scheduling.

Knowledge & Skills Required

Experience with scheduling using Primavera(P6). Has developed/maintained project schedules for various sizes of capital projects. Ability to coordinate, obtain and compile information from various departments and levels of management. Excellent verbal and written communication skills.

Meets the needs of internal HR staff and end-users who utilize METRO’s HCM system/PA module and other internally developed business applications. Works in conjunction with Information Technology, HR divisions and Payroll staff to ensure the integrity of the system and planned system enhancements. Provides support to the HR service delivery function and to special projects as directed. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties
• Responsible for compiling, structuring, and analyzing HR data and metrics to streamline all processes.
• Assigned as SAP/SF Super User for HCM/SF system maintenance, upgrade, and implementations as part of the SAP/SF core team
• Works with OMB/Accounting and HR Compensation in the maintenance of the organizational structure in relation with SuccessFactors, Sharepoint and related HR system implementations.
• Oversees support system for federal and state compliance reports, such as – EEO, AAP, DOT, NTD, FTA, TPIA Requests, etc.
• Works as part of the HR team to support and enhance HCM systems, SAP/Success Factors and provides reporting and analysis for the HR function.
• Assesses HR report requests and creates custom reports to meet business needs.
• Prepares reports of data results and presents findings as needed to management. Recognizes and suggest short-term and long-term goals, milestones, and benchmarks for key performance metrics
• Audits HRIS processes and documents, maintaining databases, analyzing data, ensuring data integrity, and running queries.
• Supports recruiting processes with data and statistics for trends and patterns
• Benchmarks and analyzes other agency practices and makes recommendations to management
• Contributes to system decision-making, scoping, and arranging HR system projects in support of the overall HR strategy
• Partners with business owners to develop and execute unit and system integration test plans
• Works in conjunction with Information Technology, all divisions of HR and Payroll staff to ensure the integrity of the system and identify gapes in system requirements.
• Responsible for current and historical HR Reporting (legacy system & current system)
• Assists HR users with hardware/software issues and provides necessary training to end users for reports and system functionality on a monthly and/or quarterly basis.
• Facilitates and coordinates Change (Upgrade, Enhancement Pak, etc.) Testing with HR Users.
• Responsible for creating Job Aids for system development and changes
• Provides excellent customer service to METRO internal and external customers.
• Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
• Performs other job-related duties as assigned.

Education Requirement

High School or GED required. Bachelor’s degree in computer science or related field preferred.

Years & Experience Required

Minimum seven (7) years directly related experience with personnel payroll systems; ERP (Enterprise Resource Planning) Systems. Experience in an SAP/Success Factor Human Resources environment strongly preferred.

Knowledge & Skills Required

Ability to handle and manage confidential employee information. Excellent communication (verbal and written) skills. Strong organizational and time management skills and attention to details. Excellent problem-solving and analytical skills. Proficient with PC and related software; Microsoft Office Suite; HRIS systems.

• Works with contractor personnel to troubleshoot operational issues to ensure delivery of high-quality service.

Education Requirement

Three (3) years supervisor or lead position directing staff in a business or transit environment. Additional experience with interlocal agreements or managing contracts and experience in developing and managing processes, procedures, standards, and policies related to local government and contracting preferred.

Knowledge & Skills Required

Knowledge of basic managing strategies and project coordination and management to plan, organize and direct cross-functional teams. Excellent leadership and management skills. Ability to analyze data, plan, develop, and implement formal work plans. Excellent verbal and written communication skills, with the ability to effectively communicate.
