Position Summary

San Francisco State University’s Office of Research and Sponsored Programs is seeking a highly motivated and qualified individual to serve as a Grant Development Specialist and grant writer/editor.

Under the direction and supervision of the AVP Research, the incumbent will serve as a high-level contributor and key technical advisor in the strategic planning, development, and strengthening of institution-wide funding strategies, fostering academic and funding collaborations.

This is a complex and intellectually demanding position that requires creative ingenuity, analytical rigor, advanced technical skills, and the highest standards of scholarly excellence. This functional specialty requires a keen intellect; a broad analytic perspective; wide-ranging knowledge across subjects, disciplines, colleges, funders, and organizational units; rigorous evaluation skills; effectiveness as a coach and trainer of professionals; insight and diplomacy in delivering critical feedback; and the ability to provide individualized guidance to and collaborate with tenured/tenure-track faculty of varying levels of proposal development and grant writing skills, from novices to experts. Workload involves a substantial degree of novelty on a daily basis and requires high-level independent decision-making, with results that have broad campus-wide and periodic system-wide impact.

Position Information

Provide specialized expertise in the design, development, writing, editing, analysis, implementation, and evaluation of complex, high-impact grant proposals that increase institutional visibility, advance SFSU strategic long-range goals, and secure resources from public and private granting agencies to support innovative research, training and educational programs across the campus.
• Coordinate teams of researchers and faculty from different disciplines. Advise interdisciplinary teams on funding opportunities
• Develop and write grant proposals.
• Conceptualize, analyze, develop, and evaluate creative solutions to systematically improve grant proposal development on a campus-wide basis.
• Work with the Institutional Research Office to compile institutional data for grant proposals.
• Review and edit proposal text for both science-based and humanities-based proposals to ensure clarity, consistency of style, and alignment with sponsor mission and requirements.
• Provide professional expertise in grant writing and conceptual grant development to craft, evaluate, and revise proposals for innovative research, training, and educational projects that support the scholarly and educational missions of SFSU and enhance its capacity for leadership within and beyond the CSU system.

Minimum Qualifications

Education/Work Experience: Advanced degree, Master’s Degree required, Ph.D. or Ed.D.; preferred within any of the

following disciplines: physical sciences, biomedical/health sciences, social sciences/humanities, education; experience in

proposal development, grant writing, and conceptual editing in a university grant development setting, including experience

with major public and private agencies and both investigator-initiated research proposals and institutional development,

infrastructure and training grants.

Knowledge: Knowledge of requirements of major external funding mechanisms and programs. Awareness of current

priorities and trends in federal funding; proven track record of developing or managing projects for at least three of the

following agencies: DOE, DOL, EDA, SBA, DOD, DHS, NSF, NIH; proven track record of developing or managing research

projects that cover at least five (5) of the following disciplines: Biology/Chemistry, Engineering, Energy Systems, Education,

Arts &Humanities, or Psychology.

Skills: Demonstrated skill at framing and editing complex technical and interdisciplinary content across multiple subject

areas including the biological and physical sciences (e.g., biochemistry, mathematical biology, computer science,

bioinformatics, physics, and engineering), social and behavioral sciences, arts and humanities; Exercise ingenuity and

innovation to conceive of new approaches, develop creative solutions to address complex problems and issues, and leverage

existing resources to achieve optimal outcomes on projects with significant strategic impacts; high-level relationshipbuilding

skills and demonstrated leadership skills, ability to convene and motivate a team.

Ability: Proven track-record and demonstrated ability of writing successful grant proposals from conceptual inception to

funded project; ability to evaluate and present complex data, including statistical significance; ability to use substantial

Position Summary

Responsible for the operation, installation, maintenance, adjustment, troubleshooting and repair of electric, electronic, pneumatic and digitally controlled building automation systems, and their associated endpoint control elements hardware. Incumbents monitor, troubleshoot, design, modify, calibrate and program system features and operations. Respond to technical and mechanical problems, either remotely or on-site. Incumbents must be thoroughly conversant in the software application and operation of the building management systems and have journey-level skills and experience to allow them to diagnose, repair and maintain the systems and their components. The primary focus of this classification is on the installation, monitoring, problem resolution and maintenance of building management systems and their associated components. While some manual repairs and adjustments may be performed directly on HVAC and refrigeration systems and equipment, these are ancillary rather than primary duties for the Facilities Control Specialist.

