Under the direction of the Manager, Program Analytics, the Program Analytics Coordinator is responsible for collecting and analyzing performance and quality assurance data to monitor program trends and the quality of the programs and services offered within the Department. Produces performance and quality assurance reports on a quarterly basis. Identifies potential threats and areas of strength within the Department programs. Provides recommendations to manager on areas for improvement.

Responsibilities include but are not limited to:

1. Collect, document, and review performance and quality assurance data pertaining to the operations of the programs within the Mobility Services Department, which includes, but is not limited to, the ADA Paratransit Certification Program, Travel Training, Mobility Outreach programs, the Reduced Fare and Ride Free programs, the Travel Information Center, the fare programs customer service call center, and the RTA Mobility Services Helpline.

2. Interprets data and analyzes results using quantitative methods. Provides support in developing comprehensive quarterly statistical and quality assurance reports using data tools such as Microsoft Excel. Provides in-depth analysis of these reports and communicates findings to manager.

3. Reviews Department’s programs’ procedures, practices, and protocols to ensure they are consistently being delivered to meeting quality standards, directly observing a sample of the operations of each program in the department and documenting findings. This includes observing and documenting performance metrics and performance accuracy for ADA paratransit certification interviews and assessments, travel training sessions with customers, mobility outreach presentations, and calls for the Mobility services Helpline, the RTA fare programs customer service call center, and the Travel Information call Center.

4. Develops a bi-annual report that outlines the status of the programs and services offered within the Department outlining strengths, weaknesses, threats, and recommendations for improvement.

5. Collects and classifies customer complaints and follows-up with all parties involved to ensure timely resolutions.

6. Supports the Manager, Program Analytics in procurement matters and contract/program implementation, as needed.

7. Perform other related duties as required or assigned that contribute to the effectiveness of the department/division and the RTA.

The ideal candidate has the knowledge, skills, and abilities equivalent to the completion of a Bachelor’s Degree in computer science, statistics, or information systems, or a related field. Additional related experience may be substituted for advanced education.

Other qualifications desired: must possess a minimum of three (3) years’ experience as a data analyst or in a related field. Experience relating to the provision of professional services to persons with disabilities. Must possess knowledge and sensitivity to issues relating to persons with disabilities and be able to effectively interact with diverse populations. Experience in any field within Social Services is highly desirable. Excellent written and verbal communication skills required. Experience performing quality assurance tasks is essential. Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy is mandatory. Must be highly organized, detail-oriented, and able to manage multiple competing priorities and deadlines. Ability to maintain confidential information is required. Experience with the use of data analytics tools such as Microsoft Excel or Power BI. Familiarity with the Americans with Disabilities Act is desirable. Computer literacy in a Windows environment, including Microsoft Office (Outlook, Excel, PowerPoint, and Word) is required.

This position requires off-site training during the introductory period to understand the different programs and department processes within Mobility Services.

Salary minimum to mid-point: $56,316.95 to $70,397.00

Under the direction of the Manager of Strategic and Corridor Planning, conducts data collection, data processing, technical analysis, and develops analytical methods and database and/or spreadsheet tools in support of the RTA’s strategic planning, performance measurement, and multifaceted transit systems planning work. Assists with maintenance, improvement and application of technical tools including a Strategic Asset Management database and decision-support tool; GIS-based access measure tools; and travel demand models and outputs. . Supports RTA’s Strategic Plan implementation and development. Provides technical support for transit project sponsors in the region. Assists with survey development, implementation, and descriptive and statistical analysis for RTA’s on-going Customer Satisfaction Survey work. Contributes to performance measurement activities, market analysis, strategic planning documents, surveys, and studies. Prepares written content and presents analyses to RTA and Service Board staff and working groups, and RTA Board.

Responsibilities include but are not limited to:

Assists with RTA’s Strategic Asset Management activities including application of specialized software to compare capital funding scenarios and inform regional investment decisions, updating asset database, and continued development and improvements to the RTA’s decision support tool.

2.

Assists with applications of RTA’s Access Measure and related tools, providing analysis of regional mobility, accessibility, and equity.

3.

Assists with the creation and maintenance of datasets used in RTA’s regional, sub-regional and peer Performance Measures program.

4.

Provides guidance to application and output analysis of travel demand models for project and regional analysis.

5.

Performs planning and analysis to identify travel patterns and mobility issues and develops and evaluates complex multi-modal transportation networks.

6.

Conducts research and guides implementation of new mobility solutions and emerging technologies. Assists in the development of policy recommendations.

Assembles and analyzes data from multiple existing national and regional sources for demographics, travel demand, mode preference and economics to understand travel patterns trends, and transit market characteristics.

8. Implements and analyzes surveys.

Develops extensive written products that include technical documentation of models and tools developed by RTA; documentation of study methodologies, results, and recommendations for published technical reports; and summarized study results for executive and public briefings.

Liaisons with other RTA groups and departments as needed for graphic design and other services related to the production of professional documents.

The ideal candidate has the knowledge, skill, and mental development equivalent to the completion of a bachelor’s degree in Transportation, Engineering, Urban Planning, Public Policy, or a related field required; Master’s degree or equivalent additional work experience preferred.

Other qualifications desired are a minimum of minimum of one (1) year experience, or equivalent, in transportation planning or engineering, or a related field with an emphasis on data analysis, travel demand model validation and application, market research and analysis, and corridor level planning/analysis. Experience in design, manipulation, analysis, and maintenance of relational databases required. Experience in processing and analyzing GTFS and Census data products (e.g., ACS, CTPP, LEHD) and their development process is a plus. Ability to code in SQL, Python, SAS/SPSS/R, or VBA or to acquire such skills required. Proficiency in GIS data editing and analysis required with preference given to candidates having experience using ArcGIS Spatial and Network Analyst tools. Experience with spatial-temporal data analysis required. Familiarity with travel demand model development, validation and application is required, previous experience using FTA’s STOPS model and regional travel demand models is a plus. Knowledge of statistics and experience in estimating and interpreting statistical models (e.g., regression, time series) are required. Familiarity with advanced statistical and computational techniques such as discrete choice modeling, data mining, natural language processing, machine learning) or ability to acquire such skills is preferred. Experience in synthesizing results of technical studies in written documents for technical and non-technical audiences is also a plus.
