Assists in cleaning facility, playground, and other areas applicable to the well being and image of the program.
Participates in the development and implementation of a personal Professional Development Plan as outlined by the City of Rockford Head Start Program, including research-based coaching.
Develops partnership relationships with parents in Early Head Start Program, and encourages each parent to take an active role in the child’s Head Start experience.

Works under the supervision of the PACE Coordinator. NATURE OF WORK...

Is Responsible for planning and coordinating parent training activities, family partnership/social service functions, community volunteers and related community/agency partnerships for the Head Start and Early Head Start programs? Oversees recruitment, enrollment and data tracking activities.
DISTINGUISHING FEATURES
Work involves responsibility for the administrative management of program activities in a manner that effectively meets a segment of the needs of the community. Work requires the exercise of independent judgment and initiative, and requires knowledge of and application of program management principles and techniques. Work is reviewed by the Head Start Director through conferences and results obtained. Supports site based planning.
ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)
Reviews and analyzes laws and regulations; develops procedures and methods for local implementation of programs and services; recommends program standards, goals and policies; analyzes existing management and operating procedures and develops methods for improvement of program operations; provides technical assistance or program guidance to appropriate superior program operating officials.
Prepares written correspondence, memorandums, reports and studies, as required; develops forms and documents procedures for use in the program.
Assures program compliance with all relevant state and federal mandated directives, such as the Head Start Performance Standards.
Collaborates with other social service agencies to prepare a community assessment, build linkages and agreements, and promote Head Start/Early Head Start awareness. Ensures that the social service needs of families are met; oversees the development and maintenance of a schedule for parental training and involvement.
Supports implementation and assessment of assigned program components and all other related program components.
Supervises enrollment and community volunteer program staff including orientation, training, guidance and evaluation.
Develops and maintains appropriate documentation related to social service and parent engagement outcomes and ensures that results are used for program improvement.
Establishes and maintains relationships and partnerships with community organizations and agencies and works with assigned community partners based on formal agreements.
Ensures that parent engagement and learning opportunities at the Head Start Parent and Child Education Center are meeting the needs of families.
May coordinate an annual self-assessment with community, staff and client participation.
Coordinates collaboration with the public and private schools to facilitate the transition of Head Start/Early Head Start enrollees.
Maintains effective communication with all Head Start/Early Head Start and Department staff in order to support program goals and services.
Carries out the best practice for safety procedures concerning children, staff, families, and community individuals. This includes, but is not limited to understanding and implementing active supervision principles.
Serves as advisor to Policy Council or Policy Council Committees.
Maintains reasonable and predictable attendance.
SUPERVISION RECEIVED
Works under the supervision of the Head Start Director, who reviews work for the effectiveness of services provided and results achieved.
SUPERVISION EXERCISED
Exercises supervision over Family Support Staff and the Enrollment Specialist. Supervisory responsibilities include providing and arranging for staff development training; assigning and evaluating work, resolving personnel problems, setting performance goals and standards, assuring performance goals are met and standards are followed; making hiring and disciplinary recommendations, and performing other supervisory functions.
WORKING CONDITIONS AND PHYSICAL DEMANDS
Work is performed primarily in an office setting, although work activities require attending meetings, training, and conferences, which involves out-of-town travel.

EDUCATION, TRAINING AND EXPERIENCE
Graduation from an accredited four-year college or university with a Bachelor’s Degree in family, community, social services, early childhood education or related field. Master’s degree preferred. Experience required 2 years in supervision and management, 3 years in Social Service field, and one year in grant funded program administration and prefer 2 years of Head Start experience. Any satisfactory equivalent combination of experience and training, which ensures the ability to perform the work, may be substituted for the required experience.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid IL Driver’s License.