Position Information

Under limited supervision from the Chief Engineer and/or Supervising BSE, incumbents install, modify, troubleshoot, repair, and adjust computer-based heating, ventilation and air conditioning equipment and control systems; fabricate and implement programs and building control strategies for digitally controlled or global supervisory controlled system in response to operational needs, trouble calls, occupant needs, and energy conservation goals.

Repair and maintain individual hardware and software components of applicable control systems; perform major and minor overhauls, which include disassembly, inspection, repair, replacement, reassembly and functional testing of all parts.

Serve as the department specialist on building automation systems, and train others on the operation, troubleshooting, overhaul, repair, calibration, and testing of control to facilitate the maintenance of systems. Tests, adjust, and calibrate boiler and air conditioning machinery and mechanical, electrical, pneumatic and microprocessor control instruments.

Maintains, inspects, diagnoses, and makes emergency repairs to steam and water boilers, natural gas, compressed air, vacuum and distill water systems.

Minimum Qualifications

Knowledge:

In addition to the knowledge requirements of the Building Service Engineer and/or Air Conditioning/Refrigeration Mechanic, the Facilities Control Specialist must possess a thorough understanding of electric, electronic, pneumatic and digitally controlled building automation systems, including a thorough knowledge of assigned building automation systems.

Abilities

In addition to the abilities of the Building Service Engineer and/or Air Conditioning/Refrigeration Mechanic, the Facilities Control Specialist must be able to use of the building automation system’s programming features to design, modify and implement programs to achieve facilities management’s goals, as well as to perform remote and hands-on troubleshooting, intervention and repair, as needed.

Experience

In addition to the experience required of the Building Service Engineer and/or Air Conditioning/Refrigeration Mechanic, the abilities of a Facilities Control Specialist normally would be acquired through four or more years of experience in the following areas:
• Progressively responsible skilled journey-level experience diagnosing, repairing, and maintaining large, complex and sophisticated heating, ventilation, refrigeration and air conditioning and water treatment systems.
• Experience installing, inspecting, servicing, repairing, replacing, and calibrating building automation and contort systems.
• Experience using programming features of building automation systems.

Preferred Qualifications

Achievement of journey-level skills acquired through completion of an applicable apprenticeship program.

Must possess a thorough knowledge of installing building automation systems.

Must be able to use the building management and control system’s programming features to design, modify and implement programs to achieve operating strategies, as well as to perform remote and hands-on troubleshooting, intervention and repair, as needed; diagnose and correct air flow and distribution problems in multi-zone HVAC systems.

Must be able to design and install pneumatic and digital control systems and make modification to installed system as required by interior room modifications and functional changes in interior spaces.

Must be able to use sound, and professional level judgment and discretion in determining the methods and priorities of work orders, and job sequencing.

Must be able to install, operate and repair HVAC equipment, digital and pneumatic control systems; demonstrate a high degree of mechanical skill equivalent to journey-level in one or more related trades such as air conditioning, plumbing, pipefitting, or electrical; read, interpret and work from blueprints, plans, drawings, and specifications; make rough sketches, estimate cost, time and materials for installation and repair of control elements for mechanical systems; maintain records and retrieve data related to work performed using manual and computerized record-keeping systems; prepare standard reports; provide instruction to unskilled and semi skilled assistant; analyze and responds appropriately to emergencies both during and after normal working hours.

Requires a thorough knowledge of heating, ventilating, air conditioning, refrigeration, and control systems, and building management systems and associated mechanical equipment.

Thorough knowledge of the methods, tools, and materials, and safety procedures used in the operation, maintenance and repair of the mechanical systems and associated components.

