Acts as the Chief Law Enforcement/Public Safety Officer for the entire University. Is a commissioned police officer of the Commonwealth of Pennsylvania with authority to exercise the same powers as are now or may be exercised under authority of the law or ordinance in accordance with Act 149 of the Legislature of the Commonwealth of Pennsylvania. Responsible for the... safety/security and protection of the university’s population (5,800 students, 825 faculty and staff), contractors, 50 buildings, 200 acres of property, 8.2 miles of roadways. Is a member of the Administrative and Finance Council, the Parking Appeals Committee, Community Advisory Committee, Emergency Response Team, and other appointments made by the Associate Vice President for Administration and Finance, Vice President, or the President of the University.
Policy and Law Enforcement
Supervise 15 police officers (1 Lieutenant, 3 Shift Supervisors, 1 Detective, and 9 Patrol Officers), all of whom have Act 120 certification with the power of arrest; 1 Administrative Support/Clerical; and student police aides. Schedules force to ensure adequate checks of buildings, grounds and facilities. Conducts or directs investigations of losses of equipment and supplies; makes reports of findings to the appropriate university officials. Prepares cases for court and appears as a witness for the Commonwealth to give testimony as may be necessary. Works closely with the Pennsylvania State Police, local police and township officials in carrying out police duties. Exercise duties with a broad latitude and little direct supervision. Responsible for training and qualifying in the use of firearms. Informs the President, the Vice President, and Associate Vice President for Administration and Finance when weapons are used. Keep informed of Commonwealth laws, rules and regulations as well as local and federal laws governing police operations. Responsible for keeping the department abreast of modern police and security methods used in crime prevention and investigation. Represents the university at all police-related meetings, within the university and at the local and state level.
Parking and Traffic
Control traffic and parking; recommends changes/deletions to university traffic and parking regulations and is responsible for placement and maintenance of traffic control signing. Submits for approval, parking assignments by area for faculty, staff, students and visitors; supervises the enforcement of approved parking. Conducts traffic surveys and makes recommendations for changes both in traffic flow and parking facility arrangements. In coordination with University Committees and appropriate leadership, establishes schedules and methods for the handling of parking and crowd control on the campus for conferences, convocations, athletic events, dramatic events, VIP guest events, and student-sponsored activities. Serves as liaison between the university and the local community in resolving problems pertaining to traffic and parking and all other police/safety-related areas of concern. Responsible for coordinating all vehicle registrations including for DGS projects.
Campus Security
Responsible for the physical protection and security of state-owned and/or leased buildings, grounds and equipment and for the welfare and protection of all personnel and visitors of the university including personal property of the same. Oversees the university’s video surveillance system as a part of the university’s ongoing program to deter crime. This also includes overseeing and making location recommendations for the installation of emergency telephones throughout the university campus. Responsible for the overall development and coordination of all emergency procedures. Responsible for the coordination of campus emergency resource teams and direct those on campus emergency functions. Responsible for the setup and staffing of an appropriate Emergency Command Post as directed by the President. Maintains close contact with the Director for Communications and Marketing for release of information concerning the emergency. Maintains close contact with environmental health and safety, fire safety, risk management, and Physical Plant. In collaboration with the Director of Facilities Management and Planning, controls campus key system for building and facilities. Works closely with the Director for Health and Emergency Services regarding student health and safety issues, policy development, and administration. Maintains close liaison with University Business Office for accounting of lost or stolen property. Responsible for the operation and coordination of the University Identification Card System. Determines University security and police service needs. Coordinates the university security program, develop and supervise the conduct of formal and on-the-job training programs.
University Operations and Special Events
Responsible for the scheduling and supervision of contracted security agencies when needed to augment the police officer staff. Responsible for managing crowd control and behavior. Keeps the administration aware of any unrest within the university community as well as the surrounding areas. Coordinates and oversees all civil defense activities or events. Responsible for coordination of snow removal operations with the Director of Facilities Management and Planning. Performs all others duties as may be necessary for the overall safety/security and protection of the university community, building, grounds, equipment and personnel. Serves on various University committees including the Campus Improvement and Safety Committee and Commencement Committee.
