JOB SUMMARY
Plans, coordinates, and supervises the administrative operations of the City's municipal permitting process; prepares and maintains a variety of permitting records and documentation; responds to permitting and code enforcement inquiries from the public; and supervises assigned personnel. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work... processes, and work cooperatively and jointly to provide quality, seamless customer service.
ESSENTIAL FUNCTIONS
• Oversees permitting process and implements best practices for permitting and case management software.
• Manages MyGovernmentOnline (MyPermitNow) software system and facilitates coordination among city departments.
• Develops and enforces timelines for plan review and guides staff to consistently meet these goals to surpass expectations of our customers while maintaining integrity of the plan review process.
• Tracks permit review times and the acceptance of projects.
• Analyzes operations; designs or revises processes, forms, and software to optimize workflow.
• Supervises the input of data into the permit tracking system.
• Responds to customer inquiries and complaints regarding a variety of permitting matters; directs inquiries to other City personnel as required and monitors for timely resolution.
2. Conducts numerous administrative and reporting duties:
• Assists in preparing and monitoring divisional budget.
• Prepares and/or oversees preparation of purchase orders, check requests, and time sheets.
• Creates and distributes reports and charts that communicate permitting activity to the community and staff.
• Coordinates with MyGovernmentOnline (MyPermitNow) to develop new reports and tracking mechanisms.
3. Assists with Land Development Code revisions and implements changes into the permitting process.
• Suggests LDC & SmartCode changes that facilitate the goals of the community and promote desired development patterns.
• Develops and implements permitting processes that support newly adopted codes.
4. Works in coordination with the Planning Manager and Chief Building Official to ensure a successful planning, permitting, inspection and certificate of occupancy process.
• Coordinates with planners, reviewers and inspectors regarding the status of permits and inspection issues.
• Monitors projects for compliance with adopted code and assists with enforcement through coordination of plan review and site inspections.
5. Participates in the Pre-Development process:
• Provides input regarding new development proposals/permits to include: annexations, zoning, platting, subdivision infrastructure plans, development agreements and site development plans.
6. Conducts a variety of staffing and personnel functions:
• Supervises and evaluates the performance of assigned personnel.
• Trains development services staff in new processes and provides technical advice and direction to assigned personnel.
• Directs and encourages the development of staff through training, certifications and professional programs.
• Responsible for team building and setting standards for customer service among front line staff.
• Coordinates interns for permitting area.
7. Other duties as assigned including but not limited to:
• Participates in community and professional organizations.
• Makes presentation to Boards and Commissions as required.
DECISION MAKING
• Must possess required knowledge, skills, abilities and experience to be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
• Required to perform all the necessary tasks as they relate to hiring, disciplinary actions, conducting employee evaluations, coordinating and delegating work, training and managing the flow of work for the operation.
• Assists in preparing and monitoring assigned budget and manages the MyGovernmentOnline (MyPermitNow) system.
MINIMUM REQUIREMENTS
• Bachelor’s degree in Planning, Geography, Landscape Architecture, Business or a related field. Commensurate combination of education and experience may be considered.
• Four (4) years permitting, planning, inspections, and/or code enforcement experience is required with at least one year of progressive supervisory experience documented; or an equivalent combination of education and experience.
• A Master's degree may substitute for one year of the required supervisory experience.
• Must possess a valid Texas Driver’s License with an acceptable driving record.
PREFERRED QUALIFICATIONS
MyGovernmentOnline (MyPermitNow) experience preferred
JOB DIMENSIONS
• Knowledge of basic mathematics, billing procedures and the ability to assess fee calculations; knowledge of Land Development Code, planning terminology and skill in reading maps; knowledge of application requirements for residential and commercial plans; intermediate computer skills.
• Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, board members, contractors, developers, engineers, architects, citizens, and the general public.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 30 pounds occasionally. Subject to vision constantly; standing, sitting and walking frequently; lifting, carrying, pushing/pulling, reaching, handling, fine dexterity, balancing, hearing, talking and foot controls; kneeling, crouching, crawling, bending, twisting and climbing rarely.