Knowledge of ventilation principles, thermodynamics; open and closed water systems.

Knowledge of building management and control systems including the ability to understand and use system features for optimizing the operation for program requirement for energy conservation.

Knowledge and experience working with Air Conditioning and Refrigeration systems.

Direct experience in using Automated Logic Corporation and Alerton automation systems.

Direct experience installing, servicing, programming, and troubleshooting Programmable Logic Controllers (PLC).

Machines, Equipment, Tools, and Work Aids Skills

Various motorized vehicles, including trucks, and forklifts; scaffolds, ladders, compressors and pneumatic tools, variety of power, hand and machine tools and test instruments; blueprints and technical reference materials required to determine size, design configuration or operating parameters; personal computer and office skills; precision tools and measuring instruments.

Thorough knowledge of the proper applications, uses, and selection of Personal Protective Equipment, and Safety equipment used in the HVAC trade.

Possession of an EPA Universal Refrigeration Technicians license.

The Building Service Engineer is distinguished by the independent and ongoing performance of maintenance and repair work on a wide range of heating, ventilating, plumbing, electrical, mechanical, refrigeration, air conditioning, and water systems. The Building Service Engineer performs work on complex heating, refrigeration, air-conditioning and other mechanical systems. Position makes decisions based upon sound maintenance practice.

Position Information

Performs Heating, Ventilation And Air Conditioning Preventive Maintenance Including

Operates, maintains, repairs and inspects heating, ventilating, air conditioning, refrigeration and water systems and equipment.

Monitors building automation systems data and adjusts system accordingly.

Responds to service requests to adjust airflow, temperature and humidity balance for individual rooms, building areas or buildings. Interacts with customers at all levels of the University using tact and diplomacy.

Completes necessary repairs to heating ventilation and air conditioning related equipment as requested by work orders.

Must be able to install, operate and repair HVAC equipment and systems; demonstrate a high degree of mechanical skill equivalent to journey-level in one or more related trades such as plumbing, pipe fitting, electrical, or air conditioning; read, interpret and work from blueprints, plans, drawings and specifications; make rough sketches; estimate cost, time and materials of mechanical work; maintain records and retrieve data related to work performed using manual and/or computerized record-keeping systems; prepare standard reports; provide instruction to unskilled and semi-skilled assistants; analyze and respond appropriately to emergency situations.

These abilities normally would be acquired through two years of journey-level experience in the operation, maintenance and repair of boilers, heating, ventilating, refrigeration and air conditioning equipment and systems or the equivalent combination of formal course work in mechanical technology and hands-on experience.

Preferred Qualifications

Five years of journey-level experience in the operation, maintenance and repair of boilers, heating, ventilating, refrigeration and air conditioning equipment and systems.

Achievement of journey-level skills acquired through completion of an applicable apprenticeship program.

Ability to proficiently use computerized building automation systems to diagnose overall building performance and troubleshoot problems.

Provide instruction to unskilled and semi-skilled assistants; analyze and respond appropriately to emergency situations.

Ability to operate various motorized vehicles, and forklifts; Use scaffolds, ladders, compressors and pneumatic tools; Use a variety of power, hand and machine tools and test instruments; computer and office equipment, precision tools and measuring instruments.

Required License/Certification

Must have completed an applicable apprenticeship program and possess a certificate of completion and/or certificate of journey-level status. Please upload certificate to application.

Posses a valid non-restricted Valid California Driver's License; comply with the Defensive Driver’s Training program requirements if a vehicle is used on official business.

Environmental/Physical/Special

Considerable physical effort and intermittent exposure to inclement weather/working conditions; must be able to lift, carry, push, and pull up to 50 pounds; exposure to work environments that include; lack of adequate ventilation, cramped quarters, and toxic conditions; superior hand/eye coordination for manipulation tools; utilizes powerful hand, power, and machine tools.

Wears distinctive clothing, safety shoes, and personal protective equipment provided by the University at all times when in pay status.
