The scope of services includes selection and management of financial intermediaries such as correspondent banks, cash management partner banks, sub-custodians, central securities depositories, CCPs, Exchanges, central banks and select non-bank partners. The utility provides support of the various Group businesses and their respective clients’ expanding business strategies and service requirements while adhering to external regulations and internal policies and procedures around the management of third-party and internal providers. While the function resides in CCIB COO, the Network Management function supports other SCB business groups, such as the Wealth and Private Bank, to evaluate opportunities for leveraging strategic sourcing initiatives

- Act as the point of contact for all business stakeholders, partnering with Network Management product leads to implement global strategy
- Act as the local point of contact to the third-party providers (Correspondent Banks, Custodians, Cash providers/Partnership, FMI’s and Brokers), owning the commercial relationship, service and risk oversight for SCB as a buyer or services.
- Implement the strategic direction and roadmap for the network of partners and suppliers in the region, aligned with Business Strategies across CCIB, risk and investment appetite.
- Ensure an overarching governance in ensuring 3rd party provider types listed above are appointed according to best practices and in line with the policies and standards of the Bank.

- Responsible for oversight and governance for Nostro and Securities account opening and closing process ownership, including performance of related operational activities. This includes provision for tooling for management of intraday liquidity and other lifecycle activities through the Nostro.
- Providing Data and Initial Analytics to support SIBOS quantitative and qualitative data elements, value and volume review on large relationships, Annual review of provider tiering to ensure appropriate risk rating is applied.
- Governance and commercial oversight of Financial Market Infrastructures (FMI), including 3rd party partnerships and alliances for CCIB (e.g. Mobile Wallet Payment providers, brokers).
- Management, reconciliation and reporting of fees from 3rd party providers in the Network Management universe and oversight of all contra revenue for CCIB. This includes identification of fee leakage and defining strategic opportunities to reduce fees & contra-revenue charges.

Responsibilities

Strategy

- A Senior Network Manager is responsible for establishing, executing (and accurately reflecting in the required control documents e.g. sourcing plan, provider list, rationalisation plan) the function’s strategic objectives across the Americas working closely with global, regional, local and functional stakeholders to ensure that SCB businesses have sufficient coverage for their cash management, correspondent banking and custody needs in key, non-presence countries and franchise markets.

Business

- Network Management is a group function, with the role residing in the region of providers and where the Network Manager represents Standard Chartered Bank group’s interests for the respective affiliate relationships that have appointed their respective provider(s). Through a series of Service Level Memorandums, the scope of coverage extends to include all businesses of the bank, as it relates to the selection, appointment and oversight of custodian, correspondent banking, cash management arrangements and other financial intermediaries and the related data management steps to reflect these actions in the various SC control documents/systems.

Processes

The core responsibilities of Network Managers’ are:

- The Network Manager is responsible for working with the country/affiliate/business to devise a clearly detailed strategy and requirements to support our business and subsequent clients.
- Sourcing of providers (in line with the Sourcing Plan) using an open tendering process (via Request for Proposal), where applicable, and managing an open and fair deduction of the most suitable respondent for the bank.
- Subsequently commencing the Appointment process that requires:
- facilitating the legal negotiations with support from respective legal functions
- managing pricing negotiations to ensure an industry equitable outcome for clients
- co-ordinating the migration of accounts from the existing to the new provider, where applicable.
- End-to-end oversight and driving to conclusion of the necessary account opening activities
- Ensuring completeness and accuracy of the data capture to accurately reflect the appointment activities in the relevant documents/systems
- Ongoing Oversight of Appointed providers:
- Maintaining relevant provider documentation (and ensure accurate reflection accordingly in the Documentation Log (Doc Log) if appropriate) as it relates to legal agreements, powers of attorney, fee schedules, terms and conditions, service levels/profiles, contact lists, account opening requirements, attestations etc.
- Annually ensuring that providers are appropriately tiered and that material events are notified to the Global Head, Network Management and captured in the provider due diligence schedule and heatmap spreadsheet.
- Plan due diligences according to, and by updating of, the PDD schedule and perform timely Provider Due Diligences upon the Network Manager’s required providers and complete the report within a two-month window.
- Requiring monitoring of provider performance through feedback from operations, newspapers, key stakeholder etc. Deviations of performance or significant instances that affect the bank and its customers, is to be managed through escalations to appropriate NFRCs and other governance forums.
- Analysis of potential account closures, and delivery of required account closures (and related provider exits) as per the Rationalisation Plan
- Active management, through controlled case activity, of the data presented in the Nostro account repository to ensure that this accurately (within reason) reflects the opening, amending and closing status, for all Standard Chartered’ s deposit taking banking affiliates, as it relates to providers that the Network Manager is responsible for.
- Following all governance steps required in line with the Third Party Risk Management standards
- Identification of commercial management opportunities for the bank in collaboration with Network and Nostro Management teams and business partners

People & Talent

- Lead through example to build an appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
- Employ, engage and retain high quality people, with succession planning for critical roles.
- Network Managers are required to have mature relationship management skills to be able to liaise with senior representatives both within Standard Chartered as well as with provider banks.
- Sound operational knowledge of related banking processes as it relates to the appointment of respective providers is pivotal in ensuring that arrangements are suitable and that the bank is not exposing itself to any undue risk.
- Team management skill may be required to deal with junior staff members that may report into Network Managers.
- Data management skill and awareness, NMs are to understand the data capture requirements and their responsibility to ensuring accuracy of data capture through timely: addition of new, and amendment of existing, records to enable accurate management information for reporting and decision-making.