Department Management
Interviews, selects, orients and supervise training of new police officers; maintains close liaison with the State System of Higher Education, the Pennsylvania State Police, federal agencies and other training sources to ensure all training requirements are accomplished and that all source materials and courses are utilized. Prepares department budget and the purchase of department equipment. Supervises all administrative procedures of the department such as reports, logs, collection of penalties, registering of motor vehicles, interoffice and interdepartmental correspondence. Maintain payroll records, scheduling of holidays, annual leave and sick leave records. Reviews accident reports, investigations, daily log sheets, accounts for funds from decal sales and traffic penalties. Makes regular reports to the administration/students government on status of the overall problems of the university community. Minimum Qualifications
An Associate’s degree and a minimum of 10 years police experience, five years at the supervisory/leadership level, are required. Working knowledge of the Clery Act, PA Crimes Code, and Title IX are required.

Position Summary Information
General Description/Position Purpose
The position of Custodial Worker I is assigned to the Shippensburg University
Custodial Services Department and is responsible for operational conduct of
housekeeping services for an assigned area within the University. Areas to
which the position is assigned are comprised of academic, administrative,
residential and athletic facilities.
This position is delegated the authority to prioritize work within the
assigned area to maintain departmental work standards, work assignments and
cleaning policy and procedure goals and objectives. The Custodial Worker I is
required to make decisions based on a full knowledge of these guidelines.
Deviations from these guidelines must be reported and/or approved by
management.
As a Facilities Division Employee I am deemed “essential” and must remain or
report to work when classes are delayed or cancelled due to hazardous road
conditions, emergency circumstances or for other reasons. The provisions of
Management Directive 530.17 are applicable in these situations and are
available to me from my supervisor. Also, as a Facilities Division Employee, I
may be utilized to work a rotational schedule to maintain coverage on the
weekend (Saturday and Sunday).
Custodial Worker 1 duties include, but are not limited to the following:
1. Maintains the Shippensburg University Custodial Department's integrity,
effectiveness and efficiency via compliance to departmental work standards,
work assignments, cleaning policy and procedures.
2. Assures a safe operating environment for fellow employees through
compliance with state and local government codes, University safety and
Custodial Services Department safety and training programs.
3. Performs many custodial and household duties associated with care,
cleaning and sanitation. Duties involved in this classification are: cleaning
furniture and fixtures, trash removal; cleaning lavatories and shower rooms;
dry and wet mopping corridors and lounges; vacuuming carpets; washing windows;
replaces burned-out light bulbs; cleaning stairways; cleaning drinking
fountains, etc. Complies with Spring and Fall housecleaning as scheduled in
campus buildings.
4. Operates various types of manual and power-operated custodial equipment.
Inspects assigned equipment for safe operation, facilitates minor repairs.
5. Requests cleaning supplies, helps maintain supply and equipment rooms.
Remains fully trained and requests assistance from Custodial Worker II in the
proper utilization of equipment and materials, chemical products and the use
of protective devices.
6. Reports needed building and furniture repairs; assists in keeping
immediate outside premises and building entrances in an orderly and safe
condition.
7. Communicates frequently with appropriate Custodial Worker II or designee
with regards to the status of all housekeeping functions in accord with the
supervisor for the area.
8. Responds to customer complaints with appropriate measure of courtesy and
service.
9. Effectively communicates both verbally and/or in writing with Custodial
Worker II and Supervisor.
10. Immediately notifies proper parties of any injury and/or incident.
11. Responds to emergencies by coordinating with the proper level of staff
and equipment necessary to provide an effective solution to the situation.
12. Provides event coverage as needed and ensures event services are provided
in accordance with established requirements.
13. Maintains high customer service levels throughout custodial performance
levels.

The Department of Economics at Shippensburg University invites applications for a tenure-track position at the rank of Assistant Professor to begin August 2020. We seek an applied microeconomist who can develop and teach courses in economic analysis of big data. The teaching load is a mix of principles courses and upper-level electives. In addition, faculty members are expected to perform other duties as assigned in compliance with the collective bargaining agreement with APSCUF (Association of Pennsylvania State College & University Faculties).
